The main objective of this thesis is to analyze the bilateral air services agreements of Sri Lanka under the existing legal, regulatory and the infrastructural framework of civil aviation in Sri Lanka. In order to achieve this objective, this thesis is divided into following chapters, Chapter One - Deals with the history and evolution of bilateral air services agreements in the history of world civil aviation. / Chapter Two - This Chapter has two sections. Section one addresses briefly the history and evolution of the air transport industry of Sri Lanka. Section two looks into the legal and regulatory framework within which the air transport industry works in Sri Lanka. Negotiation and Conclusion of bilateral air services agreements is also explained in this section. / Chapter Three - Contains a detailed analysis of the main provisions of the bilateral air services agreements concluded by Sri Lanka. / Chapter Four - The existing infrastructure and the prospects for the future is discussed in this chapter along with the challenges faced and to be faced in the future. / Finally, the findings of this research are presented with recommendations for the betterment of air transport industry of Sri Lanka.

This study seeks to assess the viability, acceptability and feasibility of an overnight air courier network linking Zimbabwe, Zambia, Botswana, Malawi, Mozambique and South Africa. The positivist research approach was adopted in this study. A questionnaire was sent to each the regulatory bodies in the six countries under study. 40 questionnaires were also administered to respondents from air courier companies. Judgement sampling was used for questionnaire administration to regulatory bodies because of the reduced cost and time involved in this method. For courier air service providers, the researcher used simple random sampling because it ensures that the perceptions and views of everyone are represented. Study results show that most of the nations under consideration belong to sub-regional, regional and international groupings. Most nations would want to grant fifth freedom rights, but on a conditional basis. Also, the states advocate for liberalisation of air traffic because it results in improved service quality and courier companies do not offer money-back refunds if service guarantees are not met. Though courier companies do not offer overnight air courier services, they say such services are critical to their operation. Courier companies are dogged by inaccessibility of the market. Some of the major recommendations are that states should liberalise market access and other ancillary services such as ground handling. Specific provisions such as open route exchanges, multiple designation and the practice of 5th freedom should be implemented. The development of a regional aircraft maintenance centre should be explored as soon as possible. Furthermore, all the states should commit themselves to implementing the sub-regional safety projects. Countries should implement agreements they make as economic and political blocs because this leads to a shift away from restrictive bi-lateral air service agreements in favour of liberalised multi-lateral policies. The safety of civil aviation has been endangered not only by terrorism, but also by many other unlawful acts committed by persons with varying motivation. The international community has worked to provide a secure and safe air transportation system for general people and thus has developed aviation security systems in the legal and technical fields to combat and prevent the man-made intentional harm against civil aviation. / The legal instruments are mainly based on several multilateral conventions, resolutions and declarations. They are all focused on how to eliminate safe heavens for unlawful actors against civil aviation, secure the safety of passenger and crew, and facilitate the resumption of affected aircraft. / The technical instruments, dealing with specific preventive security measures to suppress the unlawful acts against civil aviation on a practical basis, have been developed by ICAO as "Standards and Recommended Practices" (SARPs) in the form of Annexes. In addition, to promote global aviation security, ICAO launched its "Universal Security Audit Programme" immediately following the tragic events of September 11, 2001. / This thesis critically analyses the legal and technical aviation security systems under current international legal regimes and provides several recommendations to improve the remaining problems in the international aviation security system.
