Profitability and social acceptability of tractor and animal draught enterprises operating on selected smallholder canal schemes in Vhembe District, Limpopo Province, South Africa.

M. Tech. Agriculture / Shortly after World War two (WWII), the South African government responded to the mounting food production crisis in the homelands by introducing public tractor services. Establishment of irrigation schemes and provision of public tractor services for use by smallholders were two important government-initiated modernisation projects in the homelands. It was in line with the idea of modernisation that smallholder irrigation schemes were the prime target for public tractor services, and this lead to the rapid abandonment of the use of animal draught for cultivation on these schemes. By the time public tractor services were completely dismantled, cultivation on smallholder irrigation schemes had become almost entirely dependent on tractor draught. Thereafter, hiring the services of privately owned tractor enterprises became the principal way in which farmers on smallholder irrigation schemes in Limpopo Province cultivated their plots. The rising cost of hiring private tractors placed financial stress on the cropping enterprises of smallholder irrigators, generating interest in alternatives that were more affordable. Animal draught represents an attractive alternative to tractor draught. Whereas prevailing economic circumstances on smallholder irrigation schemes favour the adoption of cultivation systems that are cheaper than those offered by private tractor enterprises, it is not known whether animal draught land preparation enterprises are an appropriate alternative to the existing tractor enterprises from an economic and social perspective. In order to resolve this knowledge problem, the current study was done with the following two main objectives: to determine the profitability of the different types of land preparation enterprises operating on smallholder canal irrigation schemes in Vhembe District Municipality; and to determine the social acceptability of these different types of land preparation enterprises by measuring the perceptions of the quality of the cultivation services provided by these enterprises among plot holders on these schemes.

An evaluation of selected appropriate irrigation technologies for small-scale farmers.

South Africa lacks affordable irrigation technologies suited entirely to the needs of small-scale farmers. This is mainly due to the past emphasis on large, commercial farming technologies and the misunderstanding that emerging farmers can utilise scaled down versions of such technologies. It is now believed that increased irrigation amongst smallholders could largely assist with food security and poverty alleviation in South Africa. The object of this project was therefore to evaluate selected appropriate irrigation technologies that are currently being used in other developing countries with the intention of introducing them into South Africa. A literature review on all the irrigation technologies currently being used by small-scale farmers in South Africa was performed. The literature review provided information on the factors affecting the adoption of irrigation technologies. Selected technologies, namely, various low-cost, manual pumps and drip irrigation kits were then imported and evaluated under local conditions. The evaluation process was divided into two sections. Qualitative evaluations were carried out on farms and by farmers themselves and quantitative evaluations were carried out in laboratories and closely monitored field trials. A South African prototype pump was then designed and built following the knowledge gained from testing the imported pumps. The prototype was tested and then refined and rebuilt. The qualitative test results showed a very positive reaction from farmers towards the pumps. The drip irrigation kits were often not used as a result of a lack of understanding by the farmers. The laboratory test phase highlighted the more critical components of the pumps. A recommended introduction strategy was then developed and is presented. This evaluation process and introduction strategy could in future be used as a guideline when developing other suitable technologies for small-scale farmers.I wish to certify that the work reported in this dissertation is my own unaided work except where specific acknowledge is made. Genetically modified (GM) maize cultivation by smallholders in the Eastern Cape Province of South Africa: Effects on target and non-target organisms and adoption challenges

