Government e-services delivery requires citizens awareness : the case of Brunei Darussalam

This study examines citizens awareness and usage of government e-services. Governments use Web-based Internet applications to enhance their citizens access to government services. However, in a case study in Brunei Darussalam, it was found that the government s initiative in providing e-services in last few years has not been as successful as it could have been as the services have not been citizen-centric. This was due to the availability of e-services being unknown amongst the citizens and that a silo-based approach existed for each government ministry. One notable finding was that although the ICT literacy of Brunei citizens has rapidly improved, this has not been reflected in the citizens interaction with government. There are several challenges for citizens awareness and use of government e-services that occur on e-government initiatives. Failure in managing such problems, results in a high probability of these services becoming a white elephant , with inefficiency, wastefulness and cost overruns on e-government projects. E-government management agencies still do not have an organized citizens awareness strategy approach to managing knowledge in e-government initiatives. The proposed Government e Services Citizens Awareness Strategy (GeS-CAS) framework, incorporating communication, management and education strategies, can effectively be used to enable e-government agencies to deal with e-government projects problems and risks in an organised and efficient way. It is concluded that e-government initiatives management can be improved if the knowledge dimensions of the problems are well understood and are conveyed to the right people, at the right time and the right place, and are appropriately managed. This research has developed an integrated citizens awareness strategy Knowledge Management framework that provides a structured approach to achieving this which is easy to understand and put in to practice by e-government agencies, and can be used to solve citizen awareness problems, explore opportunities and make decisions.

Health care systems in Saudi Arabia and elsewhere play a significant role in the lives of individuals as well as society at large. Although healthcare aims at enhancing the quality of life it can sometimes happen that treatment itself can lead to a diminution of the quality of life due to unexpected adverse effects. These problems may cause therapeutic failures or even drug-related morbidity and mortality. Consequently there is a need to have in place a system, conventionally known as Pharmacovigilance. The aims of Pharmacovigilance are to identify, quantify and continuously monitor all drug use through a system which would enable all health care professionals such as physicians, pharmacists, dentists and nurses to contribute. This thesis investigated the present knowledge of and use of, the Pharmacovigilance system in Makkah, in the Kingdom of Saudi Arabia. A mixed method yielded data that provided depth and breadth to the findings of this study. A questionnaire was designed for 170 community pharmacists and 310 respondents drawn from different medical roles across the seven hospitals in Makkah yielded some useful results. Resistance to change was identified in some groups but it was of interest to discover that 72% of respondents who admitted that their knowledge was insufficient were, nevertheless, agreed about its importance. Key issues from the analysis of the questionnaire were used to design the second phase of the sequential mixed method which involved semi structured interviews with seven senior pharmacists, one from each of the seven hospitals. Analysis yielded three overarching categories: Technology, Internalisation and Motivation. A follow up feedback survey at the end of a lecture, of a group of pharmacy students enhanced the overall findings of the study and revealed a very high degree of interest and acceptance of Pharmacovigilance reporting systems and an expressed desire for its inclusion as a subject in its own right in their training programme. Conflicting epistemological positions inherent in a mixed method are candidly admitted and no attempt is made to circumvent this difficulty. Rather, the enhanced nature of the findings is highlighted despite the opposing knowledge claims of both approaches. A key finding was that 59% of the respondents were unaware of the Saudi National Pharmacovigilance centre (NPC) and reporting arrangements. The problems of lack of internet access and of suitable reporting forms were important contributory reasons for the under-usage of the system. There is a need to raise awareness of all pharmacists of the importance of the knowledge and practice of Pharmacovigilance. Technological solutions should be implemented to facilitate reporting at all levels. Continuing professional development should include Pharmacovigilance. Resistance to change can be addressed by identifying the motivational factors that can lead to a more wholehearted acceptance of the importance of Pharmacovigilance for patient care and well-being. Indeed, these could well be the focus of future studies.

Students’ Exposure to Political News on the Internet and Political Awareness: A Comparison between Germany and Egypt

The recent political events in Egypt, Libya, Yemen, and Tunisia (2011) have confirmed the key role of social networks (SNSs), as well as online political news in supporting citizens with their self-determination. Furthermore, “changes in the media landscape present new challenges for scholars interested in the relationship between the media and civil society. Additionally, the explosion of the Internet that started in advanced democracies and has spread through much of the globe provides new and unexplored pathways for communication. Moreover, the inclusion of the Internet in the media environment raises new questions for citizens, politicians, researchers, journalists, and government” (Oates, Owen & Gibson, 2006, p. 1). This study looks at the relationships between young people’s exposure to political news on the Internet and their political awareness. It develops and applies an index for political participation composed of several variables measuring political interest, discussion, knowledge, and participation. The survey among students in both countries was administered in Arabic and German, while the master questionnaire was developed in English. The survey was conducted between April and June 2010 in Egypt at Minia University and in Germany at Technical university of Dresden. The sample size was 1000 (500 in each country) students from several departments representing different academic fields: three departments of Engineering, three departments of Humanities and Social Science, and finally three departments of Natural Science. The study’s main research question was: “What is the impact of students’ exposure to political news on the Internet on their political awareness and civic activities?” The researcher started from the hypothesis that heavy use of political news on the Internet is positively related to political awareness. A further research question aimed at gauging the role of intervening variables such as gender and field of study for the relationship between the use of political news on the Internet and the level of political awareness. Results show that there is a positive relationship between using political online news and political awareness.
