Formalizing Street Vendors in Bogotá, Colombia: The Network of Provision Services to Public Space Users (REDEP)

This thesis aims to describe in depth the Network of Provision Services to Public Space Users (REDEP), which is a new formalization program for street vendors in Bogota. The development of this study contributes to the research about street vending policies in Bogota, which have been studied little by the academy. To achieve a depth description of this program, this study approached three important aspects of the REDEP: the rationale behind its creation, its legitimation and its outcomes. In order to do this, this thesis has used Foucault’s concept of Discipline and the policy approach Aestheticization of Poverty described by Roy. In addition, Bogota’s street vending policies between 1990 and 2005 has been analyzed. Finally, 22 vendors working in REDEP’s kiosks and two officials working in REDEP’s management were interviewed. This thesis concludes that the creation of the REDEP has as main cause the negative perception of peddlers as threatening population to development of the Bogota as a “democratic” and ”equalitarian” city. Like other formalization initiatives, the program has aimed to formalize and discipline street vendors through the construction of kiosks and points of sale. REDEP’s outcomes according to vendor’s perceptions have not been completely positive in aspects like sales, working conditions and levels of participation.

Esta pesquisa tem como orientação principal o debate sobre o lugar do Facebook como um monopólio comunicacional e suas possíveis consequências. Está organizada em quatro aproximações que, relacionadas, respondem a questão da afinidade entre imagens, dramatização e produção de valor na fórmula comunicacional disponibilizada aos usuários pela plataforma, fazendo com que a realidade individual e coletiva passe por um filtro tecnologicamente mediado, e que seja apreendida e (auto)reflexionada por intermédio dessas relações. De tal maneira, a abordagem do problema e a proposta analítica passam pela relação da imagem com o eu, a ficção, a própria imagem e o suposto estatuto de imortalidade. Como resultado, por meio do fetichismo metodológico, a tese debate diferentes camadas narrativas da decorrente ficcionalização da vida, passando pela (1) produção de si; à (2) incursão de si na realidade e sua interpretação; à (3) produção dos fatos e a transformação da realidade em registro; ao (4) mercado de imagens e pessoas. / This research has focused primarily the debate on the place of Facebook as a communicational monopoly and its possible consequences. It is organized in four approaches that, related, answer the question of the affinity between images, dramatization and production of value in the communicational formula made available to the users by the platform, causing the individual and collective reality to pass through a technologically mediated filter, and that is apprehended and (self) reflected through these relations. In such a way, the approach of the problem and the analytical proposal go through the relation of the image with the self, the fiction, the own image and the supposed status of immortality. As a result, through methodological fetishism, the thesis discusses different narrative layers of the resulting fictionalization of life, from the (1) production of self; to (2) incursion of oneself in reality and its interpretation; the (3) production of facts and the transformation of reality into ledger; and the (4) market of images and people.

At this border, stands out not the image as an independent object, not the understanding of the image exclusively from men’s perspective, but the relationships between men and images. To study those relationships, it proposes an analytic division between a bonding dimension, based on sensible and affective forms of connection, and an interpretation dimension, more related to forms of constructing perceptual images and to the visual interpretation of them. The main focus of the research is the contemporary dynamics of image consumption, marked, as we argue, by the imbrications of three logics: “mediatic”, “of consumption” and “of aesthetization”. We consider especially relevant to the understanding of those dynamics the incorporation of a historical approach able to scrutiny a myriad of events, temporally close or distant, in which the image played a central role canalizing social tensions. / Esta pesquisa aborda a imagem a partir da interface entre Comunicação e Iconologia. Nesse terreno fronteiriço, destaca-se não a imagem como objeto independente, não o entendimento da imagem visto exclusivamente do ponto de vista do homem, mas sim os relacionamentos que se estabelecem entre homens e imagens. Para dar conta dessas relações, propõe uma divisão analítica entre uma dimensão de vinculação, calcada na ligação sensível e afetiva, e uma dimensão de interpretação, calcada num aspecto mais propriamente perceptivo, ligado à modelagem visual das formas. O foco principal da pesquisa são as dinâmicas de consumo de imagens na cena contemporânea, marcadas, conforme argumentaremos, pela imbricação de três “lógicas”: midiática, de consumo e de estetização. Consideramos essencial para o entendimento dessas dinâmicas o aporte de uma abordagem histórica que se debruçasse sobre eventos, temporalmente próximos ou distantes, em que a imagem assume papel central na canalização de tensões sociais

Architecture, Ideology, Representation: Party Headquarters As A New Mode In Representing Power Since The 1980

The main objective of this study is to question the potential of architecture as a representational medium of ideology. In order to exemplify this overlapping relationship between ideology and architecture, this study focuses on the headquarters erected by major parties of Turkey since the 1980&rsquo / s. Having a significant position within society and particularly being a part of political system, parties obviously define ideological formations in order to preserve their existence and also strengthen their position within society and the material existence of architecture is manipulated by the parties as an important tool for representation. Thus these headquarters, which are certainly virile tools in the process of aesthetization of ideology, constitute a model to comprehend this relation of architecture and power. All buildings concerned are erected after 1980 which marks another objective of this study. The ongoing period after 1980 under the influence of Neoliberalism offers substantial changes in political, social and economic domains in worldwide scale. Obviously, political agents in Turkey were also forced to experience such significant changes and redefined their ideological formations. Thus, these buildings can be considered as the concrete example of how architecture responded the newly emerging need refined due the neoliberal changes. Departing from that, the aim of this thesis can be defined as to discuss the role of the work of architecture in the representation of ideology, but also to question to what extend the alterations in this potential of representation has initiated by the changes brought by Neoliberalism. Lastly, the study will discuss the results of these changes within the sphere of ideology of architecture in order to map the transformation occurred within. This study will finally question what kind of transformations within the sphere of ideology of architecture has been triggered by the above mentioned changes.
