Thesis (MTech (Business Administration in Project Management))--Cape Peninsula University of Technology, 2019. / This study focussed on the evaluation of quality management at one of the selected South African freight rail construction projects. Transnet Freight Rail (TFR) was selected for its high rate of accidents and injuries that happen on daily basis which affect the company’s operations and profits. The study’s approach was to obtain as much as possible opinions from local and international experts on quality management in construction projects. The opinions were gathered through a number of official journals on the best practices for quality management, comparing all of these practices to that of TFR in order to conclude whether the need for improvement or the change in practicing quality is required. The mixed − method approach was employed, to gather more and accurate data. The strengths of qualitative research approach can make up for the weaknesses of the quantitative research approach, this was the reason why mixed − method was chosen. The targeted population of this study included the internal stakeholders such as quality assurance officers, project managers, project coordinators and project team members. This targeted population was able to provide the accurate information as they are directly involved in the execution of the projects in terms of quality management of the project. A questionnaire was developed and employed as a tool to gather data to satisfy the research questions. This study was a case study because it only focused on TFR Iron Ore line projects. The focus was that, within TFR Iron Ore line, only those who are affected directly by the above mentioned projects were interviewed. The study has revealed that the Total Quality Assurance measures are being ignored at TFR, such as unscheduled quality tours, quality audits, quality control routines, random sampling of errors and record seen defects, and quality monitoring throughout the project life cycle.

The Freight on Transit Delphi Study was conducted to explore the concept of freight on transit – using public transit vehicles and infrastructure for transporting things other than people. Three rounds of web based surveys were conducted with a panel of 34 transportation experts to explore the main issues related to freight and transit integration and to build and evaluate potential freight on transit operations. Survey results were consistent with previous investigations and suggest that organizational disputes are a larger barrier to implementation than technical challenges. Traditional Delphi questions were used to determine the most important positive impacts, negative impacts, and challenges of moving freight on transit networks while survey responses combined with scenario building techniques were used to build and evaluate five potential freight on transit operating strategies using public transit networks in the GTHA.

In the wake of September 11th and following an overemphasis on passenger air travel security, the air cargo system potentially has become the primary target for terrorists. States have undertaken various regulatory approaches that involve technology and operational measures aimed at addressing the perceived security threats in the air cargo industry. This thesis presents both an overview of the potential risks and best security practices identified within several international, regional and national initiatives, including the "authorized economic operator" and "secure supply chain" mechanisms. The main challenge in designing an adequate security system appears to be ensuring that security improvements are in accord with the time-sensitive realities of air cargo industry and do not unduly interfere with trade flow. It is argued that only an international approach based on best available cargo security practices could adequately and efficiently address the current and emerging air cargo security vulnerabilities.

Given the regional nature of freight movement, the metropolitan planning organization (MPO) is one of the most appropriate agencies to deal directly with this challenge. However, most metropolitan planning organizations (MPOs) have little experience planning for freight. There is a need for a planning framework that MPOs can use to incorporate freight considerations into the planning process. The purpose of this research is to analyze the freight planning efforts of a number of MPOs and provide a conceptual framework for integrating freight into transportation planning.
The methodology used to conduct this research was the case study approach. Information regarding the freight planning activities of several large MPOs were obtained both through collection of available on-line documents and, when appropriate, through direct contact with MPO representatives. Subsequently, this was reviewed and summarized into case studies that noted the nature of the freight planning activities, the process by which MPOs conducted studies, and the components of those studies. Finally, a conceptual framework for incorporating freight into transportation planning was developed based on the data collected and the case studies.
As a result of these studies, it was concluded that MPOs are beginning to address freight movement concerns, but there are still deficiencies in their planning processes that the conceptual framework could highlight. These deficiencies are primarily in the areas of performance measure development, the implementation of freight programs, and the appearance of only nominal freight planning efforts. In addition to these deficiencies, there are certain obstacles that must be addressed and overcome. These include a lack of data, the level of sophistication found in freight modeling, the participation of freight stakeholders in the planning process, and the lack of freight-specific dollars for transportation investment.
