Magister Economicae - MEcon / In South Africa, as in many developing countries, most households are poor and do not save, as a result of which they do not acquire any positive net worth and which also constrains access to formal means of finance. South Africa is a consuming nation, with increasing ratios of household consumption resulting in dissaving and often unsustainable levels of household debt, which is also stimulated by the current lower level of interest rates. This situation is worse amongst poorhouseholds who also often experience financial shocks, for instance because of the death of family membersas a result of HIV/AIDS. This report provided an overview of household saving in South Africa for the period 1983 to 2003. It identified the main factors responsible for the lack of a commitment to saving which are particularly relevant in the case of poor households. / South Africa

An investigation into constraints impacting on small micro and medium enterprises (SMMEs) access to finance in Buffalo City Metropolitan MunicipalityDlova, Mzwanele Roadwell January 2012 (has links)
Internationally, in both developed and developing countries, it has been accepted that SMMEs are the backbone and the driving force of economic growth and job creation. In South Africa, SMMEs account for approximately 60 per cent of all employment in the economy and more than 35 per cent of South Africa's Gross Domestic Product (GDP) (Ntsika, 1999:38; Gumede, 2000:67 and Berry et ai, 2002 in Kongolo, 2010:235). SMMEs are often the vehicle by which the lowest income people in our society gain access to economic opportunities. The sector represents 97.5 per cent of the total number of business firms in South Africa and that it contributes 42 per cent of total remuneration. SMMEs account for some 3.5 million jobs and have between 500 000 and 700 000 businesses (Abor and Quartey, 2010:2337). Due to the above-mentioned contribution, the South African government initiated a number of SMME support programmes aimed at promoting, growing and developing the SMME sector. As a result, a number of national government agencies such as the National Youth Development Agency (NYDA), Khula Finance Limited, the National Development Agency (NDA), the Small Enterprise Development Agency (SEDA) and many other national , provincial and local government organizations were established post 1994. However, despite the concerted efforts by government to develop the sector, SMMEs are, after 17 years of democracy, still faced with enormous challenges such as access to markets, information, appropriate technology, finance, to mention but a few. Of the above-mentioned challenges, access to finance is on top of the list of these. This study, therefore, is aimed at investigating external, institutional and internal constraints impacting on SMME access to finance in the Buffalo City Metropolitan Municipal area. The study is also aimed at ascertaining which of the abovementioned constraints have the greatest influence to SMME access to finance. In developing the framework of the study, recent empirical research conducted around the country and internationally on constraints influencing SMME access to finance (Bbenkele, 2007:18; Ganbold, 2008:45; Mahadea and Pillay, 2008:99; Chenesai, 2009:135; Zindiye, 2009:78; Fatoki and Garwe, 2010:2765; Pandula, 2011 :257) was drawn upon. In order to meet the objectives of the study, a simple random sample survey of 50 SMMEs in the Buffalo City Metropolitan Municipality (BCMM) jurisdiction was conducted. The profile of the SMMEs was very similar to that of other studies that focused on constraints to SMME access to finance. A structured questionnaire was used to collect data from SMME owner-managers and a response rate of 60 percent was achieved . The results of the study indicated that the high cost of credit and interest rates and Value Added Tax (VAT) registration were the key external factors that impacted on SMME access to finance. Generally, SMMEs are viewed by lending institutions as high risk category. Therefore, even though interest rates have come down significantly, the cost of credit and interest rates still remain a constraint. The study also found that even though the South African Revenue Services (SARS) has increased the VAT threshold to R1 million (South African Revenue Service, 2007: 29), SMMEs still struggled to register for VAT. With regards to the institutional factors, the study revealed that ineffective support services provided by private and public SMME support agencies, the lack of communication of these services (access to information) and the lack of the subsequent follow-up services were the key constraints to SMME access to finance. The results of the study indicate that those firms with good track record, high annual turnover, sophistication and diverse skills, good credit record, good cash flow, proper financial records, bankable and viable business plans, collateral and registered for VAT were more likely to have access to finance than their counterparts. The main conclusion of the study is that the internal factors turned to have the greatest influence to SMME access to finance. However, there is more to be done by private and public SMME support agencies and lending institutions to address the above-mentioned institutional constraints which have a negative influence to SMME access to finance. It is recommended that more in-depth empirical research be conducted on the support services provided by private and public SMME support agencies in terms of the services that they offer the effectiveness of the services and how these are communicated to potential customers. It is also recommended that training workshops aimed at addressing the intemal constraints identified be conducted. Also recommended is the development and implementation of sector-specific mentoring programmes for the owner-managers. Strategies to improve the awareness of support services provided by SMME support agencies need to be developed. This would ensure the effective use of these services by SMMEs. It is also recommended that SMME support agencies and lending institutions staff be trained in order to better understand and be more responsive to the owner managers' needs. Linkages with tertiary institutions in planning and conducting the training needs to be made.

