Feminisation a period of labour market changes in South Africa

The post-1994 role of women in the South African economy is changing with respect to issues such as education and employment opportunities. In the past, men tended to hold the primary or ‘good’ jobs, which have the greatest stability and promotional potential, whilst women tended to hold the secondary or ‘poor’ jobs, which have lower stability and lower wages (Kelly, 1991). Women’s labour force participation has risen significantly over the years since 1994, but more in depth research is needed in order to determine where and how changes could be implemented to ensure that any past gender inequalities fall away with minimal impact on the economy as a whole. As such, certain dynamics within the labour market need to be considered. Firstly, pre-market types of discrimination, including issues such as gender discrimination during the acquisition of human capital through educational attainment should be considered. In most countries, women enter the labour market with severe disadvantage in that they have been subject to discrimination in schooling opportunities (Standing, Sender & Weeks, 1996). Secondly, the feminisation of the labour force is dealt with, as well as what factors affect the female labour force participation decision (i.e. the decision of whether to participate in the labour market or not). iv Thirdly, employment discrimination is investigated, including the concept of ‘occupational crowding’. An analysis of trends in the occupational structure of economically active women in South Africa shows the typical shift out of agriculture into industrial related jobs (Verhoef, 1996). Lastly, wage discrimination is analysed, in order to determine if women get lower rates of pay for ‘equal work’. The objectives of this study are aimed at determining whether there have been any positive changes with respect to women in any of these focal areas mentioned above. There are studies that have established gender differentials when it comes to formal education, and these place women at the disadvantaged end (Bankole & Eboiyehi, 2000). If one considers the educational measures, namely, the levels of literacy, years of education, and overall educational attainment, employed by this country to determine whether there are in fact observed differences between the education of boys and girls, the following was found: Males rate higher with respect to two of these measures, namely literacy and educational attainment, and are thus able to exhibit lower levels of poverty than females in South Africa. Men exhibit slightly higher literacy rates than women of the same age (Statistics South Africa, 2002), and men also rate higher than women when it comes to university education. With regards to primary and secondary school attainment v since 1994, the gender gap does appear to have disappeared. The ‘neoclassical model of labour-leisure choice’, as applied in this study, shows that as the wage rate increases, women have an incentive to reduce the time they allocate to the household sector and are more likely to enter the labour market. In South Africa, however, the increase in the female participation rate has merely translated into a rise in unemployment and has not been associated with an increase in the demand for female labour. This implies that South African women are being ‘pushed’ into the labour market due to economic need, rather than being ‘pulled’ into the labour market in order to earn a higher wage. Women are gradually becoming better represented at all levels across a wide range of occupations. Women, however, continue to face greater prospects of unemployment and to earn less than their male counterparts even when they do find employment. These lower female wages are partly as a result of ‘occupational crowding’, whereby women are over-represented in certain occupations resulting in excess labour supply which drives down the wage rate. It has been determined that the problem of occupational crowding is a real and immediate one and has been found to depress wages within certain female specific occupations.

The subjective well-being and experience of life roles of white employed married mothers: a multiple case study

The number of women who choose to combine careers and traditional roles as mothers has been increasing steadily over the last number of years. As a result, the subjective wellbeing of these women has been the focus of many research projects over the last number of years. Subjective well-being has been defined in various ways by different authors. One definition describes subjective well-being as people's evaluations of their lives, which includes happiness, pleasant emotions, life satisfaction, and a relative absence of unpleasant moods and emotions. The current study, which took the form of a multiple case study, attempted to explore and describe White employed married mothers’ subjective experience of their well-being. The study also explored these women's experiences of combining the roles of employee and motherhood. The sample was obtained through the snowballing technique, and both qualitative (in-depth interviews) and quantitative techniques (two questionnaires - the Satisfaction with Life Scale and the Beck Depression Inventory) were utilized. The analysis of the data that was gathered was done by means of thematic and content analyses.

