Tais modificações culminaram na criação de Comitês de Bacia Hidrográficas como forma de se democratizar o sistema, visto que os Comitês são órgãos deliberativos considerados fóruns de debates. Uma vez que a criação desses Comitês demanda participação popular local, denota-se que a atuação dos atores locais na participação dos debates ensejará na adição da percepção ambiental nesse meio. Através da percepção ambiental são estabelecidas relações de afetividade do indivíduo com o meio; uma vez que essa sensibilização implica na formação de laços afetivos positivos, podendo acontecer modificação dos valores atribuídos pelas pessoas para cada lugar em seu entorno. Partindo dessa premissa, este trabalho tem como objetivo estudar a percepção ambiental dos moradores do entorno ambiental do açude Várzea Grande sobre os impactos ambientais casados tanto ao rio Picuí quanto às águas do referido reservatório pelas ações antrópicas, a afetividade pelo local em que vivem e os usos que fazem das águas do mencionado açude, o qual se destaca como sendo o maior reservatório em relação à capacidade de acumulação hídrica não apenas de Picuí, mas em relação aos demais do setor Leste da sub-bacia do rio Seridó, tributário do rio Piranhas. O município de Picuí/PB se situa na região centronorte do Estado da Paraíba, Mesorregião Borborema e Microrregião Seridó Oriental Paraibano. O processo metodológico inclui trabalho de campo no biênio 2009-2010, aplicação de questionários aos moradores do entorno ambiental do açude Várzea Grande, tendo como base um roteiro de 24 (vinte e quatro) questões, coleta de dados, registros fotográficos, leituras de obras de referência. Os resultados obtidos indicam que parte significativa dos entrevistados apresenta relações afetivas com o seu entorno, o que corrobora a iniciativa da participação popular em ações para melhoria da qualidade ambiental e da gestão dos recursos hídricos. Conforme estudo desenvolvido e a partir da análise das respostas dos entrevistados e de observação feitas in loco, os resultados mostram que há danos para o rio Picuí e para as águas do reservatório Várzea Grande em virtude da ação e ocupação antrópica às margens do referido rio e da consequente emissão de efluentes, contudo é clara a intenção dos ribeirinhos (dependentes diretos do açude) em buscar estratégias para diminuição desses impactos. Destarte, há necessidade da implantação de um sistema de gestão para controle dos diversos processos de degradação tanto das áreas marginais, quanto do próprio rio Picuí e que campanhas educativas (educação ambiental) sejam amplamente empregadas na sensibilização da comunidade, fomentando a participação popular na gestão pública dos bens naturais a que têm direito, dentre eles a água. / Several changes in the law on water resources in Brazil have enabled changes in the management of these politics. These changes culminated in the creation of River Basin Committees as a way to democratize the system, since the committees are deliberative bodies considered in discussion forums. Since the creation of these committees demand local popular participation, indicates that the performance of local stakeholders in discussions of participation shall entail the addition of environmental perception in this environment. Through awareness of environmental relations are established affectivity of the individual with the media, since such awareness implies the formation of affective positive change can happen on the values assigned by people to each place in its surroundings. From this premise, this paper aims to study the environmental perception of the residents of the surrounding environment of the dam Várzea Grande on the environmental impacts both married Picuí the river as the waters of this reservoir by human actions, affection for the place they live and uses they make of the waters of that dam, which stands as the largest reservoir on the ability of water accumulation not only Picuí, but compared to other eastern sector of the sub-basin of the river Seridó tributary of the Piranhas . The municipality of Picuí / PB is located in north-central state of Paraiba, and Mesoregion Borborema Microregion Seridó eastern Paraiba. The methodological process includes field work in the biennium 2009-2010, questionnaires to residents of the surrounding environment of the dam Várzea Grande, based on a script of 24 (twenty four) issues, data collection, photographs, readings of works reference. The results indicate that a significant proportion of respondents has personal relationships with their environment, which supports the initiative of popular participation in actions to improve environmental quality and management of water resources. According to a study and developed from the analysis of respondents' answers and observations made in situ, the results show that there is damage to the river Picuí and the waters of the Várzea Grande reservoir due to the action and human occupation on the banks of that river and the consequent emission of effluents, but it is clear the intention of riverine (direct dependents of the dam) to pursue strategies to reduce these impacts. Thus, there is need to implement a management system to control the various processes of degradation of both the marginal areas, as the river itself Picuí and educational campaigns (environmental education) are widely used in community awareness, encouraging community participation in management public of natural resources they are entitled, among them water.

This thesis summarizes our findings in the field of nature of mesophyll conductance to CO2 transport and its regulation per se and in respect to stomatal conductance.
