The submitted diploma thesis focuses on the discursive analysis of period documents, drawn from archives, laws, parliamentary debates, other expert texts and researches. The aim of the diploma thesis is to find an answer to the question of how public policies approached to crime and punishment of Roma during the 20th century in the Czechoslovakia, later in the Czech Republic (from 1918 to 2000). The diploma thesis seeks to reveal how public policies approached the Roma as a minority in general, what information they based their decisions on their punishment, what measures they proposed for their re-education and assimilation, and how the public was informed through the periodical and therefore how it was formed public opinion about this minority. The analytical part of the work is based on the basic ideas of important sociologists, including Anthony Giddens, Erving Goffman, Pierre Bourdieu and Michel Foucault. RNDr. Jan Mandel, CSc., Department of Mathematical and Statistical Sciences, University of Colorado Denver Abstract: The ensemble Kalman filter (EnKF) is a recursive filter, which is used in a data assimilation to produce sequential estimates of states of a hidden dynamical system. The evolution of the system is usually governed by a set of di↵erential equations, so one concrete state of the system is, in fact, an element of an infinite dimensional space. In the presented thesis we show that the EnKF is well defined on a infinite dimensional separable Hilbert space if a data noise is a weak random variable with a covariance bounded from below. We also show that this condition is su cient for the 3DVAR and the Bayesian filtering to be well posed. Additionally, we extend the already known fact that the EnKF converges to the Kalman filter in a finite dimension, and prove that a similar statement holds even in a infinite dimension. Satellite instruments currently provide the largest source of infor- mation to today's data assimilation (DA) systems for numerical weather predic- tion (NWP). With the development of high-resolution models, the efficient use of observations at high density is essential to improve small-scale information in the weather forecast. However, a large amount of satellite radiances has to be removed from DA by horizontal data thinning due to uncorrelated observation error assumptions. Moreover, satellite radiances include systematic errors (biases) that may be even larger than the observation signal itself, and must be properly removed prior to DA. Although the Variational Bias Correction (VarBC) scheme is widely used by global NWP centers, there are still open questions regarding its use in Limited-Area Models (LAMs). This thesis aims to tackle the obser- vation error difficulties in assimilating polar satellite radiances in the meso-scale ALADIN system. Firstly, we evaluate spatial- and inter-channel error correla- tions to enhance the positive effect of data thinning. Znělost v češtině německých mluvčích / Voicing in German speakers'pronunciation of Czech

The thesis is concerned with the German speakers' pronunciation of the Czech language, specifically with the issue of the voicing of obstruents. The phonological voicing is realized differently in Czech and German and the assimilation of voicing follows diverse principles. The pronunciation is often underestimated in education. The objective of the thesis is to find out the most frequent mistakes and to propose some improvements for tuition. I have thoroughly analysed 20 read speeches made by German speakers. I have also compared course books from the point of view of pronunciation engagement. The most problematic issue appeared to be the assimilation of voicing on the boundaries of syllables and words. The main contribution of the thesis should be the summary of German speakers' pronunciation difficulties and the materials which can be used for further tuition.

Modelování globálních barotropních oceánských slapů v časové oblasti / Time-domain modelling of global barotropic ocean tides

Traditionally, ocean tides have been modelled in frequency domain with forcing of selected tidal constituents. It is a natural approach, however, non-linearities of ocean dynamics are implicitly neglected. An alternative approach is time-domain modelling with forcing given by the full lunisolar potential, i.e., all tidal constituents are included. This approach has been applied in several ocean tide models, however, a few challenging tasks still remain to solve, for example, the assimilation of satellite altimetry data. In this thesis, we present DEBOT, a global and time-domain barotropic ocean tide model with the full lunisolar forcing. DEBOT has been developed "from scratch". The model is based on the shallow water equations which are newly derived in geographical (spherical) coordinates. The derivation includes the boundary conditions and the Reynolds tensor in a physically consistent form. The numerical model employs finite differences in space and a generalized forward-backward scheme in time. The validity of the code is demonstrated by the tests based on integral invariants. DEBOT has two modes for ocean tide modelling: DEBOT-h, a purely hydrodynamical mode, and DEBOT-a, an assimilative mode. This work deals with current problems of Czech society. People living on the margins of society, is often denied access to quality education and employment, which could increase the possibility of reintegration back into society. In one of the groups most affected or at risk of social exclusion are seen for a long time members of Roma communities. The Czech Republic is in the field of social inclusion is often criticized for its passive approach to dealing with excluded Roma localities. Weight of the problem is determined not only by its scope, but also impacts the cost, number of people and sites that interferes. Overcoming social exclusion, which means the position outside the main social and economic dynamics of the country means a return to the process of integration and assimilation and the social structure of Czech society, including social, economic and cultural skills in the dynamics and structure to maintain and manage the necessary competencies and patterns of life manner, in particular its anchoring to education, employment and wages. The first part is devoted to explanation of terms and historical background of development of Roma ethnicity in this country. Mapping is an approach to the Roma to the present. The next chapter deals with the rights and obligations of all citizens of the Czech Republic, development and current legal anchoring of national minorities in the Czech Republic. The last chapter looks at the question of assimilation and integration in the present scale. Roma citizens living in the Czech Republic must assimilate at least as regards compliance with laws, rights and obligations as well as any other citizen of the Czech Republic.

This thesis focuses on the image of an Eastern Jew in Czech-Jewish and Zionist journals from 1910 to 1925 and its position in the identity of these groups. The analysis is based on fictional texts (both translations and originally Czech ones) with Eastern Jewish characters, which (considering their placement in official journals of the Czech-Jewish and Zionist institutions) presented a fictional world acceptable for the movement's ideology and co-created the image of Eastern Jew in their followers' collective memory. A description of the most frequent features of Eastern Jewish characters is supplemented by historical context and the journals' non-literary articles. MODEL OF ERROR COVARIANCES FOR THE ASSIMILATION OF RADAR REFLECTIVITY INTO NWP MODEL Predicting events with a severe convection is not easy due to the small spatial scale and rapid development of this phenomenon. But being able to predict such events is important in view of the dangerous phenomena that accompany these events, such as flash floods, strong winds, hailstorms or atmospheric electricity. Improved forecast can be achieved by more precisely defined initial conditions that enter the model. These data must match the scale of the studied phenomenon. Therefore, radar data is used in this case. Although the NWP model should describe real processes due to the simplifications and approximations the model's behavior does not entirely correspond the reality. Therefore, if we want the model to generate precipitation, we must ensure that the values of the model variables and their relationship are such that the process is started. To find out these relationships, we want to use a covariant model. In this paper, we focused on the correlation analysis of the model variables in the regions of convection between radar reflection, its conversion to the intensity of precipitation and other model variables. The doctoral thesis compares and interprets the development of local integration policies of (West) Berlin and Vienna in 1971-2011 on the background of the transformation of Germany and Austria from ethnically homogenous to multicultural countries. Both metropolises first balanced between refusing the permanent integration of immigrants ("temporary integration") and selection of foreigners suitable for integration, later searched for a balance between the traditional concept of assimilation and the more modern multicultural approach; in the last decade they favoured the diversity policy, in more or less close connection to the concept of interculturalism. Although both cities represent essentially similar cases, this development was not straightforward and simultaneous, especially in the first phase before the migration crisis at the turn of the 1980s and 1990s. The research study focuses mainly on two questions: why the development of local integration policy in West Berlin started significantly earlier than in Vienna and why both cities started to support diversity policy at the beginning of the new century.
