And the organizational field can help in this dynamics by means of propelling mechanisms of innovative entrepreneurship and technological innovation, such as business accelerators and startups. The objective of this dissertation was to analyze the perceptions of the performance of the local startups companies as mechanisms inducing socioeconomic development and innovations in the State of Ceará. This work was divided into two articles. The first was a theoretical essay, whose central theme resided in innovative entrepreneurship and in the startups of Ceará. The second was a theoretical-empirical article whose core was in the mutual perception of the performance of business accelerators and startups in the socioeconomic development of Ceará. The results obtained with the field research, referring to the second article, revealed the lack of dialogue between local entrepreneurship, universities and government, the resistance of Ceará's entrepreneurs to work with science and technology and a relevant concern with the economic regression of the Northeast and its negative impacts on the diffusion of programs such as the acceleration of startups. It was concluded, therefore, that the contribution of the accelerators and startups to the improvement of the socioeconomic situation of the State of Ceará is gradual, but still quite discreet. State of Ceará. / O desenvolvimento de um estado certamente passa por avanços no campo socioeconômico. E o campo organizacional pode auxiliar nesta dinâmica por meio de mecanismos propulsores de empreendedorismo inovador e de inovação tecnológica, como as aceleradoras de empresas e as startups. O objetivo desta dissertação consistiu em analisar as percepções da atuação das aceleradoras de empresas x startups locais como mecanismos indutores de desenvolvimento socioeconômico e de inovações no Estado do Ceará. Este trabalho foi dividido em dois artigos. O primeiro foi um ensaio teórico, cuja temática central residiu no empreendedorismo inovador e nas startups cearenses. O segundo foi um artigo teórico-empírico, cujo cerne esteve na percepção mútua da atuação das aceleradoras de empresas e das startups no tocante ao desenvolvimento socioeconômico cearense. Os resultados obtidos com a pesquisa de campo, referente ao segundo artigo, revelaram a falta de diálogo entre o empresariado local, as universidades e o governo, a resistência dos empresários cearenses em trabalharem com ciência e tecnologia e uma preocupação relevante com o retrocesso econômico do Nordeste e seus impactos negativos na difusão de programas como o de aceleração de startups. Concluiu-se, portanto, que a contribuição das aceleradoras e startups para a melhoria da conjuntura socioeconômica do Estado do Ceará é paulatina, mas ainda bastante discreta. No. of bitstreams: 0 Previous issue date: 2008-04-28 / The main goal of the present work is to identify the difficulties faced by Ceara´s craftsmen in their challenge of exportations their products. In such way, it was made a bibliographic research about local development, competitive advantage and consortium of exportation that worked on as a base for the empirical research. The methodology contemplated field research, involving a questionnaire with 30 questions, answered by 210 craftsmen from the State of Ceará, who dealed or deals with exportation. The analysis of the results aimed to identify general profile of these craftsmen, as the frequency of external sells, the form of negotiation, their knowledge in this process and the main difficulties with respective solutions pointed out by themselves. Although, the results often show that the handcraft of the State of Ceará attracts the international purchasers and feeds the international business, but our craftsmen are not well prepared to insert themselves in a competitive way in this modality of negotiation, and they still depend on governmental corps programs for supporting the structural base of their production, concerning on organizational and technological aspects. / O presente trabalho tem como objetivo identificar as principais dificuldades enfrentadas pelos artesãos do Ceará, no desafio da exportação de seus produtos. Mediante pesquisa bibliográfica, fez-se levantamento sobre desenvolvimento local, vantagem competitiva e consórcios de exportação, elementos que fundamentaram teoricamente a pesquisa empírica. A metodologia contemplou a pesquisa de campo, envolvendo a aplicação de um questionário com 30 perguntas. Em dezembro de 2006, responderam a este questionário 210 artesãos, cujo valor equivale ao percentual de 6,5 % do universo de 3228 artesãos constantes no banco de dados do Sindicato dos Artesãos do Ceará SIARA. A aplicação do questionário foi realizada com artesãos que já conduzem operação de exportação a fim de levantar as dificuldades enfrentadas por eles nessa ação. A análise empírica traçou o perfil desses artesãos quanto a freqüência das vendas externas, a forma de negociação, o grau de conhecimento do processo e as principais dificuldades enfrentadas, com as soluções apontadas por eles. Mostrou-se que, apesar do artesanato cearense agradar bastante aos compradores internacionais e as vendas para o exterior serem freqüentes, nossos artesãos ainda são imaturos para se inserir de maneira competitiva nessa modalidade de negociação, necessitando de apoio de órgãos governamentais para estruturação da base de produção em seus aspectos organizacionais e tecnológicos.