(Sociology) / During the past decades married women increasingly joined the labour market due to financial reasons as well as a need for self-actualisation, and this has had significant consequences for these womens' marriages and family lives. In addition to women joining the labour market for financial reasons, more and more women are obtaining higher academic qualifications enabling them to pursue professional careers and apply to join traditional male professional occupations, such as the medical and dental professions, the law professions, the engineering and architectural professions, as well as various other professions. Professions have been described by certain sociologists as greedy occupations. Professions tend to absorb workers to such an extent that work remain central in their thoughts even when at home, and sometimes compel them to work long hours, weekends and holidays. The division between home life and .work life becomes blurred and, to a certain extent, professional work becomes a style of life. Since the practising of a professional career requires rigorous work hours, dedication, as well as commitment, and the implications of practising such a career for the married woman with children, especially small children, are substantial. Firstly, to what extent will she be able to comply with the requirements of a professional career and adequately care for her family? Secondly, how will a professional career affect the quality of her marriage and family life? Will she be able to commit herself to both a family as well as a career? This study deals with research into the commitment of 642 married working women in the PWV-area to their work. Respondents were selected by means of a random sample obtained from the telephone directories of the PWV-area. Data was collected by means of conducting a telephonic and postal survey with the help of the opinion survey centre of the Human Sciences Research Council.

The domestic worker some considerations for law reform

This thesis examines ways in which domestic workers in South Africa could be included within the scope of existing industrial legislation. At present the legal position of a work force of 862 000 is regulated by the common law contract of service. Socio-economic factors form the background of this investigation,which first sets out to determine whether the common-law contract of employment is capable of equitably regulating the employment relationship. The fallacy of the assumption that individuals agree on the terms of exchange in the employment contract on the basis of juridical equality, and the tenuous nature of the common-law employment relationship in the case of domestic workers are revealed. In the absence of any current statutory minima the employment contract is used to deprive domestic workers of what little protection they enjoy at common law. The two ways in which the individual employee's conditions of service can be protected from terms favouring the stronger of the two contracting parties are discussed. These are collective bargaining and statutory regulation. Difficulties experienced by domestic workers in respect of collective bargaining, whether they be included under the Labour Relations Act or not, are indicated. Proposals for including domestic workers under the Basic Conditions of Employment Act are evaluated in the light of legislation in the United States of America, Zimbabwe, Swaziland and Namibia. Ways of minimum-wage fixing are investigated, and it is concluded that the provisions of the Wage Act could be adapted for domestic workers. The 'unfair labour practice'concept is examined and the implications of its application for the domestic labour sector evaluated. It is recommended that the concept 'fairness' in the Labour Relations Act should apply to domestic workers, but that a code of practice be drafted to provide conceptions of 'fairness' as guidelines for employment behaviour. It is suggested that the parties refer disputes to mediation before being granted access to a Small Labour Court established for this purpose. In conclusion a draft code of practice is presented, as a basis for negotiation at a forum representative of the major actors in the domestic labour arena.

Successes and challenges of women's income generating projects in Zimbabwe

Women’s income-generating projects are regarded as a critical area in promoting sustainable livelihoods in the lives of the poor. This study centres on a cattle project in Sadomba village in Nyanga District, Zimbabwe. The purpose of this study is to investigate the role and contributions of income-generating projects with regard to women; the necessary conditions for a successful cattle production project; the major challenges in women’s income-generating projects, and how income-generating projects can be strengthened, all in relation to this cattle project.The study is underpinned by the sustainable livelihood approach and literature on micro-financing of women’s projects in various countries. The study is based on qualitative methodology using a case study design and methods of data collection included semi-structured interviews, focus group discussions and participant observation. The data was analysed using thematic analysis and sub-themes that arose in the study and thereafter all the data was grouped by a process of coding. The results indicated that the Sadomba cattle project has benefited the project members in terms of income generation by the selling of cattle and milk, for agricultural purposes (draught power) and also income they obtained from hiring their cattle to other community members in rainy seasons. The income generated has assisted them to send their children to school and attain higher education.In addition, it promotes community engagement when they share paddocks and dip tanks. However, despite these benefits, they face a number of challenges such as long distances to the market, a lack of microcredit and the unavailability of exotic breeds. Therefore, there is need to integrate the conditions that are necessary for successful income generating projects to the Sadomba cattle project.

