Democratization, stabilization and social movements : the Bolivian caseBeal, Susan Michelle 26 June 1992 (has links)
In this thesis I assessed the state responses to social movements and in turn the impact of these movements on state policy within the context of the democratization occurring in Bolivia. The democratization process is affected by the conflict between political and economic goals. Politically the governments are faced with the demands from social groups. At the same time, the Bolivian government faces an economic crisis which requires stabilization, impairing the same individuals needed for legitimacy and political support.
Two cases which depicted the key issues of this thesis are: the indigenous groups in the Bolivian Beni region and the coca growers, mainly of the Chapare area in the Cochabamba department of Bolivia. To achieve support and legitimacy, the new civilian administrations had no choice but to listen to the requests of the social mobilizations. Because of the economic crisis, conflicting domestic pressures and international influence, however, the government could not accede to all their demands.

This study compares the status of women under the secular government of the Pahlavi Dynasty with the Islamic Republic of Iran. It relies on Hisham Sharabi's theory of neopatriarchal society and Fatima Mernissi's psychological analysis of the dynamics of gender relations in Islam. Both the Pahlavi dynasty and the Islamic regime promoted a perception of women's rights which were conducive to the ideologies of secularism and Islamism. Both regimes, however, worked within the framework of a patriarchal society by instituting policies that were misogynous in nature. This study found that the majority of Iran's female population was not greatly affected by the overthrow of the Pahlavi dynasty and the subsequent implementation of the Islamic regime. The basis of this argument lies in the fact that despite the contrasting ideologies of both governments, where women's issues are concerned, the patriarchal social structure remained virtually intact.

Cooperation within nato: the influence of european democracies on U.S. foreign policyBures, Milan 19 November 1997 (has links)
Two NATO allies, Great Britain and France, exerted greater influence on US foreign policy than most analysts assume. They did so even during the 1950s and early 1960s when the United States enjoyed undisputed economic and military supremacy in the alliance. This study hypothesizes that the British and French influence on US foreign policy is explained both by the existence of transnational and transgovernmental coalitions and by the cohesion of weak allies toward the alliance leader. Yet although both cohesion and coalitions are complementary in influencing US foreign policy, the relationship between coalitions and influence is more critical. To investigate the proposed relationships, the study relies on an analysis of three events during which both Great Britain and France challenged US policies: the Korean War, the Suez crisis, and the 1958-1963 test ban negotiations.

This study examines what many scholars have neglected to investigate when addressing post Civil War issues in Lebanon. Most studies have addressed political issues surrounding activities of Shiite movements, such as Harakat Amal or Hizb Allah, while socioeconomic issues have been neglected.
Imam Musa Sadr challenged the power of traditional Shiite leaders by creating official Shiites institutions and movements like Amal. The Iranian Revolution and the Israeli invasion of Lebanon in 1982 sparked the creation of Hizb Allah which, not only struggled against its foes, but also provided social services to the Shiites. This development program has been central in creating political legitimacy for Hizb Allah, regardless of its military situation, which suggests that socioeconomic development can transform a militia into a legitimate actor on the Lebanese political scene. The survivability of Shiite parties is therefore tantamount to not only their military might, but also to their social involvement.

While analysis of the effect which education and migration have on development is neither clear cut, nor obvious, regimes such as those of Jamaica have traditionally placed great emphasis on development through education at all levels. The process of human resource development and the accumulation of human capital is intended to unlock the door to modernization. Nevertheless, our findings indicate a considerable loss of professional and skilled personnel -- the same group that embody a disproportionate amount of educational expenditure relative to the population. Insofar as planning is concerned this migration represents a negative factor.
The developing country of Jamaica is unintentionally supplying the developed world with an "annual gift" of human capital which its economy cannot afford. The major issue becomes: to what extent can any government "protect" its investments by restricting movements of capital and people.
The general assumption of this paper is that the question of human rights cannot be ignored especially in democracies (which Jamaica decidedly is), where movement is seen as an ingrained human right. During the 1970s and 1980s, Jamaica and the Caribbean as a whole has lost much through intellectual capital migrations. Yet brains may also die in their own environment, if deprived the ability to create their own criteria and goals. Forcing people to stay with their money and know-how may only serve to produce and economic environment overgrown with weeds of lethargy, indolence and mediocrity.

This thesis examines how multilateral institutions can contribute to democratization and regional stability. It is a case study of the Central European Initiative (CEI), a regional intergovernmental organization founded by Italy and Austria in 1989 to undertake a regional integration process, and of its role in stabilizing post-communist democracies. Documents were collected at the CEI offices in Trieste, Italy, and interviews conducted with CEI officers, and data obtained from the websites of related organizations and of CEI member countries.
The thesis probes the relevance of concepts derived from theories of international regimes and social constructivism. It shows that the CEI diffuses norms and institutional rules conducive to consolidating democracies, including the development of a free civil society, a relatively autonomous political society, rule of law, state bureaucracies that are usable by the new democratic governments, and functioning free market economies, addition, and fosters habits of dialogue, socializes participants, and supports the creation of supra-national identities.