The behaviour and fundamental determinants of the real exchange rate in South AfricaTakaendesa, Peter January 2006 (has links)
Real exchange rates have important effects on production, employment and trade, so it is crucial to understand the factors responsible for their variations. This study analyses the main determinants of the real exchange rate and the dynamic adjustment of the real exchange rate following shocks to those determinants, using quarterly South African data covering the period 1975 to 2005. It begins with a review of literature on the determinants of the real exchange rate and provides an updated background on the exchange rate system in South Africa. An empirical model linking the real exchange rate to its theoretical determinants is then specified. In contrast to previous analyses, this study augments the cointegration and vector autoregression (VAR) analysis with impulse response and variance decomposition analyses to provide robust long run effects and short run dynamic effects on the real exchange rate. The variables that have been found to have a long run relationship with the real exchange rate include the terms of trade, real interest rate differential, domestic credit, openness and technological progress. The estimate of the speed of adjustment coefficient found in this study indicates that about a third of the variation in the real exchange rate from its equilibrium level is corrected within a quarter. The impulse response functions broadly corroborate the theoretical predictions, but only the terms of trade, domestic credit and openness have a significant impact on the real exchange rate in the short run. However, only shocks to the terms of trade and domestic credit have persistent effects on the real exchange rate. Results from the variance decompositions are largely similar to those from the impulse response analysis. The terms of trade, domestic credit and openness are the only variables found to significantly explain the variation in the real exchange rate. The most interesting result that emerged from this analysis and is supported by previous research is that among other determinants, the terms of trade explain the largest proportion of the variation in the real exchange. On balance, the evidence therefore suggests that real exchange rate fluctuations are predominantly equilibrium responses to real and monetary shocks rather than fiscal policy shocks.

Determinants of economic growth in South Africa: an economic analysis of the Keynesian macroeconomic modelNach, Marida Nephertiti January 2016 (has links)
A country’s performance is commonly measured by its Gross Domestic Product (GDP). The Gross Domestic Product in Developing Countries (DCs) can be seen confusing and unbalanced, with regular and unconditional falls and booms. This study aims at examining the factors that affect the Gross Domestic Product (GDP) of Developing Countries (DCs) whereby South Africa is being selected as a representative. An econometric analysis of the Keynesian model is adopted to test the South African Gross Domestic Product (GDP) over a decade (10 years). The methodology conducted uses quarterly time series data from the South African Reserve Bank (SARB) where the South African Gross Domestic Product (GDP) is modelled as a function of consumption expenditure, domestic investment, government spending and export/import of the country. This is in order to determine which of these factors best explain South African economic growth dynamics. The variables in the model are tested for stationary and the result shows that the variables become stationary at 1st difference, except for consumption which become stationary at 2nd difference. The Ordinary Least Squares (OLS) results confirm that consumption, investment, government spending and net export all have a positive impact on Gross Domestic Product (GDP). The findings suggest that the South African Gross Domestic Product is mainly influenced by consumption, followed by investment. In the recommendation context, the study recommends that South Africa should continue to maintain price stability while at the same time endeavour to attract more investment to the country. Moreover, Developing Countries need to maintain a fiscal discipline without necessarily losing sight of the international dynamics. For further areas of studies, the study recommends more analysis on macroeconomic policies that are comprehensive and can cover all aspects related to the Keynesian model of economic growth. Finally, it is necessary to remind that the findings and recommendations drawn from the study are limited to the concept of South Africa and are based only on the results from the empirical analysis conducted.

The research for this study was guided by the question on whether the financial inclusion improvement strategies of the South African government adequately address the financial inclusion targets, as set out in the National Development Plan. This descriptive non-empirical study was conducted by means of a literature review. The secondary data used for the study were collected from a number of sources, namely: (i) the 2015 Brookings Financial and Digital Inclusion Project report; (ii) the 2014 Global Findex survey; (iii) the InterMedia surveys; (iv) Financial Access surveys; (v) various national FinScope surveys; and (iv) a number of working papers of the World Bank related to financial inclusion. The data revealed that South Africa, with its sophisticated financial sector, was early to adopt policies and initiatives to advance financial inclusion and the country has experienced a noticeable increase in financial inclusion from 61% in 2004 to 87% in 2015. South Africa is 3% away from its National Development Plan goal of 90% financial inclusion by 2030. This indicates that overall, the financial inclusion initiatives adopted by the South African government were successful.

