Ethics and values of informal businesses in the Nelson Mandela Bay area

The Nelson Mandela Bay area will be used to investigate the ethical and moral considerations faced by the informal sector. It is generally believed that informal sector businesses are characterised by high levels of unethical behaviour. The informal economy in many developing and under developed countries is large in terms of contribution to GDP and number of participants. The informal economy is largely composed of very small businesses that are not registered. They are not operating from suitable premises but run from homes, street pavements and other informal arrangements. In developing countries, self-employment has a greater share of informal employment than wage employment. It represents 70 percent of informal employment in Sub-Saharan Africa (if South Africa is excluded, the share is 81 percent), 62 percent in North Africa, 60 percent in Latin America and 59 percent in Asia. Consequently, informal wage employment in the developing world constitutes 40 percent of the informal employment outside of agriculture (Becker, 2004). The informal economy is as high as 56 percent of GDP in countries such as Georgia, Zimbabwe and Bolivia, where as it represents about 8 to 12 percent of economic activity in advanced or developed economies (Becker, 2004). In South Africa, informal businesses provide a viable alternative for many who are unable to find jobs in the formal sector of the economy.

A poverty alleviation project of the Department of Social Development in Nelson Mandela Bay

Income-generating projects represent one strategy adopted by the Eastern Cape Department of Social Development (DoSD) to alleviate poverty. The purpose of this study was to evaluate the impact of an income-generating, or poverty alleviation, project funded by the DoSD in New Brighton, Port Elizabeth, in the Eastern Cape Province of South Africa. A sample of ten respondents was drawn from the project. The sampling method of this study was purposive sampling. Data was gathered through semi-structured questionnaires. Related literature focusing on income-generating projects for poverty alleviation was reviewed. Various recommendations have been made, based on the findings of the study. The findings of the study indicated the need for regular visits from Department officials to conduct monitoring and evaluation. Project members also need training in financial management as they cannot manage their finances. The research findings indicated clearly that strategies used by the Department were not effective enough to achieve the desired goals of an income-generating project.

The thesis deals problem of municipality's budget management with a view to filling budget of concrete town of the Czech Republic. The thesis is divided into two main parts. The theoretical part defines position, competency and authorities of municipality and it describes budget of municipality, budget process and structure of budget more closely. The problem is demonstrated further on practical example of the town Most. In the practical part there is realized detailed analysis of filling budget earnings and expenses and there is reviewed overall budget management of the town Most during the years 2004-2007.

The diploma thesis is focused on real estate tax, the main emphasis is on the use of local coefficient at its maximum size. The aim is to identify the main reasons that motivate municipalities to set the highest possible rate. We are also trying to confirm the hypothesis that the local municipality with local coefficient 5 spend more money on roads and road transport than municipalities that did not set up local coefficient. The research was based on information from the years 2012 to 2010 and proved that the relationship between these variables does not exist.

History matters : exploring women's political representation in post-apartheid KwaZulu-Natal, South Africa

The main aim of this thesis is to examine the processes and procedures for promoting local government democracy in post-apartheid South Africa. This study principally investigates the extent to which local government reforms empower women in local politics, given the context, constraints and contested discourses in the historical meaning of „women‟, as well as the history of institution making in South Africa. In order to achieve this, the study explores local government reforms processes‟ contribution to the nature of women‟s political participation and representation in local politics. The study further explains the relationship between political parties‟ and that of government in the participation of women in local politics. Lastly, the study identifies ingrained factors shaping women‟s participation in local politics prevalent in spite of reforms. The study has adopted an institutionalist approach and uses critical theory in order gain deeper insights about women‟s participation and representation in local politics. The study adopts a qualitative research strategy, due to the fact that it favours particular instruments that are suited to explore some of the experiences and practices of the main actors involved in local politics. It triangulates both secondary and primary sources of data gathered in South Africa. In-depth interviews were conducted with 30 interviewees from two selected municipalities in the province of KwaZulu-Natal, and two sampled political parties as an endeavour to obtain a diversity of viewpoints about the political reforms. Furthermore, the secondary data from government sources and political parties‟ sources was used. Archival research was complemented with municipal reports and policies in order to establish the relationship between national directives and local implementation on institutional development. These methodological approaches were used due to the fact that they highlight the multiplicity and diversity of political institutions that exist even at local level. The findings show that there are political spaces opened through reforms for women to participate in political processes in local government politics. The study found that there are local municipalities led by women mayors and some were under women‟s political leadership from the beginning -- following the second reorganisation of local government. Nonetheless, the levels of state (national, provincial and local) and diverse interests of societal actors in local politics challenged the democratisation processes. Basically, the government has contradictory dominant roles in the reform processes. However, societal actors, which comprise political parties and traditional authorities influence reforms (in) directly. Further findings show contradictions among institutions, which favours other actors in local politics, while restricting women‟s long-term political careers. Overall, this study concludes that the reform process has achieved the objective in opening political spaces for women in local politics. However, these new spaces in a post-apartheid society seem to be depoliticised, which eclipses how the political system remains prone to the influence of multiple discourses of liberation, as well as the partial historical convergence of interests at the local political level.

