An exploration of organizational behavior that affects California community colleges’ ability to remove sanctions and have accreditation reaffirmed

Accreditation is a federally recognized review process of quality assurance in higher education and is intended to engage institutions in continuous efforts to improve quality. If a college does not receive a positive evaluation as a result of an accreditation review, its regional accrediting agency may impose a sanction until that time when the college can fix deficiencies identified during the evaluation process. In California, the number of public community colleges having a sanction imposed by the western region’s Accrediting Commission of Community and Junior Colleges (ACCJC) has increased since the turn of the century, rising from one college on sanction in 2003 to as many as 27 colleges on sanction in 2012. From 2008 through 2013, 70 of California’s 112 community colleges had experienced a sanction. Of those, 49 made recommended improvements and had their accreditation reaffirmed within two years. However, some colleges take longer to make improvements and to have the sanction lifted. Focusing on colleges that successfully removed a sanction, this study employed a qualitative research approach using multiple methods: a survey questionnaire and a multiple case study of two colleges. Accreditation Liaison Officers from eight colleges responded to the survey. Two colleges participated in the multiple case study in which administrators, managers, faculty, and classified staff were interviewed. Survey and interview participants were asked what they believed were the organizational behaviors and characteristics that contributed to their successful removal of the sanction. Findings indicate that successful colleges did not delay responding to the sanction; they organized human resources into work groups to accomplish tasks; they mapped out plans and created timelines for completion; they increased communication efforts across campus; they involved many persons from their multiple constituent groups; and they documented all work and accomplishments. Findings also indicate that leaders at successful colleges are effective communicators and organizers; value the accreditation process; exhibit trust, respect, and openness, and work collaboratively and collegially. The findings in this study may provide helpful information to sanctioned colleges in the future. / text

Effect of the New Criteria for Accreditation on Reaffirmation of Accreditation in the South

This study was concerned with characteristics of the process of reaffirmation of accreditation in the Southern region among institutions that completed reaffirmation under the revised _Criteria for Accreditation_ and those that completed reaffirmation under the former _Standards of the College Delegate Assembly._ The institutions that had completed reaffirmation under the new _Criteria_ were identified. A matching group of equivalent institutions which had last completed reaffirmation under the _Standards_ was created. Each group contained 66 institutions. Data were collected using the records of the Commission on Colleges of the Southern Association of Colleges and Schools. Four areas were identified in which the implementation of the _Criteria_ might affect the process of reaffirmation of accreditation: (a) institutional organization for the self-study, (b) visiting committee composition, (c) number of recommendations by visiting committees, and (d) substance of recommendations by visiting committees. A series of nine hypotheses were tested to assess these effects. The process of reaffirmation of accreditation does not appear to have been substantially affected by the implementation of the new _Criteria for Accreditation._ Institutional organization for the self-study appears unaffected by the implementation of the Criteria for most institutions. There appears, however, to be evidence that the _Criteria_ have effected change for a minority of institutions. The implementation of the _Criteria for Accreditation_ does not appear to have influenced either the size or the composition of visiting committees of peers. The implementation of the _Criteria for Accreditation_ has not increased the average number of recommendations by visiting committees of peers, but there appears to be evidence that it has created a minimum core of recommendations common to many institutions. The addition of the criterion on institutional effectiveness apparently has created a new and proportionately overrepresented focus for visiting committee recommendations.

The Christian ministry : case studies of preachers of the Churches of Christ in Bicol, Philippines

This thesis examines the challenges faced by the ministers of religion in Churches of Christ (Restoration Movement) in Bicol, Philippines. The goal is to do theology from below, not from above, as pastoral ministry must come from the experience of those who practice it, not from textbooks. The pastoral perspectives of the dilemmas that the ministers raise are heard, observed, documented, and then reflected upon. To do this, case studies of four preachers are used and the mga problema that they present are explored with them. As a result, first, I introduce some of those challenges which are perplexing on the ground level and which appear to be under-researched in serious theological circles, especially in an Asian context. Second, I hope that these case studies can be used to stimulate reflection in ministerial and spiritual formation. Third, I document some of the theology and methodology of the Churches of Christ, particularly as practiced in the Philippines. Chapter 1 explores the dichotomy between the perceived satisfaction in the pastoral ministry with the crisis of role and identity. In particular, issues such as forced exits and stress are presented while baptism and preaching are scrutinized. Chapter 2 centres on the conundrums experienced in planting a new church and being the lone planter. Chapter 3 examines three challenges–the task of ministering in a home congregation, the issue of accreditation in ministerial training, and how the minister can be a success and grow the church. Never far from the thoughts and actions of any of the Bicolano ministers is the problema of poverty, so Chapter 4 considers some of the Filipino, personal, and spiritual complexities of poverty, delineates a number of factors that need to be taken into consideration in any effort to overcome this malady and concludes with a particular reference to ministry.
