Despite this "invisibility" to the institutional view whose bias is urban, it faces problems and is faced with a series of impositions and demands resulting from a new look that society as a whole throws on it. The objective of this work is to analyze the socioeconomic dynamics of rural spaces in the process of urbanization and transformation in the Brazilian metropolitan regions, considering the elements that characterize it, identify and attribute to them the condition of peripheral territories , in order to advance the understanding of the rural-urban theme, having as reference to the Metropolitan Region of Porto Alegre where these two categories overlap are confused and are permeated by conflicts of interest. The rural area of the RMPA was characterized with emphasis on the territorial approach to development understood as a possibility to incorporate not only the productive issue within a given space, but also the temporal dimension, the actors and institutions and the relations of power present in this territory. With this conception the institutional architecture prevailing in the rural environment and its articulation in the metropolitan dynamics were analyzed. With the support of the results presented in the field research it was found the possibility of elaborating a comparative table between the ideal territorial development model versus the RMPA development model. And, therefore, when analyzing the limitations and challenges found, it was verified that the RMPA falls short of the ideal model of territorial development. / Apesar da relev?ncia do rural metropolitano regional, pouco se tem pesquisado e produzido no Brasil sobre ele e tamb?m poucas s?o as pol?ticas p?blicas direcionadas ao mesmo, o que o relega a certa ?invisibilidade? no ?mbito do planejamento e das pol?ticas metropolitanas. Apesar dessa ?invisibilidade? ao olhar institucional cujo vi?s ? urbano, ele enfrenta problemas e se defronta com uma s?rie de imposi??es e demandas resultantes de um novo olhar que o conjunto da sociedade lan?a sobre o mesmo. O objetivo deste trabalho ? analisar, a partir do enfoque territorial do desenvolvimento, as din?micas socioecon?micas dos espa?os rurais no processo de urbaniza??o e de transforma??o nas regi?es metropolitanas brasileiras, considerando: os elementos que o caracterizam, identificam e lhes imputam a condi??o de territ?rios perif?ricos, de forma a avan?ar na compreens?o da tem?tica rural-urbano, tendo como refer?ncia ? Regi?o Metropolitana de Porto Alegre onde estas duas categorias se sobrep?em, se confundem e, s?o permeadas por conflitos de interesses. O espa?o rural da RMPA foi caracterizado com ?nfase na abordagem territorial do desenvolvimento entendido como uma possibilidade de incorporar n?o s? a quest?o produtiva inserida num determinado espa?o, como tamb?m a dimens?o temporal, os atores e institui??es e as rela??es de poder presentes neste territ?rio. Com essa concep??o foi analisada a arquitetura institucional predominante no meio rural e sua articula??o na din?mica metropolitana. Com apoio dos resultados apresentados na pesquisa de campo foi encontrada a possibilidade de elaborar um quadro comparativo entre o modelo de desenvolvimento territorial ideal versus o modelo de desenvolvimento da RMPA. E, portanto, ao analisar as limita??es e desafios encontrados, foi verificado que a RMPA est? aqu?m do modelo ideal de desenvolvimento territorial.

In this sense, the state is one of the agents, together with farmers, associations, trade unions, social movements, whose actions cause repercussions in various dimensions of rural from the moment that institutionalizes and implements public policy. By Law No. 11.947 / 2009, the Brazilian State undertook to states and municipalities the obligation intended, at least 30% of funds transferred by the National Fund for Education Development (ENDF), to purchase the small farmer products and their organizations that will be used for School Feeding. The insertion of the small farmer in the National School Feeding Programme (PNAE), as supplier of agricultural genres, is a Brazilian state action geared specifically for rural segments most vulnerable by the import substitution industrialization process. In Santo Antonio de Jesus, Community Sapucaia, through the Association of farmers, sought means of insertion in the program, achieving the feat in 2014 and 2015. The repercussions of this action have resized the objects and actions systems to the point of occasioning a productive reorganization of rural properties inserted in the PNAE. This finding was obtained from this research that aimed to analyze the spatial organization of farms of small farmers in the Sapucaia community from the insertion of the Association in the PNAE in Santo Antonio de Jesus, Bahia. It is considered that the inclusion in the program allows farmers to market their products for a value consistent with the market, decreases the middleman role of action, ensures a fixed income per year and contributes to the enhancement of local agriculture / O processo de reorganiza??o do espa?o rural decorre das a??es realizadas por diferentes agentes com interesses e objetivos espec?ficos. Nesse sentido, o Estado ? um dos agentes, em conjunto com os agricultores, as associa??es, os sindicatos, os movimentos sociais, cujas a??es provocam rebatimentos em v?rias dimens?es do rural a partir do momento em que institucionaliza e executa as pol?ticas p?blicas. Atrav?s da Lei N? 11.947/2009, o Estado brasileiro incumbiu aos estados e munic?pios a obrigatoriedade de destinarem, no m?nimo, 30% dos recursos repassados pelo Fundo Nacional de Desenvolvimento da Educa??o (FNDE), para compra de produtos do pequeno agricultor e suas organiza??es que ser?o destinados a Alimenta??o Escolar. A inser??o do pequeno agricultor no Programa Nacional de Alimenta??o Escolar (PNAE), como fornecedor de g?neros agr?colas, ? uma a??o do Estado brasileiro voltada especificamente para os segmentos rurais mais fragilizados pelo processo de industrializa??o por substitui??o de importa??o. No munic?pio de Santo Ant?nio de Jesus, a Comunidade da Sapucaia, atrav?s da Associa??o de agricultores, buscou meios de inser??o no programa, alcan?ando o feito em 2014 e 2015. Os rebatimentos dessa a??o t?m redimensionado os sistemas de objetos e os sistemas de a??es ao ponto de ocasionarem uma reorganiza??o produtiva das propriedades rurais inseridas no PNAE. Tal constata??o foi obtida com a realiza??o desta pesquisa que objetivou analisar a reorganiza??o espacial das propriedades rurais dos pequenos agricultores da comunidade da Sapucaia a partir da inser??o da Associa??o no PNAE no munic?pio de Santo Ant?nio de Jesus-BA. Considera-se que a inser??o no programa permite ao agricultor comercializar seus produtos por um valor condizente com o do mercado, provoca a redu??o da a??o do papel do atravessador, assegura uma renda fixa ao ano e contribui na valoriza??o da agricultura local.
