Perceptions of rural households about the role and effect of biogas production on rural household income in Raymond Mhlaba Local Municipality

Rural development efforts to reduce poverty and enhance food security and generally improve livelihoods in developing countries continue to be constrained by high energy cost. For that reason, renewable energy has been identified as a possible panacea to fill this gap. Renewable energy is cheaper, more accessible and environmentally sustainable and promotes inclusivity. Biogas is a renewable energy that is readily available and easy to use by poor rural households. The use of biogas digesters among households in rural areas of developing countries is a well-known technology. The potential for biogas in these areas has been demonstrated and a strong economic case has been made. However, its adoption and use have been lower than expectations possibly as result of non-economic considerations, including social issues about which rural people hold different perceptions. Perceptions of rural households are important because they influence the behaviour to a large extent. Since limited access to affordable energy in rural areas has encouraged government and private organisations to initiate biogas projects to overcome the challenge, it is important to ascertain the factors that affect attitudes towards the technology. The present study sought to explore perceptions of rural households about biogas production towards rural household income in the Raymond Mhlaba Local Municipality. Specifically, this research investigated the state of biogas project being implemented by the University of Fort Hare’s Institute of Technology (FHIT), the perceptions of respondents towards biogas production and determine the contribution of biogas consumption to rural income. The study also aimed to identify the factors affecting the adoption of biogas production in the study area. The study was carried out in Melani village in Raymond Mhlaba Local Municipality in the Eastern Cape Province of South Africa and employed survey data obtained from 48 households who were enumerated to identify their perceptions on biogas production, with special emphasis on the role and effect contributed to rural income of Melani village. The study employed a cross-sectional research design and purposive sampling technique was used in data collection. Data were collected and captured in Excel and then analysed using the statistical package for social sciences (SPSS) Version 24 Descriptive statistics was used to examine socio-economic characteristics of households and state of biogas production in the area, Bivariate correlation analysis was used to determine the relationships among the key elements of perceptions of household towards biogas adoption, binary logistic model was used to estimate factors influencing adoption of biogas technology by households. The results show that women were dominant for both adopters and non-adopters of biogas. The majority of households were young with mean age of 40 years while for non-adopters were 65 years old on average. The results showed high levels of literacy amongst household adopters. Majority of the households for both adopters and non-adopters of biogas technology were married and unemployed and household size ranged from one to five persons, with social grants being dominant source of income. The bivariate correlation analysis suggests a positive effect of green pepper production and livestock ownership on biogas technology adoption. Age and level of education were negatively correlated with adoption of biogas. The cross tabulation analysis suggests that water scarcity, lack of knowledge about biogas technology, cattle ownership, lack of maintenance and repairing, flooded biogas digesters during rainy season are negatively associated with the uptake of biogas technology. The empirical results from binary logistic model suggest that land size was the key determinant of adoption behaviour towards biogas technology while age of the household head, source of income and level of education may have a negative influence on adoption of biogas technology. Based on the findings highlighted above, the study recommends strategies to encourage households to adopt biogas technology.

Socio-economic benefits of agricultural projects to surrounding communities: the case of Qamata Irrigation Scheme in the Eastern Cape, South Africa

The Qamata Irrigation Scheme (QIS) is one of the largest irrigation schemes in South Africa. Despite substantial state investment, community members have only derived limited benefits from the scheme, leading the government efforts to revitalize the scheme. Many studies have been conducted about QIS but none of them have analyzed the effects of the QIS on the surrounding communities. This study investigated the socio-economic benefits of QIS to surrounding communities. For the purposes of this study, the units of analysis were the surrounding household members, questionnaires were used to collect data. Probabilistic sampling of random sampling method was used to select the villages; respondents’ were availability selected with sample size of 197 households. Quantitative and qualitative data were collected from the participants. To analyse data, descriptive statistics and multinomial logit regression model were used. The study found out that female-headed households constitute 63.45 percent compared to male-headed households at 36.55 percent. The average age of the households in the villages that are within the radius of 10km is 58 years, while it is 59 years in villages that are beyond the 10km radius. In villages within the radius of 10km, 86.08 percent of respondents are unemployed, 5.70 percent are employed at the scheme and 8.23 percent are self-employed. In villages beyond 10km, 84.62 percent of respondents are unemployed, 5.13 percent are employed at the scheme and 10.26 percent are self-employed. In both villages, 71 percent of respondents reported that that they do not get feed supply from the scheme while 29 percent of respondents reported that they get feed supply from the scheme. From the overall distribution of villages within and beyond the radius of 10km, 80 percent of respondents reported that they do not get job opportunities from the QIS while 20 percent of respondents reported that they get job opportunities from the QIS. The study shows that 53 percent of respondents from villages within the radius of 10km are low-benefitting, 33 percent of respondents are intermediate-benefitting and 14 percent of respondents are high-benefitting from the scheme, while in villages beyond the radius of 10km, 97 percent of respondents are low-benefitting, 3 percent of respondents are intermediate-benefitting and none of the respondents is high-benefitting from the scheme. Furthermore, the study, through the multinomial logit regression model, shows that gender for intermediate benefitting has a negative coefficient (-1.70) and shows a significance of 10 percent On the other hand, gender for high benefitting has a positive coefficient (2.57) and shows a significance of 1 percent. Distance from the scheme has a negative coefficient (-3.08) and shows a significance of 1 percent. Access to farmland has a positive coefficient (2.33) and shows a significance of 10 percent. The study recommends that surrounding communities should own home gardens so that they can grow fresh produce and create job opportunities. The surrounding communities are also encouraged to own more farmlands or produce their own crops so they can also learn from the skills of the scheme.