Dismissal due to pregnancy

Previously, our workplaces were characterised by serious hardships emanating from labour laws which did not always cater for all areas of the employment relationship. South African female employees were without a clear legitimate remedial right precluding any severe violation and infringement to their fundamental rights resulting from their pregnancy; a task they did not opt for in the first place, but was instead, naturally imposed on them as a result of their gender category. Undoubtedly, many female employees were victims of unfair discrimination. The legislature therefore saw it fit to democratise the workplace by making rapid statutory interventions. As a result, a number of significant changes in various spheres of our labour laws were brought in. Amongst the greatly notable valuable changes was the introduction of the Employment Equity Act 55 of 1998. This piece of legislation has generally reformed our industrial society by bringing in the elimination of unfair discrimination and thereby enhancing the principle of equity in the workplace. The act has further touched a place within hearts of female employees for fear of discrimination as a result of their pregnancy status or any reasons related to their pregnancy. The act further codified Industrial Court decisions that were already established under the discrimination law jurisprudence from the Labour Relations Act 28 of 1956. The application of the provisions of the Act has made the employment relationship no longer to be a comfort zone for employers. These general changes to the law also impact on the dismissal law regime. The purpose of this treatise is to give an overview of the applicable legislation and contributions made by the Labour Courts in developing pregnancy dismissal and discrimination law. The Labour Courts have handed down few judgements that have helped in clarifying the provisions of both the current Labour Relations Act and the Employment Equity Act around the topic. One should hasten to say that this has never been a smooth process by the courts. It is further shown in this treatise that some of the court decisions were not well accepted in the light of other important considerations, such as the equality provisions of the Constitution. For the purpose of effectively dealing with this topic, this treatise contains a discussion of the historical context of discrimination law in the form of common-law position, and the discrimination law before the Bill of Rights and the Constitution. It then endeavours to identify the legislative provision of the Act when it comes to discrimination law provisions. At the same time the important court decisions that were made are identified and examined.

Facets of human resource development on building female capacity in the African context : the case of Gqebera Township, Port Elizabeth

