Cultivating Change: Building on Emergency Food by Incorporating Fresh, Local Produce Into Hamilton's Food Banks to Overcome the Good Food Gap

<p>Multilaterally, Canada’s food system is not succeeding – this is related to jurisdictional disconnect in policy objectives and outcomes between aspects of the system. This “good food gap” requires integrated, system-focused solutions.Considering an ecosystems approach to biocultural anthropology and the community food security perspective, this thesis studied food banks’ use of fresh, local produce in Hamilton, Ontario – a city particularly affected by poverty and food insecurity. Mixed methods allowed a more holistic investigation: a nutritional assessment of 108 model grocery parcels from three Hamilton food banks over a local growing season was complemented by semi-structured interviews with 13 key stakeholders including food bank staff, clients and produce suppliers and others involved in community food work in Hamilton.</p> <p>Average parcel contents met or exceeded some nutritional targets, but other results were concerning: parcels contained high sodium levels, few servings of milk and alternatives and vegetable and fruit servings were seasonally-limited with fresh, local produce making a significant contribution during the harvest months. Also, parcels varied individually but those for smaller households were significantly more adequate than those for larger households. Non-nutritive benefits to food banks’ use of fresh, local produce were identified and seen to extend beyond the emergency food sector (EFS) though poor produce quality was considered a drawback. Infrastructure, knowledge and networks were the main categories of facilitating or limiting factors. These findings are situated within stakeholders’ discussions of the relationships between emergency food, food security, nutrition, culture and their future aspirations. The results support the position that overcoming the good food gap in Hamilton can be best accomplished by both improving the food bank system – such as through increasing the use of fresh, local produce – and moving beyond emergency food towards a just, sustainable, rights-based food system through the community food centre model.</p> / Master of Arts (MA)

Agricultural Cooperation and Horticultural Produce Marketing in Southwest Virginia

Agricultural production in Southwest Virginia is characterized by numerous small, geographically disperse farms dedicated to traditional practices of producing tobacco and cattle. Community leaders have expressed the desire to diversify the region's agricultural production base to include potentially more profitable commodities such as horticultural crops. In order for the small growers to penetrate the fresh horticultural market and compete with the larger production regions, they must organize themselves into a farmer cooperative that allows them to pool resources, reduce costs, and share risk. A successful cooperative will increase farm incomes for the region's producers. The co-op will strive to obtain a higher price for the commodities produced than that price which can be obtained by growers acting independently. The increase in farm incomes should offset forecasted decreases in agricultural incomes resulting from declines in the region's traditional production activities. Increased farm incomes for a large number of small growers should have a substantial impact on agricultural producers, marketers, and equipment suppliers and lead to economic development for the region as a whole. Several past horticultural cooperative efforts have been publicly financed and eventually failed for a wide variety of reasons. The methodology used in this research include surveying and interviewing marketing specialists, co-op managers, growers, extension agents, horticulturists, and other experts involved with both successful and failed cooperative efforts. The data gathered from these interviews has been used to identify key factors that have contributed to the success or failure of the other cooperative efforts. Based on the key factors identified from the research, a specific cooperative structure has been developed for the Southwest Virginia growers. This organizational structure incorporates into its legal documentation (bylaws, business plan, and marketing agreement) the critical factors that must be carried out by members, management, extension, and marketers in order to increase the probability for the cooperative's long-term survival and profitability. / Master of Science

Farm-To-Fork Fresh Produce Food Safety: An Evaluation of Perceptions, Knowledge, and Implementation of Good Agriculture Practices in Kentucky