The use of genetically modified (GM) maize technology is subject to compliance with stewardship requirements and the adoption of specific management practices that promote the long-term effectiveness and environmental sustainability of the technology. For smallholders to comply with these requirements and adopt the desired management practices to ultimately benefit from the technology, they require information that creates awareness of the value of these requirements. To determine what information farmers receive about GM maize and how this information is disseminated to farmers, face to face interviews were conducted with 81 extension personnel and 210 smallhoder GM maize farmers in the Eastern Cape Province of South Africa. The effect of Bt maize introduction and management practices in smallholder maize agroecosystems in the Eastern Cape on Bt maize target [Busseola fusca (Fuller) (Lepidoptera: Noctuidae)] and non-target insect pests [Agrotis segetum (Denis & Schiffermüller) (Lepidoptera: Noctuidae), Helicoverpa armigera (Hübner) (Lepidoptera: Noctuidae)] and a snail species, [Cornu aspersum (Müller) (Gastropoda: Helicidae)] was determined through laboratory, field and cage experiments. The effect of smallhoder farmers‟ GM maize cultivation practices on the profitability of GM maize technology was also determined through on-farm trials in different localities of the Eastern Cape identified as hot-spots for stem borer and weed infestation. Results of surveys indicated that extension personnel had a low level of awareness of GM maize technology stewardship requirements. GM maize technology was also largely disseminated to smallholder farmers through non-participatory approaches and print media sourced from GM seed companies. Although farmers had a high level of contact with extension services, they lacked access to information about GM maize technology. Smallholder farmers‟ level of awareness about GM maize and compliance with the requirement for the planting of non-Bt maize refuge areas adjacent to Bt maize was also very low. While Bt maize event (MON810) commonly cultivated by smallholder farmers in the Eastern Cape Province had a variable effect on A. segetum under laboratory conditions, it had no effect on the incidence of plants damaged by A. segetum and C. aspersum under field conditions. The incidence of H. armigera damage on Bt maize plants was however significantly affected by Bt maize. Populations of B. fusca collected from smallholder maize fields in the province were observed to be still highly susceptible to Bt maize. Results of on-farm evaluation of the profitability of GM maize revealed that stem borer pressure, growing conditions, input supplies and market access affect the productivity and profitability of GM maize cultivation. Challenges within the extension and advisory services of the Eastern Cape which can militate against smallholder farmers‟ ability to benefit from GM maize technology and sustain the long-term efficacy of the technology were identified during this study. Given these challenges and the fact that the cultivation of GM maize may not be profitable under typical smallholder maize cultivation conditions and management practices, dissemination approaches that provide farmers the opportunity to evaluate GM maize technology alongside alternate technologies under their conditions, may prove beneficial.

Evaluation of the socio-economic performance of smallholder irrigation schemes in Idutywa Village of the Eastern Cape Province

South Africa and other African countries are faced with high levels of food insecurity and poverty levels as a result of slow growth of the macro economy and weak or sluggish rural development. Irrigation scheme development is seen as an important strategy to address the challenges faced by households in rural areas and restores growth and enhanced livelihoods. While the international experience shows that Irrigation schemes are potentially transformative of poor communities and have been operational for many years now, there is no marked improvement in living conditions of rural households in terms of livelihoods and income. This raises the question as to whether or not the schemes are viable from a socio-economic perspective and whether or not there are reasons for concern and revision of the policy framework for smallholder irrigation schemes. As a result of that, the broad objective of the study was to evaluate the contribution of smallholder irrigation schemes to household income and food security of rural households in Idutywa village of the Eastern Cape Province in South Africa. Specifically, this research investigated the major factors that influence their performance, impact of irrigation farming on rural livelihood and household food security as well as identifying the possible opportunities of production that would improve their performance. The study was carried out in Idutywa villages of the Eastern Cape Province in South Africa and employed survey data obtained from 107 households. The study employed a cross-sectional research design and the study employed stratified random sampling. The study made use of descriptive and inferential statistics to estimate the central tendency and dispersion as well as testing the hypothesis that there is a difference in the contribution between irrigators and non-irrigators using STATA and SPSS. Probit regression model was used to estimate factors that influenced the performance of smallholder irrigation schemes. The descriptive statistics employed included means, percentages and frequencies on the socio-economic characteristics of households in the study areas. The results show that females were dominant with a representation of 66.7 percent. The majority of households were aged and the mean age was 65 years. High level of illiteracy in the project area was revealed by the data. The average number of years, households spent in school was between 6 years to 10 years in school. Farming was found to be the major agricultural economic activity. Sixty-three (63 percent) were full time farmers. The results further show that household size ranges between 1 to 5 persons. The households were shown to be mostly dependent on social grant with household income hovering around R 1 000. The results from propensity score matching revealed that irrigation exerts a positive impact on household income. This provides sufficient evidence that irrigation schemes do make a contribution to rural livelihoods through their effect on household income and food security. This implies that government should continue investing in irrigation schemes as part of a strategy to grow the rural economy and improve rural livelihoods. This is in line with the Agricultural Policy Action Plan (APAP) and National Development Plan (NDP) of South Africa. Probit analysis suggests that age of the households, household size and market were some of the key determinants that positively influenced households’ decision to participate in smallholder irrigation schemes while access to credit had significant but negative effect on households’ decision to participate in smallholder irrigation schemes. Based on the findings highlighted above, it is recommended that addressing such barriers may create enabling conditions that would encourage households to access and participate more effectively in smallholder irrigation schemes.

