Srovnání podnikání v ČR a v Rakousku / Comparison of the enterpreneurship in the Czech Republic and Austria

This work is concerned with the comparison of the entrepreneurship in the Czech Republic and in Austria from the legal point of view. The first two chapters deal with the possibilities of carrying out business as a sole trader and the possibilities of establishing various kinds of companies, that may be established according to Czech and Austrian law. The whole work is mainly focused on legal entities. Private bodies are just mentioned in the first two chapters. The following chapters are concerned with the mostly used forms of companies (legal entities) with regard to the rights and duties of the founders and partners participating in a company. Each part is separately concerned with founding or establishing companies and with the rights of the founders respectively of the owners of each legal form of companies. In particular cases, where the companies have to establish bodies, e. g. the board of directors, the tasks and rights of these bodies are mentioned. Last but not least the practice use of the different legal forms of companies is compared. Enclosures shall depict the great variety of possibilities of carrying out business or establishing companies according to Austrian law and show the main differences between the legal entities.

Empirical Essays on Austrian Housing Policy Evaluation

This dissertation focuses on Austrian housing policy measures and regional housing markets. It places the Austrian situation into a European context and evaluates singular housing policy measures in detail. The evaluation includes aspects of effectiveness, equity, costs, and efficiency. This contribution brings together three empirical essays, each of which has a different focus and addresses particular elements of housing policy. All three papers use empirical methods, but with adjusted approaches according to their underlining research questions: from state finance comparisons, to subsidy calculations for specific households, to hedonic apartment price index construction. Quantitative methods, mainly based on administrative and survey data, are accompanied by qualitative research in the form of expert interviews. Across the three papers, the level of analysis differs and increases in focus: from the level of nation states, to the nine Austrian regions, to the 117 (as of 2015) administrative districts into which the Austrian territory is divided. The first two papers focus on state housing policy measures and evaluate them in an international comparative framework. Both follow different levels of aggregation. The first one takes a very broad view and quantifies the sum of expenses on various state housing policy measures in six EU countries at the level of nation states (Austria, Czech Republic, Great Britain, France, The Netherlands, and Spain). It investigates the structure of state support for the housing sector and establishes numeric estimates of its components (supply-side subsidies, housing benefits, tax advantages and concessions). The second paper focuses on a particular housing policy instrument in Austria: means-tested, income-dependent housing benefits. It analyses the nine regional housing benefit schemes in the context of minimum income schemes. The paper applies a comprehensive residual income approach to housing affordability and identifies market segments and household types where affordability is at risk, in spite of existing benefit schemes. The third paper calculates regional price indexes for second-hand apartments in Austria at the level of administrative districts. It is based on state-of-the-art hedonic methods of house price index construction that control for the varying distribution of apartment characteristics and locations over time. The resulting indexes are an important improvement over indexes based on average prices. All three papers address specific elements of Austrian housing policy and identify areas for policy improvements and necessary future research activity.

The introductory part of this thesis focuses on the detailed characteristics of the Danube region, on the Danube itself as well as on the ongoing international cooperation of involved Danubian countries. Next section contains a comprehensive analysis of the cargo inland waterway transport on the Danube in Austria with respect to historical development, present state of commodity transportation as well as with respect to facilities and performance of Austrian ports and accessibility of the Danube for cargo river ships during the year. The final part of this thesis deals with current problems of cargo river carriers on the Austrian part of the Danube and there are possible solutions to these problems as well. Attention is also paid to the importance of cargo inland waterway transport for the whole country.

The aim of the thesis is to provide an analysis of Czech and Austrian concept of pro-export policy and pointing out common but also individual characteristics. The fundamental method of work is analytical and comparative method, involving the processing of domestic and foreign sources. The essence of this paper is a critical evaluation of both systems and outlining possible scenarios of further development of Czech pro-export policy. Crucial to this topic is getting familiar with basic concepts of trade promotion, or supranational regulatory framework, which describes the thesis in the initial section. Throughout the text is further discussed the importance of exports for each country, the formation of pro-export policies and institutional support for exports. The end of the thesis is devoted to the comparison of pro-export policies of the countries concerned, the paper also deals with comparison of institutional bases and the goals and priorities of both systems of supporting exports. The output of the thesis is to evaluate the pro-export policies of the Czech Republic and Austria and suggestion of improvements of the support for Czech exports.

Komparativní analýza trendů meziregionální migrace obyvatel v České republice a v Rakousku v letech 1992-2010 / Comparative analysis of interregional migration trends in the Czech Republic and Austria in the period 1992-2010

Internal migration is one of the possible ways to reduce unemployment within the country. The aim of this paper is to compare the volume of internal migration between NUTS II regions in the Czech Republic and Austria and to try to identify factors that act to the migration flows. The results show that Austria is characterized by increased internal migration, international migration, as well as commuting to work in another region. Since the Czech Republic all these indicators lagging behind, it is necessary to determine whether the internal migration of both states is influenced by the same factors. Specifically, the paper examined the relationship of interregional migration and the average disposable income, unemployment rate, number of vacancies, the size and distance of regions, using the method of multiple linear regression analysis. While in the Czech Republic the internal migration is motivated by economic factors, in Austria, the relationship of migration and selected variables was not confirmed. The paper finds that residents of Austria are more active in terms of migration, but this move has obviously other than economic incentives.
