Toward welfare pluralism : policy and practice of the Islamic welfare effort in Indonesia

This study reviews the policy and practice of Islamic social welfare efforts in Indonesia. Findings from this study suggest that Indonesian Islamic welfare policies are ambivalent. The ambivalent character is due, in part, to the need of the government to maintain the status of Indonesia as a secular state, while at the same time, to accommodate Muslim aspirations to practice Islamic social welfare. Some Islamic welfare organizations have succeeded in combining Islamic social welfare programs with a modern social development perspective that is relevant to large national development programs. Dompet Dhuafa Republika's (DD) experience of collecting Islamic welfare funds and developing social welfare programs reveals significant potentials of Islamic welfare efforts to contribute to statutory social welfare services. These findings have shown that there is a promising prospect for Indonesia to further augment a pluralistic social welfare system.

Thomas Chalmers' poor relief theories and their implementation in the early nineteenth century

There are three main themes in this thesis. Firstly, an analysis of the development of Thomas Chalmers' poor relief theories. Secondly, an evaluation of their impact on his contemporaries at home and abroad. Lastly, the establishment of their degree of success when put into practice in the early nineteenth century. Chalmers' ideas on poverty and pauperism are usually presented as having been formed relatively early on in his life and remaining fairly static throughout. Using the surviving correspondence, Chalmers' diaries and writings, this thesis traces the origin of his poor relief ideas in Enlightmement concepts and demonstrates the impact of the various stages of Chalmers' career upon them. In particular, Chalmers' conversion to evangelical Christianity, his experiences as a minister in a large parish in industrialising Glasgow, his life as a professor in St. Andrews and Edinburgh, and his involvement in the Disruption of the Church of Scotland are all considered as regards their contribution to his poor relief solution. At the same time, the popularity of his poor relief ideas among many of his contemporaries is explored and explained as the product in some cases of similar educational background, common social problems facing many industrialising areas in the period, and Chalmers' influence as a teacher and writer. The major practical experiment in poor relief and pastoral care embarked upon by Chalmers in St. John's parish in Glasgow is described at some length. The surviving evidence among the parish papers and correspondence concerning the work of the agency of deacons, elders and teachers is examined. The emerging picture is of a parish that for a time had dedicated pas tors and lay helpers working to improve its moral, spiritual and material welfare, but which was successful only in terms of its educational facilities. For the first time it is proven that the poor relief side of the St. John's experiment was a failure, both financially and practically. The other attempts and their failure to implement Chalmers' poor relief theories in the nineteenth century are also considered, using the surviving kirk session records, parish histories and correspondence. In conclusion, Chalmers is shown by the end of his life to have concentrated more on evangelisation than political economy, the conversion and education of the people as opposed to their immediate material improvement.

The role of annual reports in a system of accountability for public fundraising charities

Charities are important in modern Australian society because they provide a substantial proportion of the health, community welfare, education and religious services available in the community (Australian Bureau of Statistics 2002). Yet despite their social and economic importance, charities are often characterised in the media as being less accountable than either for-profit entities or government sector organisations. Annual reports are widely regarded as an important means of acquitting accountability in the corporate and government sectors and may be one of the means by which charities can improve stakeholders' perceptions of their accountability. Yet little is known of the annual reporting behaviours of charities or whether annual reports have the potential for improving perceptions of accountability among their stakeholders and the wider community. This research focuses on a class of charities termed &quotpublic fundraising charities" (those that raise funds from the public rather than just their members), and the role that annual reports play in acquitting accountability and improving perceptions. The research uses a new combination of theories that have previously been used separately to explain accountability and annual reports in other sectors, and using the insights from these theories, examines the role of annual reports in a population of public fundraising charities in Queensland. The major findings of this research are that annual reports have both functional and symbolic roles in the system of accountability of public fundraising charities. Functionally, annual reports are a useful and generally valued means by which public fundraising charities communicate a wide range of types of information about their activities and their performance to interested parties. Symbolically, annual reports also serve as an important signal of assurance to those who receive them. For those who prepare them, annual reports serve as useful signals of managerial and governance competence to those whose opinion is salient to preparers. Annual reports also have a role in the system of accountability for the maintenance of the mission of these organisations, in ways that statutory reports and returns do not. This research makes three original contributions to the literature. First, it provides for the first time a detailed analysis of the role of annual reports in a system of accountability for public fundraising charities in Australia. Second, a new theoretical lens is proposed and tested for its descriptive and explanatory power in the examination the accountability of nonprofit organisations. Third, it makes an original contribution to accountability theory by identifying the importance of the annual report as a quality signaling device. The results of this research will be of use to public fundraising charities, regulators and policy makers, as they respond to the calls for charities to demonstrate that they are accountable.