Analysis of the impact of Smallholder Irrigation Schemes on the choice of rural livelihood strategy and household food security in Eastern Cape

Since the end of Apartheid, the South African government has invested substantially in smallholder irrigation schemes, particularly in the former homeland areas. One of the primary goals for establishment of these schemes was to solve food security problems. Sadly, these efforts have not produced the desired results, and poverty has deepened. The question that can be asked is: What is it that makes South African smallholder agricultural sector seemingly impervious to the interventions that government has made in targeting smallholder farmers since the dawn of democracy in 1994? In order to address such a question, a set of structured questionnaires was used to interview 100 smallholder irrigators and 100 non-irrigators using multistage stratified random sampling technique in the Amatole, Chris Hani and OR Tambo District municipalities. Demographic and socio-economic characteristics of smallholder irrigators and non-irrigators around Qamata, Pendu, Tyhefu, Merelles and Ntshongweni irrigation schemes were measured using descriptive statistics. Profitability between the two groups was measured using gross margin analysis (GM). The Probit model was used to determine the factors that affect smallholder farmer‘s choice of participation in irrigation schemes. The impact of irrigation participation on yields, crop sales and food security was estimated using the propensity score matching (PSM) technique. The impact of irrigation participation of smallholder farmer‘s choice of livelihood strategy was estimated using the multinomial regression model. The results showed that male respondents were dominant with a representation of 63 percent and average mean household size of 4 persons with the household head having spent at least 7 years at school. Farming was found to be the major (64 percent) occupation in the study area with an average income of R2 944.52 per cropping season. Both irrigating and non-irrigating smallholder farmers in the study area used improved, fertilizer and tractor for production. Overall, smallholder farmers spent 30.9 percent of their household income on food with irrigators‘food spending lower than those of non-irrigators. The gross margin analysis suggests that the irrigated farmers were in a better position to afford enough food in order to satisfy their household requirement. Findings from the Probit regression and Propensity Score Matching are consistent across the methods, indicating that irrigation participation has a positive influence on crop yields, income and consumption expenditure. Probit regression further showed that age, quality of land, access to credit, access to market, distance to the scheme and membership of another society/association have a positive impact on access and use of irrigation and are significant at p < 0.05 percent level. The Propensity Score Matching using Nearest Neighbour and Kernel Matching Methods of the outcome variables, total farm income and food consumption patterns, shows a positive and statistically significant result at p < 0.05 percent level. The nearest neighbour matching method shows that irrigators received higher farm income R2044.01 than non-irrigating farmers R622.12. The Average Treatment Effect on total food expenditure was negative both in the case of NNM and KM algorithms, indicating that participation in irrigation can decrease the expenditure levels on food from R933.30 to R926.70. This could be due to the fact that irrigating farmers produced enough for home consumption than non-irrigators. The multinomial regression model shows that irrigation participation influences smallholder farmers choice of livelihood strategy and these variables were statistically significant at p < 0.05 percent level. These results provide insights to address the question as to the appropriate development path for transition from homestead to irrigation. Continued support to smallholder farmers in the forms of funding, extension services and improved technologies is certainly needed to enhance food security.

