A Comparative Inquiry into Internet Neutrality in South Africa

This dissertation will examine the question of whether internet neutrality is protected within the current South African legal framework and secondly whether or not internet neutrality should be protected when considering the policy advantages and disadvantages that it presents. Due to the fact that the arguments in support as well as against internet neutrality fundamentally originate from broadly two different and distinct philosophical approaches, this paper starts off with a historical analysis of the development of the internet. This is followed by a discussion of the nature of rights vis-à-vis the question of whether access to the internet can be considered as a fundamental human and/or legal right. After discussing both the history of the internet and the nature of rights in the context of the subject matter of this paper, the paper turns to the policy of internet neutrality itself. The paper compares the differing approaches followed by firstly the USA and secondly the EU with regards to internet neutrality, specifically in relation to consumer rights, competition law and corporate transparency. At the end of the paper, current South African consumer rights protection and competition law are analysed in order to determine whether or not the existing regulations afford adequate protect against potential abuses of data discrimination by ISPs. The debate regarding internet neutrality potentially affects each and every jurisdiction throughout the world where internet users accesses the internet. Not only is internet neutrality therefore a policy consideration all over the world but the policy consideration is one that should be answered through multidisciplinary research and inputs. Ericsson is a Swedish technology company that provides and operates telecommunication networks,television and video systems and related services in the world.A Case study of Ericsson Radio Base Station CPIs is a research work about technical informationavailability problems on Internet.According to customer product information standards, specific company’s divisions are responsible formeaningful technical information content creation and diffusion to the end user.The main research question is what information related to Ericsson RBS can be found on the Internetand what possible solutions should Ericsson offer to these groups in terms of technical informationavailability?An Internet analysis showed that on Internet appears user generated content about RBS 6000 in a wayof video instructions, manuals selling and consultation giving.This situation shows that users are interested and need information related to technical equipment, buton the other hand it is essentially illegal to spread information this way, and it might have seriousconsequences in terms of misuse or misinterpretation of information.This thesis is investigating Ericsson information sharing traditions in relation to the situation of openinformation on the Internet. Some recommendations for further work are given.

Eine sensorbasierte Überwachung des Anlagenzustands stellt eine Voraussetzung für die zustandsabhängige Instandhaltung dar. Ein kabelloses funkbasiertes Messsystem senkt den Installationsaufwand erheblich und ermöglicht Messungen auch an schwer zugänglichen Orten. Zudem reduziert ein energieautarkes System den Wartungsaufwand, da zum Beispiel Batteriewechsel überflüssig werden. Professional respondents in research panels: comparing trained and fresh members of an online panel The diploma thesis deals with the topic of changes in responding of research panel members, which are caused by their previous experience with research process. Various manifestations of this phenomenon, often labelled as the "panel conditioning effect", are described and supported by corresponding empirical evidence. The observations of panel conditioning effect come from longitudinal panel design as well as online access panels. The author proposes logically structured differentiation of the effect. Based on this categorization, several hypotheses about the differences between trained and fresh members of an Internet panel are raised and tested in dedicated online research. The results reveal significant differences between recently-registered and long-term members of the panel, both in their response strategies and in demographic structure of the groups. Yet the overall outcome do not indicate, that interviewing trained respondents would necessarily lead to lower-quality data.

This study deals with processing of web traffic statistics and traffic statistics of systems in general. Statistics allow finding out where the users came from, how much time they spent on the site, in which information were they interested in, and which technical devices were they using to browse the web site. Measured data are stored fore later evaluation by the owner or administrator of the monitored web site. Results are displayed in form of statistics. Gathered information could be used for quality or content improvement in order to the best satisfaction and benefit to the users. By secured areas of the application the attempts for not granted access could be tracked. Those gathered information statistic can be used to increase security of the application or eventually for identification of the attackers.