The study examines exchange rate volatility and inflation in South Africa over the period of 1987- 2012 using annual data. With the use of VAR, ADF unit root testing and Johansen for cointegration the study examines the relationship between exchange rate volatility and inflation in South Africa. The study also examines other variables, which are Money Supply, Trade Openness, Real Interest Rate and Real Gross Domestic Product (RGDP), if they had an impact on inflation and had contributed significantly to inflation during the period under review. All macroeconomic variables were identified to have an impact on inflation in the long-run. Exchange rate volatility was identified as the main variable that had substantial impact on inflation rate. The study recommended the current system used by the authorities was working well, as they can pursue a countercyclical macro policy, but also continue to manage the float by intervening to stabilize the exchange rate. The reason for this recommendation was that because one of the advantages of floating exchange rate is freeing internal policy, with a floating exchange rate, balance of payments disequilibrium would be rectified by a change in the external price of the currency. However, with a fixed rate, curing a deficit could involve a general deflationary policy resulting in unpleasant consequences for the whole economy such as unemployment.

The interface between financial management and marketing management in South African businessesMcLaren, Joseph Ignatius January 2013 (has links)
This study investigates the interface between financial and marketing management in South African businesses by investigating the financial and marketing-management processes. This process orientation highlighted important interactions between the two functions. A critical analysis of secondary resources produced a clear theoretical foundation on which the development of the proposed interface framework was based. The critical literature analysis indicates four steps in the financial management process, namely, financial analysis, financial decision-making, financial planning and financial control (independent variables) and five steps in the marketing management process, namely, understanding the marketplace as well as customer needs and wants, designing a customer-driven marketing strategy, constructing an integrated marketing programme, building profitable relationships and capturing value from customers in the form of profits and customer equity. These steps were used to derive a proposed theoretical framework that shows how the steps in the financial-management process relate to those in the marketing-management process. The framework also indicates the perceptions of managers on the interface between the two functions. The perceptions on the interface include aspects such as the level of communication between the two departments, the understanding of each other‟s function and the flow of information between the two departments. From this framework, the six hypotheses were formulated to test the proposed relationships. The focus of the study is on the interface between financial management and marketing management; therefore, the population of this study comprised of financial and marketing managers in South Africa. The primary data relating to the interface between financial management and marketing management was acquired by means of an on-line web-based survey. Descriptive statistics was used to present, analyse and interpret the results of the data analysis. Various inferential statistical techniques (T-tests and chi-squared tests) were employed to determine whether respondents‟ perceptions of the items in the measuring instrument differed as result of whether they were employed in the finance or marketing sections of the business. Correlations (Pearson Product Moment correlations) were calculated for the purpose of investigating the relationships between the financial and marketing management variables used in this study. Factor analysis showed that financial management consisted of four factors that corresponded with the steps in the process, and marketing management produced five factors that related to the steps in the marketing management process. Lastly, statistical tests (MANOVA) were conducted to determine whether the perceptions of respondents, with regard to the financial and marketing management variables, were influenced by selected demographic variables. The results of the empirical study indicated positive relationships between all the variables in the framework. The marketing management factors, namely, mix and profit, reported the lowest correlations compared to the financial management factors. It was also found that financial and marketing managers had different perceptions of the steps in the financial-management process but that they did not have different views of the steps in the marketing-management process. Furthermore, financial and marketing managers had different opinions about the long-term perspective of the business as well as conflicting views with regard to the flow of information from finance to marketing. Financial managers were of the opinion that marketing managers did not understand financial methods and procedures and were unable to specify their requirements to finance. The proposed framework could be seen as the start of marketing theory development on finance interaction as it showed that interface relationships could be further explored.

The third sphere of government (Local Government) has been persistently clouded by unfavourable Annual Financial Statement (AFS) audit reports. This results in local government losing credibility and its stakeholders losing confidence in the institutions or municipalities. In-depth analysis of the root cause of this dilemma is an opportunity for the municipality to reorganise its house and redeem its dignity and credibility to its stakeholders through addressing the identified challenges. The importance of the study can be attributed to the need to investigate the root causes of unfavourable audit opinion and recommend possible remedies that can assist municipalities to improve their audit report outcomes which in turn will improve the confidence of its stakeholders. The primary objective of the study was to investigate variables that impact on the audit report outcomes on annual financial statements of the municipalities that are within Alfred Nzo District (AND) Jurisdiction, including Alfred Nzo District Municipality (ANDM). This was achieved through investigating the root causes of the audit report outcomes with specific focus on the relationship that exists between the management role and audit outcomes of the Alfred Nzo District Municipalities. This was measured by the municipality’s leadership, governance, internal controls and human capital management. Convenient sampling was used wherein 150 questionnaires (30 per municipality) were sent out to the selected employees in all the municipalities in the Alfred Nzo District. Out of the questionnaires that were sent out, 103 responses were received. These were analysed to draw findings, conclusion and recommendations. The empirical results of the study revealed that there is strong evidence that leadership, governance and human capital management have a positive influence on the municipality’s AFS audit report outcomes. It also revealed that there is overwhelming evidence that internal controls have a positive influence on the municipality’s AFS audit report outcomes. The study recommends how leadership, governance, internal controls and human capital management must be improved. It also provides future research recommendations to improve this study.

