'Our society lacks consistently defined attitudes towards the black bear': The History of Black Bear Hunting and Management in Ontario, 1912-1987

What kind of animal was a black bear? Were black bears primarily pests, pets, furbearers or game animals? Farmers, conservationists, tourists, trappers, and hunters in early twentieth-century Ontario could not agree. Even as the century progressed, ideas about bears remained twisted and there was often very little consensus about what the animal represented. These varying perceptions complicated the efforts of the provincial Department of Game and Fisheries and its successor agencies, the Department of Lands and Forests and the Ministry of Natural Resources, to develop coherent bear management policies. Perceptions about black bears often conflicted and competed with one another and at no one time did they have a single meaning in Ontario. The image of Ontario’s black bears has been continuously negotiated as human values, attitudes, and policies have changed over time. As a result, because of various and often competing perspectives, the province’s bear management program, for most of the twentieth century, was very loose and haphazard because the animal had never been uniformly defined or valued. Examining the history of these ambiguous viewpoints towards the black bear in Ontario provides us with a snapshot of how culture intersects with our natural resources and may pose challenges for management. / Dissertation / Doctor of Philosophy (PhD)

Maximizing wildlife benefits through hardwood timber harvest scheduling

A computerized system for planning timber harvest to maximize habitat quality over time for a specified group of wildlife species was developed for upland oak forests of the Eastern United States. This system, called WILDWOOD for WILDiife/WOOD optimization system, is designed to run on a microcomputer. It utilizes a widely available database management system called PCFile III, Version 4, a forest growth and yield simulator adapted from work by Dale (1972), and a program developed by the author. The system utilizes 43 species-specific habitat value models developed by the author and others. Timber harvests in approximately one ha blocks (patch clearcut) are specified for each year to result in a maximum yearly average wildlife benefit figure. Wildlife benefits are defined as the product of a wildlife species value provided by the user, a forest-size-classspecific habitat value index, and the area of the cutting unit. WILDWOOD was demonstrated on a 106 ha tract of upland oak forest on Havens Wildlife Management Area of the Virginia Commission of Game and Inland Fisheries. Six different objective functions were investigated and several model tests were conducted. Implications for the application of the WILDWOOD system were discussed, and it was concluded that, although the objectives of the study were met, the current WILDWOOD system should be modified to include smooth wildlife habitat succession models, at least a 150-year planning horizon, and capabilities for addressing cutting unit size, shape, and juxtaposition. Other possibilities for future revisions inclu~e modifying HEP (U.S. Fish and Wildlife Service) for use with WILDWOOD, and linking ageographic information system to WILDWOOD. / Master of Science

Adoption-diffusion of wildlife management innovations by nonindustrial private forestland owners

An experiential forest and wildlife management training program, based on the adoption-diffusion model, was conducted for 49 nonindustrial private forestland (NIPF) owners. Participant-owners were surveyed 6 months after their training to monitor adoption and diffusion activity. Owners who were nominated by local natural resources professionals adopted significantly more management innovations than those owners not nominated. Farmers demonstrated the most adoption and diffusion activity, business people the least. Farmers and business people were more oriented towards timber production objectives than others, professionals were more oriented towards wildlife management objectives. An a priori developed predictive opinion-leadership model was not correlated with either adoption or diffusion activity. Owners living less than 8 km from their tract spent significantly more time in dissemination efforts than others, as did those who had voluntarily stated an intrinsic motivation to "share what they learned" upon application to the project. Those owners who had gained extensive knowledge from past contact with natural resource professionals were significantly more active in adoption-diffusion activity than others, and those with self-perceived high interpersonal skills engaged significantly more peer owners in diffusion efforts than did others. Size of forest ownership, time residing in a community, primary objectives for owning forestland, and number of local leadership positions held had no significant effect upon adoption diffusion activity by NIPF owners. A significant and negative correlation was found between an owner's self-perceived level of education and one-onone diffusion outreach activity. NIPF owners were generally ambivalent about involvement in informal resource management clubs. It is suggested that future educational projects conducted for NIPF owners be scheduled for late winter or spring versus the fall season, particularly if a short (6 mo.) monitoring of adoption and diffusion activity is a constraint. This investigator hypothesizes that the same methodology used in this study of adoption-diffusion behavior of NIPF owners would be effective in instructing opinion-leading, professional change agents about adoption diffusion theory and techniques. / Master of Science