Conceptualizing American power and security in a post-9/11 security context : conflict, resistance, and global security, 2001-presentAstrada, Marvin 12 June 2008 (has links)
In a post-Cold War, post-9/11 world, the advent of US global supremacy resulted in the installation, perpetuation, and dissemination of an Absolutist Security Agenda (hereinafter, ASA). The US ASA explicitly and aggressively articulates and equates US national security interests with the security of all states in the international system, and replaced the bipolar, Cold War framework that defined international affairs from 1945-1992. Since the collapse of the USSR and the 11 September 2001 terrorist attacks, the US has unilaterally defined, implemented, and managed systemic security policy.
The US ASA is indicative of a systemic category of knowledge (security) anchored in variegated conceptual and material components, such as morality, philosophy, and political rubrics. The US ASA is based on a logic that involves the following security components: 1., hyper militarization, 2., intimidation, 3., coercion, 4., criminalization, 5., panoptic surveillance, 6., plenary security measures, and 7., unabashed US interference in the domestic affairs of select states. Such interference has produced destabilizing tensions and conflicts that have, in turn, produced resistance, revolutions, proliferation, cults of personality, and militarization. This is the case because the US ASA rests on the notion that the international system of states is an extension, instrument of US power, rather than a system and/or society of states comprised of functionally sovereign entities.
To analyze the US ASA, this study utilizes: 1., official government statements, legal doctrines, treaties, and policies pertaining to US foreign policy; 2., militarization rationales, budgets, and expenditures; and 3., case studies of rogue states. The data used in this study are drawn from information that is publicly available (academic journals, think-tank publications, government publications, and information provided by international organizations).
The data supports the contention that global security is effectuated via a discrete set of hegemonic/imperialistic US values and interests, finding empirical expression in legal acts (USA Patriot ACT 2001) and the concept of rogue states. Rogue states, therefore, provide test cases to clarify the breadth, depth, and consequentialness of the US ASA in world affairs vis-a-vis the relationship between US security and global security.

Healthcare is changing, correction ... healthcare is in need of change. The population ageing, the increase in chronic and heart diseases and just the increase in population size will overwhelm the current hospital-centric healthcare. There is a growing interest by individuals to monitor their own physiology. Not only for sport activities, but also to control their own diseases. They are changing from the passive healthcare receiver to a proactive self-healthcare taker. The focus is shifting from hospital centred treatment to a patient-centric healthcare monitoring. Continuous, everyday, wearable monitoring and actuating is part of this change. In this setting, sensors that monitor the heart, blood pressure, movement, brain activity, dopamine levels, and actuators that pump insulin, 'pump' the heart, deliver drugs to specific organs, stimulate the brain are needed as pervasive components in and on the body. They will tend for people's need of self-monitoring and facilitate healthcare delivery. These components around a human body that communicate to sense and act in a coordinated fashion make a Body Area Network (BAN). In most cases, and in our view, a central, more powerful component will act as the coordinator of this network. These networks aim to augment the power to monitor the human body and react to problems discovered with this observation. One key advantage of this system is their overarching view of the whole network. That is, the central component can have an understanding of all the monitored signals and correlate them to better evaluate and react to problems. This is the focus of our thesis. In this document we argue that this multi-parameter correlation of the heterogeneous sensed information is not being handled in BANs. The current view depends exclusively on the applica- tion that is using the network and its understanding of the parameters. This means that every application will oversee the BAN's heterogeneous resources managing them directly without taking into consideration other applications, their needs and knowledge. There are several physiological correlations already known by the medical field. Correlating blood pressure and cross sectional area of blood vessels to calculate blood velocity, estimating oxygen delivery from cardiac output and oxygen saturation, are such examples. This knowledge should be available in a BAN and shared by the several applications that make use of the network. This architecture implies a central component that manages the knowledge and the resources. And this is, in our view, missing in BANs. Our proposal is a middleware layer that abstracts the underlying BAN's resources to the applica- tion, providing instead an information model to be queried. The model describes the correlations for producing new information that the middleware knows about. Naturally, the raw sensed data is also part of the model. The middleware hides the specificities of the nodes that constitute the BAN, by making available their sensed production. Applications are able to query for information attaching requirements to these requests. The middleware is then responsible for satisfying the requests while optimising the resource usage of the BAN.Our architecture proposal is divided in two corresponding layers, one that abstracts the nodes' hardware (hiding node's particularities) and the information layer that describes information available and how it is correlated. A prototype implementation of the architecture was done to illustrate the concept.