Analysis of the impact of Smallholder Irrigation Schemes on the choice of rural livelihood strategy and household food security in Eastern Cape

Since the end of Apartheid, the South African government has invested substantially in smallholder irrigation schemes, particularly in the former homeland areas. One of the primary goals for establishment of these schemes was to solve food security problems. Sadly, these efforts have not produced the desired results, and poverty has deepened. The question that can be asked is: What is it that makes South African smallholder agricultural sector seemingly impervious to the interventions that government has made in targeting smallholder farmers since the dawn of democracy in 1994? In order to address such a question, a set of structured questionnaires was used to interview 100 smallholder irrigators and 100 non-irrigators using multistage stratified random sampling technique in the Amatole, Chris Hani and OR Tambo District municipalities. Demographic and socio-economic characteristics of smallholder irrigators and non-irrigators around Qamata, Pendu, Tyhefu, Merelles and Ntshongweni irrigation schemes were measured using descriptive statistics. Profitability between the two groups was measured using gross margin analysis (GM). The Probit model was used to determine the factors that affect smallholder farmer‘s choice of participation in irrigation schemes. The impact of irrigation participation on yields, crop sales and food security was estimated using the propensity score matching (PSM) technique. The impact of irrigation participation of smallholder farmer‘s choice of livelihood strategy was estimated using the multinomial regression model. The results showed that male respondents were dominant with a representation of 63 percent and average mean household size of 4 persons with the household head having spent at least 7 years at school. Farming was found to be the major (64 percent) occupation in the study area with an average income of R2 944.52 per cropping season. Both irrigating and non-irrigating smallholder farmers in the study area used improved, fertilizer and tractor for production. Overall, smallholder farmers spent 30.9 percent of their household income on food with irrigators‘food spending lower than those of non-irrigators. The gross margin analysis suggests that the irrigated farmers were in a better position to afford enough food in order to satisfy their household requirement. Findings from the Probit regression and Propensity Score Matching are consistent across the methods, indicating that irrigation participation has a positive influence on crop yields, income and consumption expenditure. Probit regression further showed that age, quality of land, access to credit, access to market, distance to the scheme and membership of another society/association have a positive impact on access and use of irrigation and are significant at p < 0.05 percent level. The Propensity Score Matching using Nearest Neighbour and Kernel Matching Methods of the outcome variables, total farm income and food consumption patterns, shows a positive and statistically significant result at p < 0.05 percent level. The nearest neighbour matching method shows that irrigators received higher farm income R2044.01 than non-irrigating farmers R622.12. The Average Treatment Effect on total food expenditure was negative both in the case of NNM and KM algorithms, indicating that participation in irrigation can decrease the expenditure levels on food from R933.30 to R926.70. This could be due to the fact that irrigating farmers produced enough for home consumption than non-irrigators. The multinomial regression model shows that irrigation participation influences smallholder farmers choice of livelihood strategy and these variables were statistically significant at p < 0.05 percent level. These results provide insights to address the question as to the appropriate development path for transition from homestead to irrigation. Continued support to smallholder farmers in the forms of funding, extension services and improved technologies is certainly needed to enhance food security.

