Inledning Kommunen och dess tjänstemän är en viktig aktör då det gäller att skapa goda levnadsförhållanden för sina invånare. På uppdrag av två kommuner har tjänstemäns tidigare erfarenheter av policyarbete och implementering undersökts. Policyprocessen är komplex och det finns ingen universell definition av policybegreppet. Policyn är en viktig del i den offentliga sektorn och är ett stöd i det hälsofrämjande arbetet. Syfte Syftet med denna studie är att undersöka tjänstemäns erfarenheter och upplevda behov inför implementering av nya policier. Metod En kvalitativ metod valdes för att undersöka tjänstemännens erfarenheter. Tre olika fokusgruppsintervjuer genomfördes med tjänstemän med olika befattningar. Analysen utgår från en kvalitativ innehållsanalys. Resultat Erfarenheter visar att policyn gärna får ha en koppling till det egna arbetet eller egna vardagen för att kännas relevant och intressant. En del policier upplevs vara mycket otydliga och svåra att följa. Vissa policier produceras för att det finns krav på att de ska finnas, men läggs sedan undan utan att användas. Rätt tidpunkt, god information och diskussioner upplevs som goda förutsättningar för att en bra implementering av policyn ska ske. För att en policy ska efterlevas kan gemensamma definitioner, kompletterande riktlinjer och en förståelse för policyns syfte vara betydelsefullt. Slutsats En strategi för hur nya policydokument ska spridas och en gemensam definition av bland annat policybegreppet kan vara lönsamt inför framtida implementeringsarbete. Även om implementering är kontextbundet och svår att generalisera kan en plan för framtida arbete vara lönsamt. On behalf of two municipalities; officials’ experiences of policy implementation was investigated. The policy process is complex and there is no universal definition of the policy concept. Policy is an important part of the public sector and creates a support in the health promotion work. Aim The aim of this study is to examine officials’ experience and possible needs when implementing a new policy. Method A qualitative approach was chosen to investigate the officials’ experiences. Three focus group interviews were conducted with officials with different positions. The analysis is based on a qualitative content analysis. Result Officials’ experiences show that a policy should have a connection to their work to gain relevance. Policies are often vague and hard to follow according to the participants. Some policies are produced because there are demands for them to be, but are then not put into practice. The findings show a diversity of needs regarding policy implementation. Needs that refer to definition of the policy concept, discussions concerning the existent policies to create understanding and knowledge, and continuous evaluation of the policies. Conclusions A strategy for diffusion of new policies and mutual definitions of the concept policy are important for future implementation of policies. Policies are difficult to generalize and its implementation is defined by its context. Although, a plan of implementation is by importance for future work in the municipalities.