The viability of small-scale farming at the Tyhefu Irrigation Scheme, Eastern Cape

This investigation is conducted against the background of current attempts to rehabilitate and revive the now defunct Tyhefu irrigation scheme. The poor track record of many irrigation schemes (despite huge investments) in the former homelands has prompted the government to reconsider its active and direct role in small-scale irrigation farming. This has resulted in the closure of many irrigation schemes including Tyhefu irrigation scheme. The new policy framework in South Africa, known as the irrigation management transfer, is premised on the transfer of ownership, authority and responsibility of small-scale irrigation schemes from government to the farmers. Tyhefu irrigation scheme was a state-driven, top-down initiative. This study argues that the justifications for the Tyhefu irrigation scheme were conflated, with the result that the need for political control of the Tyhefu area far outweighed the considerations regarding the financial viability and sustainability of the proposed project. Given the repressive political climate of the time in South Africa, the planners' proposals were a mechanism for the realization of the socio-political and economic agendas of the apartheid state and Ciskei government. Although technical factors critical for project success were examined, little or no attention was paid to the socio-economic aspects. For the planners, the main requirements for success entailed centralized managerial control, no participation of the beneficiaries, capital intensive and sophisticated agricultural techniques and the production of high value crops. Therefore, it can be argued that the nature of the planning and implementation of the Tyhefu irrigation scheme was ill-conceived, short-sighted and misguided. A review of the literature on irrigation development on the African continent provided useful insights for this study. The lessons from irrigation development experience in Sub-Saharan Africa indicate that the continent is littered with examples of derelict and costly failures. What stands out in many of these irrigation projects is their over-emphasis on technical issues to the complete neglect of human and other social aspects. Working partnerships between the farmers and irrigation scheme management could, thus, not be realized. Almost without exception the case studies used here indicate that the industrious type of farmer was never developed as was envisioned in the planning documents. Neither were rural livelihoods improved in a sustainable manner. The findings of this study suggest that irrigation management transfer is a complex and delicate process. In this new set of arrangements, beneficiaries face formidable challenges in terms of capacity (human and financial) if small-scale irrigation farming is to become a viable sector. No doubt, the viability and sustainability of the Tyhefu irrigation scheme demands a comprehensive package of interventions that address various issues of markets and marketing, capital investment and access to finance, technology, education and training, support and extension services. It is evident that institutional aspects and the related issue of functional literacy require much more attention than thus far. As a result, at the moment there is no possibility for independent agricultural production. / KMBT_363

Farmers’ perception on factors influencing small-scale vegetable production at Tsengiwe village, South Africa

Food security and self-sufficiency in the rural areas has been and remains a major concern for the South African government. The study aimed to investigate farmer’s perception of factors influencing small-scale vegetable production in Tsengiwe village in the Eastern Cape. The research focus was on the following aspects that may have an influence on small-scale vegetable production: socio-economic factors, production and resource deficiencies and the impact of indigenous leafy vegetables. The researcher conducted several demonstration workshops during the field work. The pilot studies and community engagements were essential to extract knowledge systems embedded in the cultural traditions of indigenous or local communities. The action research was part of the reflective process of broadminded problem solving led by researcher and community. The research approach used a triangulation research method to extract information, whereby both quantitative and qualitative research was used to ensure greater accuracy. The main data collection was obtained from interviews with small-scale farming households in the Tsengiwe area. The study revealed that households were dependent on elderly female pensioners to source food and water. These women received most of their income from social grants and were mainly responsible for all farming activities in the households. Most households attempted to produce vegetables, although food security and self-sufficiency through own production was rarely achieved.Other perceived farming challenges included: lack of market accessibility, irrigation infrastructure, drought, financial limitations and soil degradation. Indigenous leafy vegetables were found to play a nutritional role in times of food shortage and not as much for their medicinal value. The study recommended the following interventions: Support for the elderly women in development and production practices, interventions to address factors affecting vegetable production, improving soil structure, working towards food self-sufficiency, moving away from dependence on mechanisation in rural farming.