The Office of the Auditor -General’s role is by no means minor, for it plays a major role in curbing corruption and acts as a ‘’watchdog’’ of the nation over public funds. Amidst high mismanagement and misuse of public resources, as well as corruption, especially in developing countries, the major question one asks is how effective the Auditor -General can be in ensuring good governance within state departments so as to improve service delivery. The gaps between approved budgets and the realisation of policy and development goals stand among key governance challenges in many developing countries. Supreme Audit Institutions (SAIs) play an important role in holding governments to account. However, many SAIs including AGSA face serious challenges when trying to evaluate the expenditures and performance of government agencies. Therefore this study suggests that more resources should be invested in the office of the AG so as to allow it to carry out its duties without impediments. Good governance and public finance accountability is becoming increasingly important in the public sector. One means of effecting good governance and accountability is through auditing. For this reason the Office of the Auditor-General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate and encourage good governance and effective accountability through auditing.

The traditional mandate of local government is to deliver sustainable services to communities. The evolution of local government has since put more emphasis on evidence based planning in the form of IDP and sound financial management. The relationship between the IDP and Budget is that, a) the IDP contains community needs, objectives and strategies on how these will be responded or dealt with by the municipality, and b) the budget is the financial plan to execute strategies that need to be employed. The purpose of the study was to examine challenges in integrated development plan and the budget alignment of Amathole District Municipality. The study moved from the premise that municipalities are different and ADM has been in the fore front in terms of producing IDP and Budget. The study therefore is based on the assumption that the Amathole District Municipality has challenges in the IDP and Budget alignment. The study proposed to give a background of the scholarly literature of the IDP and Budget of local government. The empirical survey and research methodology used in the study is described and explained in-depths and followed by data collection in the form of the questionnaire. The research findings of the empirical survey are then analysed and reported in statistical form.

The viability of small-scale farming at the Tyhefu Irrigation Scheme, Eastern Cape

This investigation is conducted against the background of current attempts to rehabilitate and revive the now defunct Tyhefu irrigation scheme. The poor track record of many irrigation schemes (despite huge investments) in the former homelands has prompted the government to reconsider its active and direct role in small-scale irrigation farming. This has resulted in the closure of many irrigation schemes including Tyhefu irrigation scheme. The new policy framework in South Africa, known as the irrigation management transfer, is premised on the transfer of ownership, authority and responsibility of small-scale irrigation schemes from government to the farmers. Tyhefu irrigation scheme was a state-driven, top-down initiative. This study argues that the justifications for the Tyhefu irrigation scheme were conflated, with the result that the need for political control of the Tyhefu area far outweighed the considerations regarding the financial viability and sustainability of the proposed project. Given the repressive political climate of the time in South Africa, the planners' proposals were a mechanism for the realization of the socio-political and economic agendas of the apartheid state and Ciskei government. Although technical factors critical for project success were examined, little or no attention was paid to the socio-economic aspects. For the planners, the main requirements for success entailed centralized managerial control, no participation of the beneficiaries, capital intensive and sophisticated agricultural techniques and the production of high value crops. Therefore, it can be argued that the nature of the planning and implementation of the Tyhefu irrigation scheme was ill-conceived, short-sighted and misguided. A review of the literature on irrigation development on the African continent provided useful insights for this study. The lessons from irrigation development experience in Sub-Saharan Africa indicate that the continent is littered with examples of derelict and costly failures. What stands out in many of these irrigation projects is their over-emphasis on technical issues to the complete neglect of human and other social aspects. Working partnerships between the farmers and irrigation scheme management could, thus, not be realized. Almost without exception the case studies used here indicate that the industrious type of farmer was never developed as was envisioned in the planning documents. Neither were rural livelihoods improved in a sustainable manner. The findings of this study suggest that irrigation management transfer is a complex and delicate process. In this new set of arrangements, beneficiaries face formidable challenges in terms of capacity (human and financial) if small-scale irrigation farming is to become a viable sector. No doubt, the viability and sustainability of the Tyhefu irrigation scheme demands a comprehensive package of interventions that address various issues of markets and marketing, capital investment and access to finance, technology, education and training, support and extension services. It is evident that institutional aspects and the related issue of functional literacy require much more attention than thus far. As a result, at the moment there is no possibility for independent agricultural production. / KMBT_363

The feeding biology and potential impact of introduced giraffe (Giraffa camelopardalis) in the Eastern Cape Province, South Africa

