In this perspective, we aim to demonstrate that the notion of development claims, to its understanding, an analitic and integrating approach which allows the construction of sights on different actors, in different scales they act on. Considered this challenges, we aim the construction of a referential mark , established on Bebbington, who integrates the conceptions of capabilities, title deeds, resources, relational spheres. This referential mark is complemented by Sen s conception of development as liberty, and by Cohen and Arato, who discusses, from Habermas, the relationship between civilian society and social movements from the political theory scope. The study begins from construction of the conceptual mark, describes the historic background of the national coutrymen class, appointing a link with ocupation process in that region. It indicates the specificity of this process, marked by the construction of an important lot of strategies for joint stock valorization. It also describes the further period, marked by landing conflicts and by expansion of the agricultural frontier toward to Amaz?nia, and by construction of coutrymen resistance. Following, it describes the institutionalisation of civilian society sphere and the construction of negotiation strategies with State and the access to public policies. / Este estudo realizado na regi?o do Bico do Papagaio, extremo norte do estado do Tocantins, busca abordar o desenvolvimento regional a partir de um marco conceitual em que se estabele?am pontes entre os processos de surgimento e fortalecimento da sociedade civil, enfatizando-se o seu campo popular rural e o pr?prio desenvolvimento. Nesta perspectiva, pretendemos demonstrar que a no??o de desenvolvimento exige, para a sua compreens?o, um enfoque anal?tico integrador que permita a constru??o de olhares sobre os diferentes atores, nas diferentes escalas em que atuam. Considerando estes desafios, buscamos a constru??o de um marco referencial, baseado em Bebbington, que integre as no??es de capacidades, titularidades, capitais e esferas relacionais e seja complementado por: a) Sen e sua no??o de desenvolvimento como liberdade; e b) Cohen e Arato, que a partir de Habermas, discutem as rela??es entre sociedade civil e movimentos sociais partindo do enfoque da teoria pol?tica. O estudo inicia com a constru??o do marco conceitual, descreve os antecedentes hist?ricos da forma??o do campesinato nacional estabelecendo uma ponte com o processo de ocupa??o da regi?o. Aponta as especificidades deste processo marcado pela constru??o de um relevante acervo de estrat?gias de valoriza??o de capital social. Descreve o per?odo seguinte, marcado pelos conflitos fundi?rios e expans?o da fronteira agr?cola em dire??o ? Amaz?nia e pela constru??o da resist?ncia camponesa . Por fim, descreve o per?odo de institucionaliza??o da esfera da sociedade civil e a constru??o de estrat?gias de negocia??o com o Estado e da constru??o do acesso ?s pol?ticas p?blicas a partir do estudo de caso da regi?o em quest?o.