An assessment of the impact of animal traction on rural household food security: a case of Damane rural community of Cofimvaba in the Eastern Cape Province of South Africa

This dissertation assesses the impact of animal traction on rural household food security. Since rural communities do not have sufficient agricultural capital to purchase improved agricultural technologies for better crop production, and often lack knowledge and skills to apply improved technologies low-cost alternatives must be sought. For these reasons, animal traction has been seen by researchers as an affordable, easy-to-use, sustainable and appropriate operation for crops production in rural areas. Animal traction has been long used and it continues to be used in rural areas to improve food insecurities. But the system confronts a number of constraints that impede the development of its full potential and these should be addressed in order to reap the full benefits of agricultural restructuring in the rural areas. A study was carried out in Damane rural village under Ntsika Yethu Municipality in the Eastern Cape where animal traction is very popular. A total of 80 small-scale farmers were interviewed by means of structured questionnaires to collect data from adopters and non-adopters of animal traction. A wide range of analytical techniques were employed to assess the impact of animal traction on household food production. Descriptive statistics was employed for analyses of demographic, agricultural production process of the surveyed households and challenges encountered by households. Multiple Linear Regression was applied to determine the factors affecting animal traction use and the extent to which they contribute to gross farm production. The results of the multiple linear regressions showed that animal traction played a significant role in the total output of all the crops produced last season. The results of the t- tests showed that animal traction was the most effective technology compared to the simple hand-tools such as fork, fork spade and hoes. The binary logistic regression was employed to test the probability that resource poor households would adopt animal traction technology. It is therefore recommended that government should support animal traction users by providing all the necessary resources for development of animal in rural South Africa.

Barriers and incentives to potential adoption of biofuel crops by smallholder farmers in selected areas in the Chris Hani and O.R. Tambo district municipalities, South Africa

Since the launch of the Biofuels Industrial Strategy in 2007 by the South African government, only a few smallholder farmers have adopted biofuels for production. The government hopes to stimulate economic development and alleviate poverty by targeting areas that were previously neglected for agriculture by the apartheid government. However, there still appears to be a lack of a clear and comprehensive policy framework for the development of a South African biofuel industry, because the proposed initiatives have not been implemented to date. There are also concerns among stakeholders that government policy is taking too long to formulate, compounding existing uncertainty in the industry. This study therefore aims to identify barriers and incentives that influence the potential adoption of biofuel crops in selected areas in the Eastern Cape Province, South Africa. The study utilised a semi-structured questionnaire to record responses from 129 smallholder farmers that were identified through a snowballing sampling technique. Descriptive statistical analysis and a Heckman two-step model were applied to analyse the data. Analysis was done using SPSS 21 and EViews 8. Results obtained showed that the variables: arable land, incentives offered, challenges faced, labour source and farm experience were statistical significant at 5 or 10 percent p value to awareness of farmers to biofuel crops. Adoption of biofuel crops was statistically related to gender, qualification, membership to association and household size. The study recommends that the Biofuels Industrial Strategy Policy be revisited in order to have a mechanism of including smallholder farmers that it aims to empower with employment and improvement in their livelihoods. The government can help smallholder farmers by addressing the challenges they face in improving their output. Furthermore, it recommends that a national study on barriers and incentives that influence the adoption of biofuel crops be carried out in order to identify other factors that may hinder the Biofuels Strategy Policy aims in empowering the disadvantaged farmers.

Agribusiness challenges to effectiveness of contract farming in commercialisation of small-scale vegetable farmers

