Dopady Světové finanční krize 2008 na střední a východní Evropu / Impact of the Financial Crisis of 2008 on Central and Eastern Europe

This dissertation deals with the development of the economies of Central and East Europe, which are also the new EU members. States, in the sequel of the global financial and economic crisis. In the theoretical part of, among other things, there is the issue of financial system crisis and subsequent economic recession, whic brouhgt long-term economic stagnation, substantial losses in production, consumption, investments, and foreign trade. The main dissertation shows, partly the situation in selected states of Central and East Europe before and during global financial and economic crisis, on the other, this dissertation is monitoring existing course according to basic macroeconomic characteristics of selected countries in this region. The result is a capture, valorization and subsequent summary of the macroeconomic characteristics, the analysis of Eurostat data and UNCTAD, showed the differencies between impact of financial and economy crisis on selected countries in Central and East Europe. According to the obtained data, which were analysed before 2014, it can not be said, that the economic recovery of selected countries was strong enough in order to keep all the values of macroeconomic indicators which were at levels that these countries reached before financial and economy crisis.

The theoretical part reviews scientific literature focused on sources and methods of using European funds. In the practical part the selected projects realized by the town Domažlice illustrate how the town uses the opportunity to draw funding from the EU funds for the urban development and for improving the quality of life.

Problematika zadávání veřejných zakázek hrazených prostřednictvím dotací poskytnutých Evropskou unií / The issue of public procurement financed by means of grants provided by the European Union

The thesis deals with the issue of public procurement co-financed through EU subsidies. The theoretical part in the first part focuses on the law of public procurement, its presentation in the Czech Republic and explanation of important terms that are related to public procurement. Another part is devoted to EU legislation and methodological guidelines regulating the area of public procurement co-financed by the EU. In the analytical part they are identified and evaluated the most common errors that occur in public procurement co-financed by the EU in the period 2009 - 2016 according to the Managing Authorities and intermediate bodies, which are complemented by national and European practices of the courts and decisional practice of the Office for the Protection of Competition. Another section contains an overview and analysis of the errors made by contract owners according to the Office and misconduct in public procurement under the Rural Development Programme and Operational Programme for Fisheries in the Ministry of Agriculture and the State Agricultural Intervention Fund in the years 2014 - 2016 according to the Supreme Audit Office. At the end there is an analysis of public procurement in the RDP 2014 - 2020. In conclusion, recommendations are made to eliminate errors and summarized results of the work.

The goal of this thesis, which focuses on tourism as an element of the social-economic potential of Nymburk, is to provide an explanation of the problems related to tourism in this area. In order for the region to develop, cultural-historical sights are necessary. There are plenty of these in Nymburk. The potential that the city offers has not yet been fully realized and because of this it is possible to plan many projects with EU assistance for the development of the area. The thesis focuses on the description of tourism in the Central Bohemian region and directly in the town Nymburk and offers possibilities for future development. In order to understand the changes needed a survey was created and sent to 150 respondents. The summary of the results shows the attitude of the Nymburk citizens regarding the state of services, local policy, and offers suggestions for change. A SWOT analysis was made on the basis of the strategic city plan for finding the strategic advantages. It is supplemented by a Fuller triangular matrix which clearly highlights the most important aspects.

This thesis investigates the use of share funds for development of infrastructure services in the agro-tourist farm Michlová Hut with emphasis on the possibility of reconstructing the former pond as water area for recreation. In this thesis an analysis of tourist attractions in the area, was evaluated in tourism infrastructure and the survey was to determine the interest of visitors in recreational water area. The assessment questionnaire is interested in surface water confirmed subsequently was therefore analyzed the possible co-financing from EU funds. In conclusion, however, showed that although the pond by the visitors found the application of farm and its reconstruction would increase the attractiveness of the farm for visitors to the appropriate EU funding currently is not.

1 Political Role of Courts and Judges from a European and Comparative Perspective Zuzana Vikarská The submitted dissertation examines European apex courts (i.e. the Court of Justice of the European Union and the European Court of Human Rights) and aims to answer the research question whether these judicial institutions are political and, if so, in what sense. The author puts forward five perspectives from which the political role of courts and judges can be analysed. The first dimension perceives judges as human beings who are influenced not only by legal rules but also by various non-legal influences, including political ones. In the first dimension, the notion of politics therefore stands in contrast to a certain idea of legal purity and separation of law from politics. This first dimension covers various jurisprudential perspectives on judicial decision-making, but also issues such as transparency of judicial institutions or the quality of judicial reasoning. The second dimension looks at the nomination procedures that lead to judicial appointments at the European apex courts. In this case, politics means the participation of political actors in the process of selecting candidates for the judicial functions. Legal aspects of the single European currency adoption in the Czech Republic The Czech Republic as a member state of the European Union is obliged to adopt the single European currency as soon as possible. This commitment is connected with plenty of tasks that have to precede the euro adoption. The fulfilment of convergence and legal criteria belongs to main assignments. The purpose of my thesis is to define the main aspects connected with the adaptation process of the Czech legal environment according to demands of the European law that have to precede the euro introduction and prepare a suitable environment for its troublefree functioning. The thesis consists of five chapters, each of them dealing with different aspects of the single European currency adoption. First chapter is introductory and outlines the main questionable issues that I deal with in my thesis. Second chapter brings general aspects of the single European currency introduction, especially explains briefly a history of the constitution of the economic and monetary union, further specifies legal and economic conditions necessary for euro adoption.
