The academic research into Project Finance lags far behind the practice of it. Project Finance, with limited or non recourse debt as its defining characteristic, has been growing tremendously since 2001 and is set to grow even further. This is due to the massive spend in infrastructure both globally and in South Africa, the need for private sector involvement and the limited capacity of corporations‟ balance sheets to fund such projects. Given this setting, this research aims to act as a catalyst for the development of a theoretical foundation of Project Finance in South Africa and to encourage further research. There were two phases to the research. The first phase consisted of an analysis of twenty two case studies on international projects that have used Project Finance, with the aim of extracting theories, principles and lessons that can be used to form a theory base. The second phase consisted of sixteen interviews with South African Project Finance industry experts, based on the theory from phase one, with the aim of exploring the current state of South African Project Finance. The first phase resulted in a broad description of the theory of Project Finance that can be used as an introduction to Project Finance or as a base for further research. The second phase produced a portrayal of South African Project Finance as it relates to the theory with specific recommendations for further research into Project Finance in South Africa. This thesis describes the development of a technique for measuring frequency noise of semiconductor lasers. Equivalent laser linewidths were calculated from frequency noise measurements on several InGaAsP lasers with short external cavities to give single mode operation. Conventional 250 um lasers demonstrated linewidths of about 125 MHz-mW, compressively strained quantum well lasers of commensurate length had linewidth of 37 MHz-mW, and 500 um strained quantum well lasers had linewidth of 18 to 28 MHz-mW with an apparent strain dependence. The short external configuration allowed selection of a number of laser modes. Measurement of linewidth variation with laser mode showed a 20% to 40% change over six to eight modes. The system was adapted to make measurements of the optical frequency tuning with fine external cavity length change. This measurement provided a novel means to estimate the linewidth enhancement factor and the reflectivity of the external cavity element. The estimated values of the linewidth enhancement factor for 250 um conventional and quantum well lasers were found to be in the correct ratio to account for the measured difference in linewidth. / Thesis / Master of Engineering (ME)

A qualitative study of the relationship between external agents and policy professionals within the Swedish administration. The thesis has its starting point in the study "Makt utan mandat" and strives to explain what happens with the political process when more external agents enter the political market. The theoretical base is the policy process and lobbying researchers Hall & Deardorffs model which argues that when external agents exist on the political scene, the influence of political appointees decreases. The model is tested against empiric material, derived from nine qualitative interviews performed on individuals who, in different ways, participate in the policy process. The interviews were conducted during the autumn of 2015. In summary one may argue that the political power in Sweden has changed due to the fact that more external agents and the policy professionals, has entered the political market, and the thesis proves, with limited empiric material, that political appointees and lobbyists participate in the same phase of the policy process.