The spread of contract farming in South Africa in recent years has provoked an ideological debate in literature. Linking small-scale vegetable farmers with lucrative agricultural markets through agribusiness value chains is seen as one of the foremost emerging agricultural practices to develop the subsistence farming sector into a mainstream economic sector – thereby revitalising the rural economy and alleviating poverty levels in the developing rural areas of South Africa. However, the challenges agribusiness and small-scale farmers experience in contract farming engagement and the prospects for enhancing the inclusion of small-scale farmers into modern value chains remain open to debate – two decades after transition to democracy. Yet the factors and mechanisms influencing the effective application of contract farming in the transition to commercial farming by small-scale farmers have not been thoroughly explored in South African research. Despite the efforts and the substantial investments made and the various policies and initiatives instigated to fast-track the linkages of small-scale farmers into high-value markets, the success stories of previously disadvantaged farmers operating in commercial agri-food chains are rare. Given the millions of small-scale farmers in former homelands alone, the negligible number of small-scale farmers successfully operating in commercial agri-food chains shows that the objectives to enable small-scale farmers to improve their livelihoods through participation in commercial agri-food chains have not yet been met. The broad objectives of the study were therefore to investigate the agribusiness challenges inherent in contract farming and the conditions and incentives required by agribusiness firms to engage small-scale vegetable farmers in contract farming programmes. Furthermore, the study examined the role played by the South African government to reduce the high transaction costs incurred by agribusinesses when engaging small-scale farmers in contractual arrangements. The Amathole and Sarah Baartman (formerly Cacadu) district municipalities in the Eastern Cape Province of South Africa were chosen as the composite survey area for this study. A predominantly qualitative research approach was applied to gather data on the phenomena under study. The following methodologies and research instruments and tools were selected. Firstly – as the secondary component of the research – a systematic review of literature to date was conducted to guide the empirical research and primary methodology. Secondly, the empirical component of the study comprised a questionnaire survey, unstructured interviews and focus group discussions. The questionnaire survey was used to collect data from the agribusiness firms in the area surveyed concerning the following aspects: the significant determinants of contract farming, the incentives required by the agribusiness firms to engage small-scale vegetable farmers in their contract farming programmes and the challenges faced by agribusiness firms in their interaction with small-scale farmers in contractual arrangements. Unstructured interviews were used to gather data from officials at each of the three levels of government – the Department of Rural Development and Land Reform nationally, Department of Agriculture and Land Reform provincially and (at local government level) two district municipalities – on the role played by government to reduce the high transaction costs incurred by agri-firms when procuring agricultural raw materials from small-scale vegetable farmers. Focus group discussions were conducted with small-scale farmers regarding their perspective on working with agribusiness firms and to establish the distinguishing characteristics of small-scale farmers in the area surveyed. Relevant policy documents collected from two of the three representative groups of the study population, i.e. agribusiness personnel and government officials, provided the essential context. The study revealed a limited number of contract farming business linkages between small-scale vegetable farmers and agribusiness firms in the survey area. Those that do exist are problematic to both the agribusiness firms and the small-scale farmers. It emerged that the contract farming environment in the area surveyed is highly polarised and characterised by a fundamental conflict of interest between agribusiness and farmer. Among the divergent key factors inhibiting contract farming engagement were a lack in terms of quality seeds, trust, entrepreneurial skills and formal contract agreements. Asset endowment (both land and non-land assets) was found to be significant pre-selection determinants in the farmer’s capacity to be contracted. Access to innovative technology, as well as government incentives such as production inputs, were found to be critical to agribusiness firms to engage smallscale farmers in their contract farming programmes. Government assistance in terms of high transaction costs to agribusiness firms working with large groups of small-scale farmers was found to be essential but inadequate under current policy. This impacts directly on the effectiveness and promotion of contract farming. Furthermore, the current results corroborate the findings of numerous South African studies in the vast body of worldwide research. Firstly, lack of land and non-land assets continue to be major impediments to the direct participa-tion of small-scale farmers in contract farming programmes and, secondly, the transaction and market information costs incurred by agribusiness prevent the participation of less endowed farmers in contract farming programmes. Conducted within the interpretivist paradigm, the explorative research identified wide-ranging challenges in the relationship between agri-business and small-scale farmers which directly impact the effective-ness of contract farming as a development and agrarian reform strategy. Despite their problematic relationship, however, agribusiness and small-scale contract farmers were in agreement that the government needs to expand its support for agri-firms to incentivise greater numbers of small-scale farmers having the opportunity to achieve commercial status through contract farming. The study therefore recommends a collaborative partnership between private firms and government, with state support through revised policies and development programmes. These amendments are crucial to enhancing the engagement of small-scale vegetable farmers in lucrative agri-food chains.
