Elektronizace civilního řízení / Electronization of civil procedure

The diploma thesis Electronization of civil procedure is devoted to the implementation of the information technologies and institutes of the electronic justice to the Czech civil procedure, mainly to the discovery, executive and arbitrage proceedings. It provides an objective and complex overview of the evolution of these institutes, relations between them, practical problems in the daily use and possible future development. The largest chapter concerns the institutes common to all kinds of civil proceedings, such as acts executed by court (e.g. logging, pleadings, and delivery), acts made by parties (e.g. submissions), evidence and judgment. The course of the discovery proceeding taking into account the electronization is explained in the second chapter. The third one does the same for the executive proceeding. The penultimate chapter is devoted to the arbitrage and mainly to the Online Dispute Resolution. The thesis is ended with the conclusion which summarises the findings (uncoordinated process of adoption, defects in the everyday use, disunited and unlinked user environments) and gives a possible solution to the defects and the disunited user experience of the institutes of electronic justice that has been adopted during the last decade.

Research on Electronization of Social Organizations:The Cases of Kaohsiung City

Under the promotion of the E-government¡¦s policy, and people generally enhance the quality of information, the E-society organizations have been hit the mainstream. Therefore, how to digitize the social organizations, and solve the obstacles of eletronization, will become every society organizations have to face the problem. As a result, the goal of this study is try to understand that social organizations electronization of the current situation, and difficult process. This study adopts the interview law. First of all, observation the use of the website of welfare organizations in Kaohsiung , as the body electronization of the preliminary understanding of the situation, and then through face-to-face interviews with eight members of social organizations, understanding the status of electronization, process and the difficulties. Study found that the current social organizations in the past used the information has been gradually disappearing, but some community organizations obtain equipment faster, some slower. And the earliest projects of electronization is the most common and most effective use of the word processing .Currently, the management of information, most of them are staffs, still luck of full-time IT staffs. At present the E-society organizations, mainly due to outside influence, particularly the E line with the Government's policy. Impact on society organizations electronization of the main difficulties are: 1. The lack of understanding of information technology, 2. Hardware and software for equipment, 3. The staff are not operating smoothly.

It also finds out pitfalls and conditions to be taken into account in the process of implementation of e-Government, such as the availability of Internet access for citizens. Or whether the country has enough funds to develop the internet network for proper operation. The thesis also explores the services and their using by citizens in Slovakia, as well as the views of citizens on eGovernment. Finally, it proposes how to encourage citizens to use e-Government in their everyday lives.

Právní aspekty elektronizace správy daní / Legal Aspects of Tax Administration Electronisation

The topic of the thesis focuses on legal aspects of the use of information and communications technologies in tax administration. Tax administration is a specific area of public administration. Therefore, one would assume that its specifics are reflected in the tax administration electronisation as well. The basic difference between the tax administration and general public administration is in the way of handling information. One of the main tasks of tax administration is to overcome an information asymmetry between tax offices and taxpayers. Therefore, it is necessary to protect the information collected during tax administration. The protection must be more effective than in other areas of public administration, as with an ineffective protection of information, the willingness of taxpayers to communicate them to the tax authorities would be significantly hindered. In the thesis, there are 4 research questions formulated: (1) What is the tax administration electronisation, what does it embody and how does it overlap with the general public administration electronisation? The title of the thesis is "The data-boxes as a delivery method in civil proceedings". The thesis describes the significance of data-boxes in civil proceedings and deals with electronization of the legal institute of delivery. Delivery constitutes one of the basic legal institutes of civil proceedings which has undergone many changes in recent years. The key source of law for the given topic is law No. 99/1963 Coll., the Civil Procedure Code, as amended, especially by the amending law No. 7/2009 Coll., which has introduced obligatory use of the data-box-system in civil proceedings, and law No. 300/2008 Coll., on the Electronic Acts and Authorized Document Conversion, as amended, which has incorporated data-boxes into our legal system. The aim of the thesis is the analysis and subsequent comparison of the advantages of delivery via data-boxes. The thesis compares and evaluates various methods of delivery - delivery by means of a delivering body and by means of the public data network, i.e. particularly by means of an e-mail with electronic signature and by means of a data-box. The progress in information and communication technologies has also touched the sphere of public administration. The electronization of individual areas of public administration allows time and money savings not only for the citizens, but also for the offices and their employees. The main purpose of e-government is to determine the situation of the Czech Republic compared to selected countries regarding to the standards of state administration (confirmed by statistical datas). The benefits of this thesis on the level of the local self-government are suggestions for improvements of running of municipality with extended sphere of influence Černošice in the area of electronization with support of awarded e-government projects. The thesis is divided into theoretical and practical parts. The theoretical part describes projects in the sphere of state government including legislative and programme support of e-government development. Benefit of the practical part of this diploma thesis is the possibility to compare the Czech Republic with other European countries and to provide suggestions for improvements of the situation of e-government, especially in the sphere of influence of the local self-government in Černošice.

Healthcare is a highly dynamic industry that currently heavy relies heavily on the use of modern information and communication technologies. The electronization of healthcare aims to increase the efficacy, quality and accesibility of healthcare. One of the essential elements of e- health is a eletronic health record. It is a systematic collection of medical records of patients / population in a digital form. These records may be shared across healthcare providers or other stakeholders in order to utilize the gathered information. Medical records are shared through information systems or information networks. A shared medical record has not yet been adopted in the Czech Republic. The diploma thesis describes the possible effects of the implementation of a electronic health record and provides an overview of current and planned steps of public sector to introduce it. Based on the analysis of the steps of public sector, a separate approach to the implementation of an electronic health record is developed.

This thesis analyzes the implementation of the EU emission trading scheme (EU ETS) in comparison with the electronization of public administration, the level of development of information society, and the approach to the regulation of greenhouse gas emissions in selected EU member states (the Czech republic, Slovakia, France, Italy, the United Kingdom). The main subject of this thesis is, whether the process of the implementation of EU ETS fits into the general conceptions of e-government in selected countries, or whether it stands individually. The EU system of emission trading is an european e-government service, and that is also the reason why its implementation depends significantly on the maturity of use of information and communication technologies within public administration in selected countries. This thesis is divided into three main sections, the first chapter contains the comparative analysis of the level of development of the electronization of public administration in selected countries, the second chapter contains the analysis of available information about the implementation of EU ETS in these states, and the third chapter compares the results from both previous sections, and contains the answers to the main questions mentioned above.
