Avaliação da aplicação de condutas de biossegurança na prática clínica odontológica pública e privada da cidade de Porto Velho - RO / Evaluation of the implementation of biosafety ducts in clinical dental public and private city of Porto Velho - RO

Objetivo: O controle de infecções no ambiente odontológico é primordial, visto a necessidade do controle de infecção cruzada e a atenção às normas de biossegurança. Este estudo avaliou o grau de aplicabilidade referente às normas e utilização de equipamentos de biossegurança dos CDs e equipe auxiliar atuantes no Centro Especializado de Odontologia das unidades básicas de saúde e em consultórios particulares da cidade de Porto Velho, RO. Método: Os dados foram coletados através de aplicação de questionário semi-estruturado aberto e fechados, confeccionado a partir de um apanhado de questões oriundas de outros estudos já realizados. Resultados: Foram encontradas lacunas na aplicabilidade dos procedimentos referentes à biossegurança em vários aspectos, desde utilização de máscara e jaleco, até procedimentos de esterilização de brocas, porém sem diferença entre os profissionais de clínica particular e pública. Conclusão: Faz-se necessária a contínua divulgação e implementação das normas de biossegurança, e é somente dessa forma e com a efetiva participação de todos os profissionais da odontologia através da conscientização da real situação no que tange à doenças infectocontagiosas, que conseguirá o controle da infecção cruzada. / Objective: The infection control in dental environment is important, given the need for control of cross infection and attention to standards of biosecurity. The purpose of this study assessed the applicability regarding standards and use of equipment biosecurity CDs and ASBs working in the Specialized Center of Dentistry of basic health units and private clinics in the city of Porto Velho, RO. Method: Data were collected through a questionnaire semi-structured open and closed, made from a question of issues from previous studies. Results: There were gaps in the applicability of the procedures related to biosecurity in several aspects from the use of mask and gown, to sterilization procedures of drills, but no difference between professionals and private clinic public. Conclusion: It is necessary to continuous disclosure and implementation of biosafety standards, and it is only in this way and with the effective participation of all dental professionals by raising awareness of the real situation in regard to infectious diseases, which will get control of cross-infection.

A Study on the Factors Contributing to the Formation of Coalitions in International Multilateral Environmental Negotiations

During negotiating process of drawing up global environmental conventions or protocols, negotiating parties to form different negotiation coalitions can be observed. However, few existing academic literature or studies have taken a systematic approach to explore the elements that contribute to the formation of these coalitions and to the changes of coalitions in the middle stage of negotiating process. Through examining the negotiating process of several selected conferences for the establishment of global environmental treaties which are representative in nature and from different international environmental domains, this study is to find the core elements and sub-elements which contribute to the formation of negotiation coalitions. This study shows that the composition of negotiation coalitions is dynamic. The timing of reorganizing the negotiating coalitions falls on the stage in which negotiation proceeds from principle issues to substantive ones. In other words, when the issues under negotiation begin to involve legally binding substantive commitments to State parties, the reorganization of negotiation coalitions emerges. Furthermore, this study also finds that common elements do exist in the formation of negotiation coalitions. The core elements are ¡§the source of threat¡¨ and ¡§enhanceing the influence of a State¡¨; they are not affected by the change of negotiating issues. The other two sub-elements are: ¡§the same experience of participating in the same international organizations¡¨, the factor for forming negotiation coalitions during the stage of negotiation on principle issues, and ¡§domestic economic structure¡¨ during the stage of substantive issues negotiation for the formation of negotiation coalitions.
