The transformation of the Army Reserve : the origins, evolution, and impact of future Reserves 2020 on Reserve logistics

In July 2013 the British Government unveiled its Future Reserves 2020 (FR20) policy, which aimed to radically change the role and function of the Army Reserve by making it both more capable and more deployable. One of the policy’s central organising principles was its focus on outsourcing military logistics capability previously held in the regular army to reserve forces in order to save costs. Reserve logistics transformation was therefore deemed central to the success of FR20. This thesis examines the origins, evolution and impact of FR20 as an attempt to organisationally transform the British Army Reserve’s logistics forces. In first detailing the historical, political and conceptual origins of FR20, it argues that reserve transformations rarely succeed in the manner envisaged; that the intensely political origins of FR20 have shaped the policy during each step of its development; and that the radical change in the delivery of military logistics since 2000 which underpins FR20’s emphasis on logistics is best understood through a post-Fordist analytical framework. Examining the impact of FR20 at the reserve sub-unit level, it argues that many units will struggle to deliver the capability required of them, but in other areas, such as integration with the regulars and increased professional opportunities, FR20 is succeeding. Quantitative evidence is presented to support these arguments. It then details how reserve logistics cohesion is different from that of regular combat forces, and shows how such inherent micro-level organisational factors can influence transformation. Finally, the wider implications of FR20 as a transformative attempt are discussed. This thesis’s central argument is that the political origins of FR20 within Parliament, and the Army Reserves’ organisational nature, have undermined the policy’s ability to deliver the key military capabilities it envisaged of reserves logistics units. However, in some important cultural/normative aspects, FR20 is slowly transforming the reserves. To date, FR20 has therefore been a ‘partial transformation’. In making this argument, this study contributes to the literature on the British Army Reserves, and military logistics, cohesion and transformation.

Army Reservists Spouses' Perceptions of Secondary Traumatic Stress: A Phenomenological Study

While it is commonly known that combat-related posttraumatic stress disorder (PTSD) has profound, long-term effects on soldiers, its effects on spouses of affected soldiers are less understood. Some spouses who provide care for soldiers with PTSD develop symptoms that are similar in nature. These symptoms include but are not limited to depression, anxiety, isolation, hypervigilance, and a strong startle effect. This study explored the lived experiences of 8 spouses of Army Reservists who returned from deployment in either Iraq or Afghanistan with combat-related PTSD. This study used the couple adaptation to traumatic stress model to explore the couple's response to traumatic stress. The study also includes a discussion of the history of PTSD, including changes in criteria with the revisions of the Diagnostic and Statistical Manual of Mental Disorders (DSM), including the most recent change in the latest version (DSM 5). Although secondary traumatic stress is not recognized in the DSM 5, an increase in awareness may result in a better understanding of mental health needs within the military culture. The study consisted of 8 semi-structured interviews among 8 female spouses of Army Reserve soldiers, using Colaizzi's method of data analysis. The results of this study identified psychological distress in all participants in connection with relationship changes, psychological distress, and lack of available mental health services. The results of this study may assist mental health professionals understand that the mental health needs of spouses of Reservists often differ from those of active duty spouses. This study may support social change by promoting the need for additional training for counselors who work with this population.

Implications of parental deployment for Army National Guard and Army Reserve families: practitioners’ role in supporting adolescents

Master of Science / Department of Family Studies and Human Services / Bronwyn Fees / Since the September 11th, 2001, terrorist attacks on the United States, a large number of service members have deployed multiple times to active combat zones as a result of U.S. involvement in the global war on terrorism. Army National Guard and Army Reserve families may find these deployments challenging as they are often isolated by living in civilian communities and have limited access to military support services and networks. Adolescents who live in these families may be particularly vulnerable as the stressors of parental deployment are layered on top of the normative stressors of adolescent development. This report will examine the challenges that adolescents and their families experience as a result of parental deployment. Additionally, protective factors that can help mitigate those challenges will also be discussed. Finally, Bronfenbrenner’s bioecological theory will be used as a framework to identify ways in which parents, schools, communities, and the U.S. Army can support adolescents, thus helping them to positively cope with parental deployment.

Beliefs about psychological services held by the Reserve Officers' Training Corps population / Counseling beliefs in the ROTC population

Past research has shown that members of the military have less favorable beliefs regarding mental health services. To date, no known research has been conducted examining the beliefs about psychological services of students enrolled in ROTC. 136 undergraduate students participated in a study in which the beliefs about psychological services of students in a ROTC program were compared with students in the general college population. Participants completed the Beliefs About Psychological Services (BAPS) scale online. This scale consisted of three subscales that were analyzed independently; Expertness, Stigma Tolerance, and Intent. Results showed that the main effect of ROTC participation on all three subscales of BAPS was significant at the p ≤ 0.005 level. These results suggested that students enrolled in ROTC may have less favorable beliefs about psychological services than students in the general college population. Limitations of the study were discussed and directions for future research include: replication of the findings of this study, the use of a larger and more diverse sample, and the development of methods to improve ROTC students beliefs about psychological services in order to increase the chances of these individuals seeking necessary mental health treatment. / Department of Counseling Psychology and Guidance Services