An empirical study of HRD, women, HIV and AIDS, and sustainable community development has been undertaken. Women make up approximately half of the population in the world. Taking this into account, there are many places where women do not have the same opportunities as their male counterparts. This is also true for most of Africa. Many people in Africa are deprived of basic education and often the majority of these are women. Even though the situation has improved for many girls and women in many areas, there is still a great deal that needs to be done in order to ensure equal opportunities for everyone within the labor market and society. In order to achieve this, it can be argued that sustainable development and sound human resource (HRD) policy implementation and strategies must be employed. HIV and AIDS damage society just as it does the human body: it begins by killing those parts responsible for building society: the women and breadwinners who sustain and look after the community as a whole. In this proposal, an outline of the structure of the dissertation will be given. The outline of four articles will be presented, as will the uniqueness and the similarities of the articles. For the purpose of this dissertation; different methodological research techniques will be employed according to the themes of the different articles in addition to the desired purpose of the research being conducted. Regarding the data collection, qualitative research will be used in the expectation of uncovering issues relating to women and HRD in Gqebera Township, Port Elizabeth, South Africa. The need for skills development and training in Sub-Saharan Africa is increasing in an area where unstable economies and high unemployment create challenges on many levels. Sub-Saharan Africa is faced with great poverty, skills migration, and HIV and AIDS, which are depleting the region of skilled workers in their prime working years. The region is facing numerous challenges in the development of skills and the ability to make use of the available human resources. It can be argued that the Sub-Saharan African region needs to increase the skilled labor pool and to develop communities. Perhaps most importantly, there is an urgent need for the region to face the impact of globalization on its own terms. This involves the fusion of African philosophy and management styles with the traditional Western theories with HRD strategies and policies that will be suitable for the developing economies in the region. Women in Africa face many difficult and complex situations in society, including difficulties entering the labor market. HIV and AIDS is a major challenge for South Africa and it brings people in the region much grief, sorrow and confusion as the rate of prevalence continues to rise. This article explores the social aspects of the HIV and AIDS pandemic in the communities and in the labor market and the extent to which women are affected on an individual, community and labor market level. HRD in relations to HIV and AIDS is examined in order to get an understanding of the role that HRD should play in the deprived South African communities that struggle to find resources to battle the social consequences of HIV and AIDS. An examination of feminist theory and HRD in Africa indicates the need to incorporate African feminism in the cause of advancing HRD theory. Because they are subject to multiple levels of discrimination, and because there are no country-specific policies to ensure their advancement, African women need to be protected from the patriarchal domination that prevails in the majority of African countries. Despite higher female involvement in African economies, they are denied opportunities and equal rights. If the development goals of Africa are to be achieved, HRD theory needs to incorporate both Western and African feminist theory, specifically related to gender inequalities that women experience in the realm of work. The level women’s understanding of sustainable development in Gqebera Township, South Africa is explored. Further the challenges and opportunities for sustainable HRD in the Sub-Saharan region is examined. Sub-Saharan African is facing numerous challenges including poverty, inequality, HIV and AIDS and high unemployment. All these factors are important to consider when planning HRD policies and strategies in the region. Sustainable development is a worldwide aim and on the agenda of many countries; especially the developing and least developed, the countries on the African continent. The conditions under and the degree to which women in Sub-Saharan Africa have been participating in the development process in the past have often not enabled them to fully develop their capacity in order to take part in the work towards sustainable development.

Female education breaks the cycle of poverty : a case study of Chikomba rural district, Zimbabwe

The research which forms the basis of this thesis describes rural women’s perceptions of how Camfed education and skills development programmes have improved their lives in the Chikomba rural district in Chivhu, Zimbabwe. The researcher was motivated to carry out this study mainly due to the fact that in most rural societies in Zimbabwe, women are found suffering from social, cultural and political biases in the traditional male dominated society of Zimbabwe. Compared to their male counterparts, women have limited access to educational and employment opportunities and also have less social and political power than men. Being heads of households, women have to carry out the full traditional roles with the added responsibility of household and production management. The purpose of this study was to inform those investing and interested in women’s education about whether, how and the conditions under which women’s education directly improves women’s own lives and decreases poverty in the family and society. Camfed is an organization that advocates for female education particularly in the marginalized and poor parts of the country where poverty remains a barrier to girl’s education. It provides financial resources and establishes innovative education and training programs in order to break the poverty cycle in rural communities and empower women. A quantitative approach was employed in this study using a descriptive survey design, with the emphasis on collecting primary data from the research participants as well as consulting secondary data sources such as books, academic journals, completed and unpublished post-graduate research dissertations and theses. Findings of this study revealed that financial constraints, early marriage, proximity to school, death of parents as well as domestic chores were factors identified by the women that prevented them from completing school and pursuing further studies. The women also describe their perceptions of how education has led to better opportunities and an improved standard of living as they can now afford the basic goods and services. Moreover the participants mentioned how education has provided them with the basic skills to pursue a livelihood which will enable them to enjoy a decent standard of living. The research also found that education is an important determinant of women’s decision making in terms of finances and thereby improves their sense of empowerment. The women talked extensively about how education has raised their self-esteem and how it has enhanced their economic and social independence. At the end of the study and using the acquired information, several recommendations are made for the expansion and increase of programmes that offer incentives to keep girls in school, especially at secondary level where returns for girls are substantially greater in-terms of reducing poverty and improving the wellbeing of individuals.