Giraffe (Giraffa camelopardalis) are extralimital (non-native) to the Eastern Cape Province, South Africa yet they have and continue to be introduced to the region. Financial gain has arguably been the driving force behind these introductions as foreign tourists associate giraffe with Africa and the African wildlife experience. This raises a number of ethical, ecological and philosophical questions especially when it is considered that the impact of these browsers on the indigenous vegetation has remained largely unquantified. In this study I assessed the diet and potential impact of three populations of giraffe in the Eastern Cape Province between January 2002 and October 2003. The diet was assessed by both direct observations and faecal analysis. There was no significant difference (P > 0.05) between the results of the two methods of analysis, although direct observations appeared to be a superior method for assessing the diet of giraffe. The diet of giraffe in the Eastern Cape Province was similar to that within their native range with a deciduous species from the genus Acacia (Acacia karroo) being the most important component of the diet. However, giraffe in the Eastern Cape Province consumed more evergreen plant species than those within their native range. The relative lack of deciduous species in the Eastern Cape Province provides a likely explanation for such a result. Seasonal variation in the consumption of the most important species in the diet was evident and this was attributed to the deciduous nature of A. karroo and the seasonal growth of new shoots which were more palatable. The vegetation of the areas most commonly utilised by giraffe at each site was sampled using the point-centred-quarter method and the results related to the frequency of each species in the diet to calculate preference indices. Giraffe preference was strongest for A. karroo and this was attributed to the highly favourable chemical composition of the species. The browse utilisation of giraffe at each site was determined using the twig-length method and intake rates for the three most important species in the diet calculated using a pre-existing regression equation. Male giraffe fed at a higher rate than females. This was probably due to males adopting a “time-minimising” strategy to their feeding in order to allow more time for reproductive pursuits. Giraffe browse utilisation was highest where giraffe density was highest. However, several species were more heavily browsed than others even when giraffe density was low, suggesting that giraffe are capable of negatively affecting the indigenous flora of the province. I conclude that giraffe numbers should be reduced relative to property size in the Eastern Cape Province and that research into the impact of not only giraffe but the combined effects of giraffe and other extralimital herbivores on the indigenous flora and fauna be continued.

Community capacity-building in question? : finding a "missing" variable in the integrated development planning process in Berlin, Eastern Cape, South Africa

This study explored the measures adopted by Buffalo City Metropolitan Municipality for capacity building of rural community members to participate effectively in the Integrated Developmental Planning (IDP) process. Focus was on the rural areas of Berlin. Existing studies suggest that, due to low literacy levels and lack of knowledge and understanding about local government issues and the benefits of participation, rural residents have little knowledge of their rights, roles and responsibilities in the IDP process, and do not know the structures designed to enhance participation. The present study was conducted against this backdrop. A mixed-methods research approach was employed, utilising quantitative and qualitative research techniques. A survey was conducted with members of four rural villages in Berlin in the Buffalo City Metropolitan Municipality, Eastern Cape, South Africa. Questionnaires, with open and close-ended questions, were utilised, while in-depth interviews were conducted with IDP officials at Buffalo City Metropolitan Municipality. The findings show that, while the Municipality did have community capacity-building measures in place; these were more about building the capacity of local government councillors and other local government officials and not rural community members. Whereas the municipality believed the capacity building of councillors would translate to building the capacity of rural community members, capacity building of rural community members did not happen. Community members appeared not to understand the IDP process, an indication that whatever capacity-building measures were targeted at them had no real effect in terms of engendering meaningful participation.

The impact of learning advancement and quality of work-life on turnover intentions among nurses in Amathole District, South Africa

Ongoing instability in the nursing workforce is raising questions globally about the issue of nurse turnover. It is against this background that this research examines the impact of learning, advancement and quality of work-life on turnover intentions among nurses in selected hospitals from Eastern Cape. Little research has been conducted to investigate the impact of the above mentioned subjects on turnover intentions among nurses in the South African health sector. Research questions as well as hypotheses were formulated as the means to gain data on the subject. The research employed a quantitative design with a sample size of 160 nurses and 159 were returned. The data analysis consisted of both descriptive and inferential statistics. The main findings of the study showed a positive relationship among job satisfaction, work-life rewards, learning and advancement opportunities and job satisfaction. However, there were negative relationships between job satisfaction and turnover intentions; work-life rewards and turnover intentions; and also among learning, career advancement and turnover intentions. Finally, suggestions were made to the top management in the Health sector to come up with strategies and mechanisms that improve nurses’ quality of work-life and offering them training and advancement opportunities through organisational change programs.