Assessment of the community wildlife management partnership : a case study of the Uganda Wildlife Authority and local communities around Mount Elgon National Park, Uganda

Thesis (MPhil)--Stellenbosch University, 2015 / ENGLISH ABSTRACT: Although Community Participation (CP) in Africa dates back to colonial times, it is more oriented towards embracing indigenous knowledge systems. CP encourages self-reliance, community empowerment, capacity-building, social learning and sustainability among community members. This study describes how Collaborative Wildlife Management (CWM) was implemented in Ulukusi, a community on the border of Mount Elgon National Park (MENP), eastern Uganda. It assesses livelihood strategies before and after the implementation of CWM. The study further identifies a wildlife management strategy that would embrace the needs of the local community and the Uganda Wildlife Authority (UWA). Open ended questions were developed and administered through interviews with both household and key informants, and by means of focus group discussions and observations. The findings of the study indicate that the implementation of CWM led to the development of a Resource User Agreement (RUA) which promoted wildlife resource regeneration due to restricted resource harvest and park access. There was general agreement among interviewees and key informants that the relationship between the UWA and the community had improved compared to the time when the park was under the management of the Uganda National Park. Findings further indicate that CWM was inappropriately implemented considering the fact that the UWA used a top-down approach to influence the signing of the RUA. This is evident in that communities did not directly participate in decision-making. Therefore, in order to promote sustainable wildlife management, communities should participate in decision-making since they are the people affected by the mismanagement of wildlife. Conservation authorities should also integrate indigenous knowledge into their management policies and promote continuous sensitisation meetings to empower the community members. Above all, for any development to embrace all stakeholders’ needs, conservation authorities should also integrate the “building blocks” of development to promote conflict resolution. / AFRIKAANSE OPSOMMING: Alhoewel gemeenskapsdeelname in Afrika terugdateer tot die Koloniale tydperk is die beginsel van gemeenskapsontwikkeling meer gerig op die aanvaarding van inheemse kennisstelsels. Gemeenskapsdeelname moedig selfstandigheid, gemeenskapsbemagtiging, kapasiteitsbou, sosiale leer en volhoubaarheid onder gemeenskapslede. Hierdie studie ondersoek hoe samewerking en gemeenskaplike beplanning beoefen word in Ulukasi, ‘n naburige gemeenskap van die Mount Elgen Nationale Park, Oos Uganda. Die studie assesseer die Collaborative Wildlife Management (CWM) strategie voor en na implementering. Verder identifiseer die studie ‘n omgewingsbestuur strategie wat die behoeftes van die gemeenskap en die van die Uganda Wildlife Authority effektief aanspreek. Dit is dus duidelik dat gemeenskappe nie direk betrokke was by besluitnemingprosesse nie. Ten einde volhoubare natuurlewebestuur te bevorder moet gemeenskappe betrokke wees in besluitneming aangesien hulle direk geraak word deur die wanbestuur van wild. Natuurbewaringsowerhede moet ook inheemse kennis integreer in bestuursbeleid en deurlopende sensitisering vergaderings gebruik om lede van die gemeenskap te bemagtig. Bo alles, vir enige ontwikkeling moet alle belanghebbendes se behoeftes aangespreek word en moet bewarings owerhede ook die boustene van ontwikkeling integreer om konflik te bestuur.

A test of factors affecting the foraging success of scarlet ibis

Wading bird foraging success is influenced by many different factors. From January to March 2008, I conducted a small-scale experiment with three captive Scarlet Ibis (Eudocimus ruber) at the Palm Beach Zoo, in West Palm Beach, Florida. Prey density and the presence of conspecifics were manipulated to test for a response by ibis in terms of prey capture rate. Mixed model analysis, when one prey type was available, showed that capture rate increased significantly with prey density and decreased with the presence of conspecifics. When two prey types were available, prey density and the presence of conspecifics had no effect on the capture rates of either prey type. Selectivity analysis revealed that ibis always selected for crayfish in mixed treatments. I hypothesize that the number of prey types available in a treatment played an important role in determining how fish density and the presence of conspecifics affected ibis foraging success. / by Rebecca A.