The colonies of Andros: towards a socio-economic history of Sane, Akanthos, Stagira, and Argilos

Northern Greece is the least well documented of the regions which were reached by the 8th and 7th c. B.C. Greek colonists. Not only does the study of the Andrian colonies augment the available documentation on the northern Greeks, it also provides an opportunity to examine one mother-city's overall colonization process. Through the sum of ancient sources and archaeological data pertaining to the four Andrian colonies, the study attempts to lay out the socio-economic history of the colonies as a whole and as separate entities. Such aspects as: 1) The foundation dates; the colonization process; 2) the relations with the indigenous populations; and 3) the economic relations with the other Greek colonies in the region, as well as the major centers of the Greek mainland, are examined. There is first question of the colonizing enterprises undertaken by Eretria, Chalcis, and Paros so that a general understanding of the overall colonization of the northern Aegean coast can be obtained. The resulting synthesis helps fill in the gaps in the history of the Andrian colonies caused by the lack of primary sources for the latter, whether they be literary or archaeological. The socio-economic history of the colonies from the time of their foundation to the end of the 5th c. B.C. which is based on the analysis of the preliminary study of the Parian and Euboean colonization in the north, the ancient sources, and the archaeological remnants, taken in conjunction with what is known of the indigenous population, is the end result of the study. Though literary sources date the foundation of the colonies to 655/54, based on the archaeological evidence available, it is established that the colonies were founded within the 3rd quarter of the 7th c. B.C. An orderly pattern of colonization seems to have prevailed in that the colonies were established successively in accordance with the previous colonization efforts by the city-states of Euboea and the pre-established sea route the geographical emplacement of Andros imposes. Therefore, Sane, situated on the isthmus of Acte, and apparently colonized with the help of the Chalcidians, was the first to be settled, then came in order, Akanthos, Stagira, Argilos, and perhaps Tragilos. It is concluded, with relative probability, That Tragilos was also an Andrian colony established in the lst half of the 6th century. It has also been deemed highly probable that the colonies, after the initial foundation of Sane, were in part settled by land and that Thracian tribes, residing at both extremities of the Andrian periphery, undoubtedly contributed in the actual colonization process. The 6th and 5th centuries witnessed the gradual increase of commercial importance of the northern colonies reflected, in the lst half of the 6th c. by the influx of Corinthian pottery, no doubt due to the foundation of Potidaea, and of Thasian pottery. The trend of growing commercial interactions is characterized in the 2nd half of the 6th c. with the marked presence of Athenian pottery and the start of coining at three of the four colonies. Spurred by the Persian and general eastern demand for silver, Stagira and Akanthos began to mint coins around 530 B.C. while Argilos, which never seemed to have direct access to silver mines, only began around 510 B.C. The fact that Sane seems to have remained coinless throughout its existence suggests that it was primarily a settlement of an agricultural nature and that Akanthos may actually have exerted a hegemony of sorts over it. Strong bonds with the east meant that the Akanthian coin production was dominant in the area as of the end of the last Persian War until their production ceased in 380 B.C., ousting Stagira out of the picture during the course of this period. Argilos ceased production as of the middle of the 5th century which is to be attributed to a shift in Athenian interest in the region represented by the drop of the tribute to be paid to Athens by Argilos from 10.5 talents to 1 talent in 116/5, the increase from 3 talents to 30 talents in the Thasian tribute for the same year, the foundation of Amphipolis, and the Athenian presence at Berge which has been closely linked to the minting of coins at Tragil os. As the Athenian empire began to dwindle following the Peloponnesian Wars, the history of the colonies becomes intertwined with that of the growing Macedonian power which, by the middle of the 4th century would control the entire region. Overall, it would seem that Sane was commercially inactive throughout its existence, Stagira was able to exploit and profit from the nearby silver mines from the middle of the 6th c. until about 480 when it gradually started to lose importance to Akanthos, which remained a strong and independent city well into the 4th century, while Argilos, though probably more important than Akanthos for part of the 5th c., regretfully became insignificant, especially after the foundation of Amphipolis in 437 B.C.

Factors contributing to recidivism of adult male offenders

South Africa is one of the countries that have a high rate of recidivism, especially amongst adult male 1offenders; this is evident in the large numbers flocking into the prisons. The high rate of recidivism is a serious problem in that it not only affects the offender and his immediate family, but also other vulnerable groups in society, as well as the government. The study intended to uncover various factors which contribute to this recidivism, as a phenomenon; South Africa has a notable dearth of research on factors contributing to recidivism. Unavailability of scientific research data has a negative impact on the fight against recidivism because it is empirical findings that can inform appropriate efficient and effective remedies to the challenge of recidivism. This qualitative study utilised explorative, contextual, phenomenological and descriptive research designs with the ecological system theory as a framework. Data were collected by means of semi-structured, face-to-face interviews with adult males who have re-offended after being reintegrated with their families. Data analysis was guided by thematic analysis (Braun & Clarke, 2013:175) while Lincoln & Guba’s model in Bryman (2012:392) was employed for data verification. The first part contains theoretical basis for understanding of the functioning and financing of the village, the second part includes acquaintance with the municipality, the municipal budget performance analysis in the selected period 2008 - 2011 and the analysis of forecast budget for the period 2012 - 2014. The last part is a proposal for collection and processing of biodegradable municipal waste and calculation of its benefits.
