War in Shangri-La the information dimension of Nepal's Maoist insurgency & counterinsurgency

This analysis examines the information dimension of the ongoing Maoist insurgency and counterinsurgency in Nepal. The paper follows two lines of research: first, it presents an analytic framework that properly conceives the challenge of counterinsurgency and calibrates government actions through the use of information systems and operations; then, it applies this framework to the contemporary crisis in Nepal to postulate effective counterinsurgency strategies for the Nepalese government and its supporters. The paper analyzes the environment, structure, and dynamics of the insurgent and counterinsurgent systems in Nepal to determine the extent to which information is or could be employed in the fight. Based on the conditions identified in the research, the paper proposes information-based strategies and tactics that favorably affect conflict dynamics on behalf of the Nepalese government. Finally, the paper offers constructive and appropriate ways for the United States to support Nepalese information operations efforts in the counterinsurgency. This research focuses primarily on the use of information in insurgencies, but it also realizes that information strategies must be balanced and blended with other important dimensions of insurgent conflict. Thus, the insights gained here are intended to support further analysis of the larger set of dynamics that shape the conflict in Nepal.

The United States and other nations of the free world are presently engaged in a life and death struggle. This conflict is between democracy and Communism--freedom versus slavery. In the classical definition of war, opponents and battlefields were readily defined, but in this "Cold War" conventional arms are only a part of the over-all battle plan. The persistent effort of the Communists to infiltrate and dominate the American labor movement is one of these battlefields. Domination and control of labor unions has been a primary goal of the Communist Party in the United States. In recent years, the power of organized labor has demonstrated its strength throughout our national economy. Labor organizations have the power to create, in this country, a state of national emergency. The problem is how this power can be controlled and protected for the American worker.

Black Activism in the Red Party: Black Politics and the Cuban Communist Party, 1925-1962

acase@tulane.edu / In 1933, the Cuban Communist Party experienced a change in leadership from the white poet and lawyer Rubén Martínez Villena to a black former shoe repairman from Manzanillo, Blas Roca. This shift marked the beginning of a new era in Cuban politics. This thesis argues that the Communist Party was an unparalleled space for black political activism in Cuba’s late republic period due to the unique convergence of black actors within its ranks. The Party reflected a singular intersection of labor leaders, members of black fraternal organizations, and black intelligencia. This group of black political actors fought for an end to racial discrimination throughout the history of the Party and successfully reintroduced a public engagement with race in Cuban political rhetoric during the 1940 Constitutional Assembly. Unlike other contemporary political parties, the Communist Party created a space for simultaneous expressions of blackness and Cubanness that drew black Cubans into its ranks. The Party’s decades long struggle for anti-discrimination legislation ultimately failed, but their prolonged struggle for greater equity on the island disrupted domestic politics and distinguished the Cuban Party from other contemporary Communist parties. / 1 / Kaitlyn D Henderson