Evaluating the effectiveness of the business funding model in developing small, micro and medium sized enterprises (SMMEs) with particular reference to OR Tambo District MunicipalityYalezo, Bhasela January 2013 (has links)
A great deal of taxpayers’ money has gone to a lot of SMME development initiatives. Despite this effort over the past 17 years, South Africa (SA) lags behind other developing countries, in promoting the growth and sustainability of SMMEs. The impact and achievements of government initiatives have fallen disappointingly short of aspiration (Business Development in South Africa. 2009. Occasional paper). Aims and Objectives: •To evaluate and reflect on the OR Tambo District Municipality SMME funding model and establish whether it has made the desired impact. •Determine if funds that have been channelled by the SA government to SMMEs for business expansion, start-ups, grants, and special industry development have yielded quantifiable results and •Assess the private funding institutions in assisting destitute entrepreneurs in the OR Tambo District municipality. Research methodology: The study was conducted using qualitative research and a questionnaire was used as a data collection tool. The researcher was able to get valuable information on stakeholders in the SMME sector. The stakeholders (SMMEs and funders), formed the core research sample. Results: findings suggest that the OR Tambo Municipality has a funding gap and the current funding model both from public and private funders is not effective in developing SMMEs in the municipality. The overwhelming majority of SMMEs agreed that there is a funding gap between funders and enterprises that seek funding in the ORTDM. “Financing gap” terminology, Underhill Corporate Solutions (UCS) (2011:52) defines it as, ‘a sizeable share of economically significant SMEs cannot obtain financing from banks, capital markets or other finance suppliers.’ About 90 percent of the interviewed SMMEs agreed that there is huge funding gap and 10 percent disputed this and said that there is no funding gap; rather, it’s a funding mismatch between the funders and SMMEs which needs to be tackled by all SMMEs stakeholders. The funding model needs to be revamped so it can also be accessible to start-ups, the unemployed, people with less business management experience and limited skills, and to all sectors of the economy. Various recommendations and suggestions for further research are made based on the research findings. Conclusion: The study has shown that the current SMME funding model is not effective and does not assist in developing SMMEs in ORTDM. The research findings depict the funding plight of SMMEs in South Africa; the SMME plight in ORTDM is more real than imaginary. 70 percent of SMMEs expressed less confidence in government SMMEs agencies in terms of assistance. The bigger portion of SMMEs felt that the funds channelled to government agencies were not providing significant assistance in developing SMMEs in ORTDM. Recommendations: The conclusive response from the sample, reflect structural challenges in the current funding model. About 70 percent of funding institution`s officials said “yes”, the low yield on SMME growth is a matter of funding. The funds which were meant to fund SMMEs for one reason or the other do not reach SMMEs which are looking for funding. Hence the funds channelled in the sector in the last 17 years have not yielded the desired results. 40 percent interviewed government officials conceded that there is serious political meddling in funding SMMEs in the whole province and ORTDM could not be an exception to this rule. 80 percent of interviewed SMMEs in ORTDM said funding was their main problem, and the other 20 percent indicated that their problem was not a matter of funding. The public and the private sector must revise the current funding model or devise another funding model that will: •bridge the existing current funding gap, •distribute the SMME allocated budget and achieve maximum efficiency in budget allocation.

An assessment of information systems supporting procurement reforms in the Eastern Cape provincial governmentBosire, Samuel Mobisa January 2008 (has links)
As part of the on going financial management reforms, the South African Government introduced the Supply Chain Management (SCM) Framework. Since 2004, The Eastern Cape Provincial Government embarked on a process of ensuring that procurement reforms wrought by the advent of SCM are seamlessly ushered in. Information Technology (IT) and systems are a sine qua non in supporting the implementation of the SCM Framework. However, IT does not operate in a vacuum. Many other factors complement, supplement and influence the objectives sought through the use of Information Technology and systems. It is the confluence of this factors that eventually will determine that success or failure of using technology to support procurement reforms in government. The research investigates the factors affecting the success of the Information systems underlying SCM in the Eastern Cape Provincial government. Data for the research was gathered using a questionnaire administered to all Eastern Cape Provincial Government departments. The research borrows from Heeks’ ITPOSMO model in assessing SCM and Information Systems structures and processes and gauging their state of readiness to embrace procurement reforms envisaged through the SCM Framework. Because of the importance of having a strong IT functional unit in any government department, the study highlights IT issues that typically confront IT managers, especially in the public sector. Heeks’ ITPOSMO model emerges as a sufficient framework for identifying gaps that currently exist between the reality and perceptions on the readiness of IT to adequately support government procurement reforms. The dissertation concludes that the success of the system is dependent not only on the technological component of the system, but also on other factors.
