Evaluation of organizational self-assessment tools and methodologies to measure continuous process improvement for the Naval Aviation Enterprise

The Naval Aviation Enterprise (NAE) has created a program called AIRSpeed to deliver the efficiency gains of continuous process improvement (CPI). NAE leadership seeks a self-assessment tool to measure how well AIRSpeed has been implemented, including possible areas for improvement. This thesis studies the origins of continuous process improvement, the value of assessment, and current assessment methodologies. Key concepts are cited for the use of organizational assessment tools. The objectives are an enhanced body of knowledge for enterprise assessment, to provide a comparison of several approaches, and to recommend a tool for NAE AIRSpeed. The tools to be considered are the Department of Defense CPI Transformation Guidebook (DoD CPITG), the Navy's Performance Excellence Guidebook (NPEG), the Lean Aerospace Initiative (LAI) Government Lean Enterprise Self-Assessment Tool (GLESAT), and the NAVAIR Alignment Assessment Tool (NAAT). Research revealed that three of the four tools (DoD CPITG, NPEG, and GLESAT) could efficiently measure AIRSpeed maturity, and recommendations were made that a performance management framework be established by the NAE prior to implementation of any formal assessment process. The maturity level of NAE AIRSpeed could be baselined using the LAI tool in those areas where lean principles have been implemented over a period of years.

Estimating the ROI on an ERP for Naval aviation operations using market comparables

U.S. Navy aviation squadrons conduct a variety of flight operations in peace and wartime environments. At the heart of these operations is the flight scheduling that occurs to command and control the squadron's assets to ensure the actors and processes carry out the squadron's operations seamlessly and meet the squadron's mission requirements. This research and case study demonstrates how the Knowledge Value Added Methodology (KVA) and Business Process Reengineering (BPR) can be applied to these processes to analyze the performance and effectiveness of a Navy squadron's operations and maintenance departments. By analyzing the outputs of the sub processes involved at the squadron level in common units of change, a price per unit of output can be generated to allocate both cost and revenue at the sub process level. With this level of financial detail, a return on investment (ROI) analysis can be conducted for each process and the changes that occur to the processes when reengineering. A determination can then be made as to what level of reengineering if any should occur to the system to maximize ROI and what types of reengineering such as reducing costs, increasing value or implementing IT resources into the processes.

Design and development of jet engine testing training simulator

Training simulators are used in a variety of industries that require the skill of handling complex or sophisticated technologies and having knowledge of advanced controls. Training simulators have a long history; a number of studies have already been done to make the training simulators more flexible. Jet engine testing operators have to follow a proper methodology to carry out the procedures of safe engine testing. While performing the tests, the operators have to deal with various emergency conditions and should have proper information on how to deal with those situations. This thesis presents the design and development of a training simulator for aviation engine testing operators. Engine simulation software, GasTurb, is used to develop the jet engine model files and to get the output variables from the simulator. These model files are made accessible in Simulink (MATLAB) with the help of second order S-function. The S-function accesses the Dynamic Link Library (DLL) of GasTurb, to read the model files and to provide real time output on the basis of inputs from external hardware. The user interface to display these output values is developed in Unity game engine. Five different emergency scenarios have been designed and evaluated using the developed simulator. Related variables for these emergency scenarios are plotted to compare the reaction of the operators. The feedback is also taken from the operators regarding the effectiveness of training simulator. The result shows that training simulator would promote and develop their understanding of process. It would help to enhance the ability of operator to identify parameters causing the emergency scenarios and enable them to overcome such situations. / October 2016

All these years, safety is the most important element of military and civil aviation transports and ¡§Zero Mishap¡¨ is the goal for military and civil aviation industries trying to achieve. However, Taiwan military and civil aviation safety was not satisfactory in the past decade: Taiwan¡¦s civil aviation mishap rate is 3 to 4 times of world average rate and more than 70% mishaps are caused by so-called ¡§Human Factors¡¨, especially by ¡§Pilot Errors¡¨. Fatal accidents always come with Human Errors; therefore, Human Errors Reviews are very important for promoting aviation safety. The Crew Resource Management (CRM) is the non-technical method to eliminate Human Errors and promote aviation safety used by world¡¦s aviation industries. And it has been proven to be the best way for eliminating Human Errors and promoting Aviation Safety. People pay much attention to the concept of CRM because its close link with aviation safety. In this research, the concept of CRM used in civil aviation industry was applied on naval aviation. The key factors influencing the CRM were discovered by the expert questionnaire and verbal evaluations, and then the CRM Checklist was formatted. The CRM Checklist can be used in aviation operations and will be helpful for Human Error Elimination and Aviation Safety Promotion. This research is able to sort Pilot¡¦s CRM risk aspects and factors determined by Verbal Evaluation Aggregation Function. And it proves that Pilot¡¦s CRM risk factors Model is feasible and extensible. The top risk factors in all aspects of CRM surveys, determined by Verbal Evaluation Aggregation Function, are Abnormal/ Emergency Procedure Proficiency (Situation Awareness Aspect), Communication in Emergency Situation (Communication Skills Aspect), Decisive Action Taking in Necessary Condition (Team Work Aspect), Mission Assigning in Contingency (Mission Assigning Aspect), and Safe Operation Containing (Decision Making Aspect).
