This diploma thesis is divided into theoretical and practical part and is realized through qualitative research, in the form of interviews with clients. Initially, the theoretical part deals with and explains the general facts that will help to more easily understand the whole issue. Here we find the concept of social work, social worker, prejudices against social workers and it also marginally deals with the ethics of social work. Subsequently, the concept of family is explained, I try to point out the importance of family for each of us. Furthermore, social work with the family, family rehabilitation. We will also find an explanation of the term of social activation service for families with children here. It is described first in general and then specifically in the town of Rakovník. The practical part consists, as it has already been mentioned, of qualitative research which is developed in the form of semi-structured interviews with clients. This thesis is focusing on families at risk of social failure in the Region of Karlovy Vary. The aims of this work are outlining social situation in the Region of Karlovy Vary, mapping network of social service for families at risk of social failure and finding out the most frequent problems these families are struggle with. Outputs are the recommendations for SOS Children's Villages in Doubí in Karlovy Vary based on above presented findings that tells which services for families at risk would be advisable to set up. In theoretical part of final thesis is defined the concept of family at risk and then based on foreign experiences are cited the principles of how to work with these families. Practical part is build on study of feasibility realizes by SOS Children's Villages Association, which was finding out neediness of social services for families at risk and children in the Region of Karlovy Vary, where this organization is considering realization of programs for family support.

Vliv rodičovství na pokles zaměstnanosti žen pečující o děti do tří let věku / Decrease in employment of women taking care of children under three years old as a result of parenthood

The dissertation addresses the issue of the relationship of parenthood, employment and economic inactivity of childcare holders. It focuses on the mother's motivation to work (mothers taking care of children under 3 years of age) in the context of Czech social policy measures. The aim of the thesis is establish proposals for measures that would encourage the motivation of women with children up to 3 years to return to work and simultaneously quantify the impact of these measures on the state budget. This dissertation builds up on the underlying studies (Jahoda, Šinkyříková, 2011; Kalíšková, 2012). These studies deal mainly with examining implemented reforms in the view of their support to women's employment and their effects on household incomes. The decision making of mothers about their involvement in the labour market was analyzed by indicator of Effective cost of return to work. Negative net financial effect of returning to work was found independently of the region and the extent of the examined working time of women, taking care of children up to 2 years. For mothers taking care of children from 2 to 3 years old was this negative net financial effect detected only partly. This result clearly demonstrates that mothers, taking care of children below 3 years of age, entering the labour market are confronted with very high additional costs that would not be covered by their income from employment and other received benefits. Estimated amount of potential wages, which would encourage women to return to work, reach in some cases up to four times the median wage of women in the region. Given these findings, this dissertation proposes several specific social policy measures, which would support the mother's incentives to work return. Economic effects of the proposed measures were quantified, including the cancelation of conditional entitlement to parental benefit, introduction of tax relief for working mothers and 50% relief on employer's mandatory contributions, which employ parents part-time. Implementation of these measures, which would motivate more women to return to work, would bring an estimated net income effect for the state budget amounting to 9.5 billion crowns per year.

Analýza rodinné politiky v České republice a na Slovensku / Analysis of the family policy in the Czech Republic and Slovak Republic

The subject of this thesis is an analysis of the family policy in the Czech Republic and Slovak Republic. Families with children are supported, either indirectly through tax measures or directly through the state social benefits. The main form of support for families with children in both countries is direct support. There is more emphasis on supporting low-income families in both the Czech Republic and the Slovak Republic therefore I devoted a crucial part of my work to this issue. The tax measures and various welfare benefits are defined in the theoretical part. The practical section first deals with the redistribution aspects of the family policy, where the main objective is to determine whether both countries are complying with the redistribution function, followed by the comparison, where differences of supporting families with children in the Czech Republic and Slovak Republic are described.

Problematika služeb sociální prevence pro ohrožené rodiny s dětmi ve vybrané lokalitě / The issue of social prevention services for at risk families in the chosen region

This thesis deals with problems of social prevention services for at-risk families with children in the selected location. The main objective for the author is whether the current institutional conditions for provision of social prevention for vulnerable families it possible to avoid placing children in institutional care. The second main objective is to identify problems related to the provision of these services within the institutional settings. The author, using several theoretical and factual resources, describes given issue and translates it to the enviroment of the village with extended powers Ústí nad Labem. Through expert research with selected involved we identified the main barriers which prevent the satisfactory provision of social prevention in the selected location. In Ústí nad Labem there is the highest number of at-risk families with children in the Czech Republic and social prevention services at the location in question are not sufficiently supported neither financially nor in terms off staff.
