Wargaming and simulation as tools for CONOPS development

Approved for public release; distribution is unlimited / The purpose of this thesis is to use wargaming and simulation to gain insight into the effective employment of a new Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) system, the Adaptive Joint C4ISR Node (AJCN). The AJCN provides the supported commander with several capabilities, to include: range extension, waveform bridging, signal intelligence, electronic warfare, and information operations. Two methods are used to gain insight to the support generation of the concept of operations for the AJCN's employment. The first method is wargaming. The wargaming method utilized a class of NPS students and the JCATS combat simulation model. The wargaming generated insights concerning the AJCN's employment. The second method is the use of a constructive simulation model, POA 2. Insights gained from the two methods include: the need for commanders to differentiate the AJCN and its supporting platform; the need for effective information processing techniques; the importance of maintaining at least two-tiers of AJCN coverage to enhance situational awareness of the supported units. / Major, United States Army / Captain, United States Army

Approved for public release; distribution is unlimited / Free Space Optics (FSO) technology is an alternative broadband technology, which provides fast, secure and reliable data transmission. The FSO systems are being used for commercial systems between fixed sites and are being considered for military systems because of their inherent benefits, which are security and high data rates. In military communications security is the first priority. The small divergence of the laser beam makes FSO systems more secure than the existing radio frequency (RF) based wireless systems, because it is highly difficult to detect and intercept a laser beam due to the nature of the laser and the small divergence angle of the transmitter. However, FSO implementation on mobile platforms such as ships is still challenging. This thesis analyzes the feasibility of deploying FSO system on navy surface ships. It discusses the FSO technology and the latest studies in maritime optical communication links. In addition, the benefits and challenges of FSO technology specific to this study are studied. The final section discusses the required systems to improve the performance of FSO systems on ships. The thesis concludes that FSO technology, while not ready for deployment, looks very promising for the near future. / Lieutenant Junior Grade, Turkish Navy

Joint fires network ISR interoperability requirements within a joint force architecture

Approved for public release; distribution is unlimited. / The Navy is aggressively pursuing a capability for Fleet units to combine intelligence information into one common picture to allow for rapid correlation of multiple pieces of intelligence. This capability would contribute significantly to reducing the "sensor-to-shooter" timeline and significantly increase the likelihood of correctly classifying and striking a contact of interest. This capability comes in the form of a program called Joint Fires Network (JFN) and the concept was forged through several Fleet Battle Experiments (FBEs) as well as lessons learned from the Persian Gulf War. The objective of this thesis is to examine JFN within the Department of Defense's ISR architecture of the future. It will look at what is envisioned for the future of DoD's ISR systems and how well JFN will function as both a customer and provider of ISR information within a Joint Force architecture. This thesis uses the ISR Integrated Capstone Strategic Plan (ISR-ICSP) developed by the Assistant Secretary of Defense for Command, Control, Communications and Intelligence (C3I) as the foundation for what DoD's ISR architecture of the future will look like. This thesis looks at the Operational and System Level Architectures spelled out in this document and examines the Navy's stated requirements and existing programs which comprise JFN.