Há uma relação recíproca entre um dos objetivos das ciências administrativas – aumentar a produtividade do trabalho – e o crescimento do desemprego. Contudo, este tema é pouco explorado nessa área do conhecimento. Estudos que tratam direta ou indiretamente desta problemática costumam considerar que os desempregados ou são agentes empreendedores ou estão excluídos das relações de trabalho. Intentamos abordar este tema superando essas abordagens duais. Defendemos a tese de que os desempregados compõem um estrato populacional denominado exército de reserva (ER) e que este pode cumprir, no atual estágio de desenvolvimento das forças produtivas, um duplo papel, qual seja: regulador do preço da força de trabalho e agente contestatório do sociometabolismo do capital. Fundamentados, principalmente, nos estudos de Marx, Oliveira e Iasi, analisamos o mercado de trabalho tal como representado por instituições de pesquisas nacionais e internacionais e os dados coletados junto aos integrantes de um movimentos social formado por desempregados, o Movimento dos Trabalhadores Desempregados (MTD). O método dialético permitiu reconstituir o movimento dos múltiplos determinantes que sintetizaram a possibilidade de alterações qualitativas em parte do contingente em questão. Concluímos que o ER cumpre função estrutural econômica e ideológica de regular o preço da força de trabalho devido a, basicamente, dois fatores: 1) como superpopulação fluente, é uma reserva de força de trabalho que tende a deprimir o preço desta mercadoria à níveis crescentemente inferiores; 2) enquanto força de trabalho não utilizada diretamente pelo capitalista no processo de produção, os membros do ER, em sua manifestação como superpopulação estagnada, tendem a efetuarem trabalhos, seja na considerada economia informal seja na economia doméstica ou ainda na economia subterrânea, que satisfazem necessidades dos membros do exército ativo (EA) e do exército de reserva em sua manifestação fluente. Ao oferecerem produtos e serviços à baixo custo ao EA e ao próprio exército de reserva, a superpopulação estagnada colabora para o rebaixamento do valor da mercadoria força de trabalho, tendo em vista que esta, segundo a lei do valor, deve equivaler ao valor dos produtos necessários a sua reprodução. Defendemos, portanto, que no atual modo de produção capitalista em países periféricos opera-se, gradativamente, uma mudança qualitativa na consciência de classe desta parcela da classe trabalhadora que, sobretudo após o advento da reestruturação produtiva, apresenta tendência crescente de reposição contínua, isto é, mudança quantitativa que tem sido oportunizada, dentre outros fatores, pelo desenvolvimento do conhecimento administrativo. / There is a mutual relation between one of the administrative sciences objectives – increase labor productivity and unemployment growth. However, this theme is little exploited in this knowledge field. Studies which deal direct or indirectly with this problematic usually consider that unemployed people can be enterprising agents or are excluded from labor relations. We intended to address this theme overcoming these dual approaches. We defend the thesis that unemployed people are part of a population extract known as reserve army (RA) which can have, in the current stage of production forces, a double role, namely: regulator of the labor force price and oppositional agent of the capital’s social metabolism. Based, mainly, on the studies of Marx, Oliveira and Iasi, we analyze the labor market as it is represented by national and international research institutions and through collected data among the members of a social movement formed of unemployed people, the Unemployed Workers Movement (MTD). The dialectical method allowed us to reconstitute the movement of multiple determinants that synthesized the possibility of qualitative changes in part of the mentioned contingent. We have concluded that the RA performs an economic and ideological structural function of regulating the labor force price basically due to two factors: 1) as a fluent super population, it is a reserve of labor force, which depresses the price of this merchandise to levels increasingly inferiors; 2) as a labor force not directly used by the capitalist in the production process, the members of the RA, on their expression as a stagnant super population, tend to make works, whether in the so called informal economy, whether in the domestic economy or even in the underground economy, that satisfy needs of both the active army (AA) and the reserve army on its fluent manifestation. When offering products and services with low cost to the AA and even for the reserve army, the stagnant super population contributes to depreciate the value of the labor force merchandise, taking into consideration that according to the value law, this must be equivalent to the value of the products needed for its reproduction. The reserve army can play the role of oppositional subject whereas the concrete conditions of its pauperism tension the movement of formation and the construction of struggle organizational forms, enabling the constitution of a class consciousness process mediated by moments of denial and consent to the capital‟s social metabolism. We defend, therefore, that in the current capitalist way of production in peripheral countries a qualitative change gradually occurs in class consciousness of this portion of class-of-labor that shows, especially after the advent of productive restructuring, an increasing tendency of continuous replacement, that is, quantitative change which have been possible, among other factors, by the development of the administrative knowledge.

The Army Reserve Officer Training Corp (ROTC) at Ball State University is a program designed to indoctrinate, train, and prepare students for careers as officers in the United States Army. In addition to military science classes held on campus cadets are required to attend the Leadership Development and Assessment Course (LDAC) at Fort Lewis, Washington, a 33-day long course that focuses on combat related competencies. It is during this training that students are first taught the precepts of cultural awareness inside a military context. This research argues that cultural awareness training, introduced to cadets as a battlefield obstacle that can impede mission completion, is incompatible with the organizational culture of the Army. Using ethnographic methods as a theoretical framework, this research focuses on Ball State Army ROTC culture and the broader issue of culture as an obstacle. The data reveals the assumptions and symbols that inform the practical application of cultural awareness and mission orientation as well as the difficulties of securing reliable anthropological information. The goal of this paper is a practical body of knowledge that will bridge gaps in the literature and serve as an invitation for an open dialog between anthropologists, military members of all rank, and policy makers. / Department of Anthropology
