e-Government concept is an idea of electronic government. It is not only about providing services through the Internet or other electronic media, but also about improving of the state apparatus effectivity and about simplifying of the communication between public and private sectors, as well as among public authorities themselves. This thesis should serve as a basis for understanding to the issues related to e-Government. It provides answers to questions like these: What is e-Government? What does it offer to its users? etc.. It explains the development and the current situation of e-Government in the Czech Republic and in the European Union. An important contribution of the thesis should be the inclusion of a marketing viewpoint. It focuses exclusively on the Czech Republic and on the marketing communications, which are used by the public sector to promote e-Government activities and to provide information.

The final thesis focuses on the issue of analyzing the situation of a citizen in connection with a services of the public administration. One of the main goals is to acquaint the reader with the services of the public administration, with the concept of eGovernment and provide a comparison of this area with other countries. These objectives are achieved by studying resources relating to Czech and foreign eGovernment and they are given to the theoretical part. The practical part is devoted to the specific life situations (services) within communication between citizen and public administration. These services were analyzed through a defined methodology to determine the level of friendliness in relation to the user and if necessary, make recommendations for improvement. The main part is devoted to the data box. The reader learns how to set up and activate the data box, what level the user interface is and what functionality can be used in connection with the data box. Benefit of this work is to familiarize the reader with the eGovernment projects in the Czech Republic. Another benefit is to familiarize the reader with the data box to levels that he will be able to use it.

Modelování business procesů státní správy / Business process modelling in public administration

This Master's thesis focuses on modeling of business processes in public administration sector. The main objective of this study is to compare the ability of selected modeling languages to capture aspects, which are typical for processes in public administration. This objective is reached by elaboration of theoretical part where the terms public administration and business process are defined. Processes are described by their typical characteristic for public government. Based on these characteristics, suitable process is chosen, ana-lyzed and modeled using selected modeling languages. Created business process diagrams are compared and the suitability of all languages is discussed. The work also discusses the importance of process modeling, relation with eGovernment and briefly summarizes the current situation in the Czech Republic and abroad, including its comparison.

This thesis is focused on the issue of registers of public administration with a focus on identification of persons. The analysis is compared to the current state of the system registers with the future government of the state, after the introduction of information system of basic registers of 1 July 2012. The theoretical part deals with the history of public registers, important milestones, development and a description of the system and relevant legislation of the Czech Republic. In the practical part of the analysis is done comparison of both conditions in selected life situations. In this part is included description of the functioning of the internal processes of the newly introduced information system of basic registers, his logic, infrastructure and interconnectedness of the elements.

This master thesis focuses on an evaluation of eGovernment of the Czech Republic from a citizen's perspective. The main goals of this thesis are to give an overview of services provided by the government to citizens in electronic way, to evaluate Czech eGovernment in comparison to foreign countries and to explore the relationship between Czech citizens and eGovernment. The goals will be accomplished by the research of literature resources concerning Czech eGovernment and by analysis of international studies which evaluate eGovernment from a global, world-wide, point of view. The relationship between citizens and eGovernment of the Czech Republic will be explored via a questionnaire survey, within which citizens' satisfaction with particular services, broadness and frequency of usage of eGovernment services will be examined, along with the citizens' opinion on innovations, which could be introduced in Czech eGovernment. The theoretical part of this thesis is comprised of an overview of Czech eGovernment services, followed by an evaluation of Czech eGoverment in relation to a number of foreign eGovernments. The questionnaire survey, together with the Czech eGovernment evaluation, and with the suggestions of innovations to be introduced in Czech Republic, forms the practical part of this thesis.

Territorial proceedings (de lege lata, de lege ferenda) Abstract The topic of this thesis is an analysis of problematic areas of procedural regulation in territorial proceedings according to the Building Act No. 183/2006 Coll., and the submission of proposals for their streamlining. The introduction refers to the regulation of spatial planning in the area where Czech Republic is currently located, including the introduction of spatial planning in foregoing Legislation of spatial planning. Subsequently, spatial planning tools and spatial planning bodies are introduced. The third chapter discusses in detail the process of territorial management. The issue of participation of participants in territorial proceedings is discussed in detail. Furthermore, the issue regarding the methods of service of documents via data-boxes and the so-called hybrid mail post, and the possibilities of reviewing the issued binding opinions is analyzed. In the end of the third chapter, the simplified forms of territorial proceedings, which are contained in the Building Act, are thoroughly introduced. In the final chapter, due to the author's opinion, the problematic areas of territorial proceedings were analyzed in detail, including proposals for their correction. This diploma thesis entitled The current situation of eGovernment in selected regional offices in the Czech Republic is centered on actual state of electronic public administration at Czech regional offices. Author of the thesis seeks to give an account of the E-government project in the Czech Republic, its development and strategic documents. Subsequently listed are examples of E-government in foreign countries and its current trends. Practical part is devoted to comparison of the financial costs and current stage of E-government projects at regional offices. Presented are results of the survey centered on the citizens' awareness about the E-government services in the Czech Republic. Aim of this diploma thesis is to develop a referential catalogue of public administration services, which should provide its users with summary of services provided by public administration. Theoretical part of thesis at first defines notions and presents problems connected with providing public administration services in context of development in period after Velvet revolution in Czech Republic. After that, work follows with global situation in European Union and concentrates on one country (Austria) and its services. During design of the catalogue was used actual knowledge and research about service providing, which reflects customer oriented approach and access through single point of contact. The necessity of splitting the whole process of service providing into two parts, service access and service execution part, is emphasized. Within design of catalogue are presented two main models – domain model describing the structure of catalogue itself and service model, describing services. Based on analysis of possible uses and its integration potential with existing systems are defined its main benefits and is devised integrating principles designed in catalogue into „Portal veřejné správy“.

Diploma thesis deals with evaluation the success of introduction and analysis of the current state of individual agendas eGovernment at the offices of selected municipalities with extended powers in the Vysocina region. The first part focuses on the comparison of these municipalities and costings for eGovernment for such units. They are listed here costs incurred for the acquisition or upgrade workstations CzechPOINT, the acquisition of electronic signatures, the establishment of centers eGON and costs related to the training of workers in eGON centers. The other part is an analysis of the current state of eGovernment selected agendas in these communities. The following chapter includes the benefits of eGovernment and warnings on the risks, assess the current state and future prospects in the context of this issue. At the end of the work are elaborated recommendations and methodology for the municipalities related to the implementation of eGovernment.