This dependence effect to the releant millin industry of Ceará. This dissertation aims to study these effects, determinig the significance of the dependence in evidence, in the profit of the industry in study. For that, the search is based on the evolution of the theory of comparative advantages to justify the low production of wheat in Brazil and the Game Theory to examine the competitive oligopoly market scenario. Through analysis of multiple linear regression, with the dependent variable the margin of contribution earned by the industry and as independent variables, the selling price of wheat flour(in R$), the cost of wheat grains(in US$) and exchange rate ( R$ /US$), it was possible to verify that the oscillations of the independent variables explan 92,193% of oscillations occurring in the margin of contribution. This margin ranged between 25% and 49.15%, denoting thet the dependence on import of wheat grain into effect on the profitability of the sector, representing a contingency. / Observa-se que historicamente o Brasil depende da importação de trigo em grão. Tal dependência produz efeitos ao relevante setor de moagem cearense. A presente dissertação objetiva estudar estes efeitos, determinando a significância da dependência em tela, na rentabilidade auferida pelo setor. Para tanto, a pesquisa se vale da evolução da Teoria das Vantagens Comparativas, para justificar a hipossuficiência nacional de trigo e da Teoria dos Jogos, para analisar o cenário concorrencial do mercado oligopólico analisado. Mediante análise de regressão linear múltipla, tendo como variável dependente a margem de contribuição auferida pelo setor, e, como variáveis independentes, o preço de venda da farinha de trigo(em R$), o custo do trigo em grão(em US$) e a taxa de câmbio (R$/US$), foi possível verificar que as oscilações das variáveis independentes explicam 92,193% das oscilações ocorridas na margem de contribuição, a qual oscilou entre 25% e 49,15% , denotando que a dependência da importação do trigo em grão efeitos à rentabilidade do setor, representando uma contingência.

To bring completion to this study, which focused on the expansion of higher education as an aspect of the university democratization, some historical clippings were necessary. Aspects of higher education in the state of Ceará also deserved approach, given the need to understand their evolution over the time. It’s included in this overview the trajectory of UFC towards the districts of Ceará. Regarding the methodological procedures which guided the investigation, this research, literature and documents at one time, it was classified as exploratory and descriptive. The research technique of the analysis content was used to categorize the textual units contained in the linguistic surface from the answers of researched people, which received qualitative approach. The evaluation of educational and social repercussion motivated by the expansion of the UFC included secondary data provided by the Department of Institutional Development from the referred institution. These data express the result of inquiries asked to students, professors and residents of the local communities where the UFC advanced campuses were installed. The analysis enabled the delineation of the UFC process of expansion towards the countryside, as well its reiteration as urgent and essential to the regional development, which covered the benefits that it was brought up and any other barriers that needs to be overcome. / Este trabalho teve como propósito avaliar as repercussões educacionais e sociais decorrentes da expansão e da interiorização da Universidade Federal do Ceará (UFC). Para levar a termo este estudo, que enfocou a interiorização da educação superior como um dos aspectos da democratização universitária, alguns recortes históricos se fizeram necessários. Aspectos do ensino superior no Estado do Ceará também mereceram abordagem, dada a necessidade de compreender sua evolução ao longo do tempo. Inclui-se nesse panorama a trajetória da UFC em direção aos municípios do interior cearense. No que concerne aos procedimentos metodológicos que nortearam a investigação, esta pesquisa, bibliográfica e documental a um só tempo, classificou-se como de natureza exploratória e descritiva. A técnica de pesquisa análise do conteúdo foi utilizada na categorização das unidades textuais contidas na superfície linguística das respostas dos pesquisados, as quais receberam uma abordagem qualitativa. A avaliação das repercussões educacionais e sociais motivadas pela expansão e interiorização da UFC incluiu dados secundários, oriundos da amostra de docentes, discentes e residentes dos municípios interioranos onde os campi foram instalados. A análise realizada permitiu o delineamento do processo de interiorização da UFC, bem como a sua reiteração como premente e imprescindível ao desenvolvimento regional, o que abrangeu desde os benefícios por ele trazidos até os eventuais entraves a ser superados.
