To accomplish this purpose, this paper gives priority to the voices of 9 student-workers attending the night course of Education from 3 universities located in the state of Minas Gerais, classified by the Brazilian Ministry of Education (MEC) as University (one) and University Centers (two). The research, featuring a qualitative character, is linked to the research line of Public Policies and Curriculum and Educational Reform of the Post-Graduation Program: Education: Curriculum from Pontifícia Universidade Católica de São Paulo (PUC-SP). Prouni, considered as a focused policy, provides context to the political scenario that contributes to the access of the student coming from low-income population to Higher Education. This study finds reference to theorists such as Freire (1983), whereby the inclusion is not a mere concept, especially when related to the context of the engagement of human being in understanding their reality; and Gramsci (1979), this, considering that the human being can influence the events, because the historical development is not predetermined. The research developed is based on documentary and bibliographical analysis and field data collection through the Internet and semi structured interview. Despite improving the access of lowincome population to higher education, Prouni is not still enough, requiring the adoption of actions from public policies and institutions of higher education that, in fact, motivate the permanence, inclusion and completion of the course by the grantee. It was also found out that the possibility of the course completion is focused, currently, in the personal effort of the student / Este estudo visa identificar as ações pessoais, institucionais e de políticas públicas que contribuem ou contribuíram para o estímulo, o acesso, a inserção, a permanência e a conclusão do curso superior pelos bolsistas do Programa Universidade para Todos (Prouni). Para a consecução desse objetivo, prioriza as vozes de nove trabalhadores estudantes do curso noturno de Pedagogia, em três instituições universitárias do Estado de Minas Gerais, classificadas pelo Ministério da Educação (MEC) como Universidade (uma) e Centros Universitários (dois). A investigação, de natureza qualitativa, articula-se com a linha de pesquisa Políticas Públicas e Reforma Educacionais e Curriculares do Programa de Pós-Graduação: Educação: Currículo da Pontifícia Universidade Católica de São Paulo (PUC-SP). O Prouni, considerado uma política focalizada, contextualiza o cenário político que contribui para o acesso do estudante de baixa renda ao Ensino Superior. Este estudo encontra referência em teóricos como Freire (1983), segundo o qual a inserção não é um mero conceito, sobretudo quando relacionada ao contexto do engajamento do homem na compreensão de sua realidade; e Gramsci (1979), este por considerar que o homem pode influir nos acontecimentos, pois o desenvolvimento histórico não é pré-determinado. A pesquisa desenvolvida amparase na análise documental e bibliográfica, no levantamento de dados em campo por meio de consulta à internet e em entrevista semiestruturada. Constatou-se que, apesar de viabilizar o acesso da população de baixa renda ao Ensino Superior, o Prouni ainda é insuficiente, requer a adoção de ações oriundas de políticas públicas e das instituições de Ensino Superior que, de fato, estimulem a permanência, a inserção e a conclusão do curso pelo bolsista.
