With the rapid growth of population in Hong Kong, the government has been formulating different policies including housing, social and transport services to cope with the situation. Undoubtedly one of the major concerns arising from increase of population is road traffic congestion problem. If no appropriate measures are to be taken, the effect would be very detrimental, which not only affect the general public living but also the whole economy of Hong Kong. As such, the congestion problem has been seriously addressed by the government since the early era with numbers of traffic-related policies formulated which aims at alleviating the congestion problem in the whole territory in Hong Kong. Over the past decades, transport services have been expanded in many aspects so as to cope with the ever-increasing population demand as well as to relieve the congested situation. Relieving traffic congestion measures has always been a heated topic in the policy agenda in the government, as well as within the society. Over the past years, the HKSAR had been drawing a number of traffic-related policies to solve the congested problem especially at those black spots. Also while working closely with different public transport stakeholders, more diversified regulations or traffic management measures have also been launched. In this dissertation, the traffic congestion problem and the traffic congestion management measures are the main subjects for discussion. On examining the effectiveness of the policies concerned, a Tool-kit approach will be adopted. Each policy will be addressed under the five policy tools which are used as the basics for reviewing the traffic policies and traffic management measures formulated by the government from the previous decades till the current stage. The 5 chosen Policy Tools are Direct Government; Economic and Social Regulation; Corrective Taxes; Contracting; and Information. The effectiveness of those measures will be further evaluated based on the five criteria: Effectiveness; Efficiency; Equity; Manageability; and Political Legitimacy. Over the past decades, transport services have been expanded in many aspects so as to cope with the ever-increasing population demand as well as to relieve the congested situation. The measures appear to be effective, but there seems to be room for further improvement. Apart from the relieving measures to be discussed, there are still numbers of alternative proposals that can help to alleviate the congestion problem in Hong Kong. One is the adoption of the Electronic Road Pricing System and the other alternatives include better utilization of the RHCs and control the numbers of vehicles on roads. While most of the relieving measures carried out in the past are considered to be effective, that would not be enough as in view of the increasing population, It’s time for the government to take into account other alternatives that are considered to be effective options in solving the congestion problem. While adopting or implementing any of the proposed option requires considerable preparation works and timing, the government should take an active and swift approach without delay. / published_or_final_version / Politics and Public Administration / Master / Master of Public Administration

Network design problems usually include the selection of nodes and arcs from lists of potential sets to accomplish certain desirable properties. Foremost is often the capability to accommodate the flow demands at a reasonable cost. In many applications it is also imperative to have built-in reliability or survivability of the network. Delays of traffic are undesirable since it affects Quality of Service (QoS) to clients of the network. It is seldom possible to start a design for a new network and have the luxury of designing topology as well as the optimal flow(routing). In this dissertation we consider the construction of a network optimization system. This system may be used in the planning of network mesh topologies and link capacities to avoid costly designs and congestion or to give advice on congestion relief in existing networks. This is done by selecting parts of a network that may be prone to congestion and model this part by using mixed integer programming techniques. These models are then solved by using a software product called CPLEX and various facilities are built into the decision support system to allow the decision maker to experiment with some topological and flow requirement changes. / Thesis (M.Sc. One of the important components of Intelligent Transport Systems (ITS) are the Advanced Traveller Information Systems (ATIS) that provide traffic information to manage traffic flow on existing road networks more efficiently. / Variable Messages Signs (VMS) are one of the key instruments of ATIS for providing en-route traveller information. These signs offer significant potential to resolve urban traffic management issues, such as reducing congestion and increasing network efficiency. The system also delivers considerable personal benefits by assisting drivers to make route choice decisions. / Much research has validated the effectiveness of VMS information on route choice decisions, however, the relationship between route choice behaviour and information content is still not clear. Also, the results show large variation when factors such as the influence of road type, toll roads and degree of congestion are considered. / The primary aims of this research are to investigate route choice behaviour in response to the message content of VMS and to develop route choice models targeted on an arterial road in the Adelaide Central Business District (CBD). The study investigates the influences of VMS message content on drivers taking into account their differing characteristics and experience, including socio-economic factors and trip characteristics. / Two major surveys, a stated preference (SP) survey and a revealed preference (RP) survey, were performed. An anonymous mail-back SP survey questionnaire was conducted with residents along a target route in Adelaide in order to collect drivers' route choice behaviour in response to hypothetical VMS messages. The RP survey was conducted to collect data in the real world situation. A VMS message was displayed to drivers and actual route choice behaviour was measured using anonymous mail-back questionnaires and by observation of traffic volumes. A total of 245 (of 1000 distributed) and 183 (of 500 distributed) replies were used for model development. / A binary logit approach was employed to develop route choice models using data obtained from the SP survey. Goodness-of-fit and hypothesis testing of the model showed that the developed models fitted the data well and estimated parameters were statistically significant at the 5% level. / Thesis (MEng(TransportSystemsEng))--University of South Australia, 2004.