Farmers’ markets have increasingly become a popular venue for purchase of fresh, locally-grown produce, with the number of farmers’ markets in Kentucky reaching an all-time high of 159 in 2016. Good Agriculture Practices (GAPs) is a program created by the USDA’s Agriculture Marketing Service to function as a food safety audit for small-scale fresh produce growers, such as those who sell fresh produce at local farmers’ markets. However, under the provisions of the Food Safety Modernization Act of 2011, small-scale farmers who sell an average of $25,000 in annual fresh produce sales across the span of three years are exempt from mandatory food safety certification. Many smallscale farmers in Kentucky fall below this threshold, and do not hold food safety certification. This study had two objectives: to investigate the practices, perceptions, and implementation of GAPs among small-scale Kentucky farmers who sell at farmers’ markets; and to create and evaluate the effectiveness of commodity-specific informational factsheets to disseminate food safety knowledge among small-scale Kentucky farmers. Data from the perceptions, practices, and implementation survey were analyzed from 160 completed surveys of small-scale fresh produce growers on-site at farmers’ markets in 21 counties across the state of Kentucky (see Appendix A). The results were mixed, with 90% of participants indicated familiarity with GAPs, but only 47% opting to practice water quality GAPs and 55% choosing to observe soil amendment GAPs. Participants did report slightly higher compliance with field sanitation (71%) and sanitary facilities (73%) GAPs, but indicated that cost (67%) and time (68%) were significant perceived barriers to completing a GAPs audit on their farm. Participants also failed to identify many sources of potential microbiological contamination, with soil only being identified as a source of pathogenic contamination by 41% of participants and irrigation water identified by 51% of participants. Even fewer participants believed that contamination could result from ice (26%) or refrigeration and cooling (28%). However, most respondents indicated a desire to undergo further GAPs education, and the factsheet evaluation data indicated that the factsheets were highly effective and had resulted in significant GAPs knowledge increases for participants.

Investigating the impact of retail and household practices on the quality and safety of ready-to-eat and ready-to-cook foods

Bacterial responses to environmental stresses may be easily observed and predicted under controlled laboratory conditions. However, realistic conditions encountered during manufacturing, in retail or in households may cause unpredicted responses of spoilage or pathogenic bacteria. Therefore it is essential to identify and understand the microbial dynamics under such conditions. The overall aim of the present study was to simulate the most common environmental conditions and consumer-style practices during storage or preparation of Ready-to-Eat (RTE) and Ready-to-Cook (RTC) products in the domestic environment, and predict the microbial dynamics which may deteriorate the quality or compromise the safety of these foods. Aiming to develop a unified mathematical model for the prediction of the growth of the specific spoilage microorganisms (SSOs), the spoilage pattern of three RTE acidic spreads of low pH was described in relation to microbial, physicochemical and molecular changes during storage. Results showed that the spoilage profile of the products was primarily affected by the initial pH and the storage temperature, despite the differences in their formulation. These findings enabled the assessment of two unified models (polynomial and Ratkowsky) for the prediction of the growth of lactic acid bacteria (LAB; SSOs) in such acidic spreads, using only the initial pH, the concentration of undissociated acetic acid and the storage temperature. The models were validated under realistic conditions in household refrigerators. Despite the abrupt fluctuations of the temperature during validation procedure, they both were able to adequately predict the growth of LAB in the spreads. However, the initial contamination level was proved to be necessary and crucial for the accurate prediction of microbial dynamics. The time-temperature profiles of the validation procedure revealed that the suggested storage conditions were not followed promptly and, therefore, concerns were raised on the effect of such consumer mishandlings on the safety of foods. Therefore, the responses of Salmonella spp. and Escherichia coli O157:H7 to the stresses encountered during frozen storage, thawing and cooking of ground beef, simulating typical scenarios followed by the consumers, were evaluated. The results revealed that the guidelines issued by the food safety authorities lack of some specific points that may affect the safety of the final product, such as the duration of frozen storage and the method of cooking. In particular, it was found that the heat resistance of E. coli O157:H7 was likely increased after long term frozen storage, while cooking in pan-grill did not ensure the safety of the final product, even when cooked at the suggested temperature. As shown in the first study, the initial contamination level played a significant role on the predictions of the models and further on the shelf-life of the products. Therefore, the dynamics of realistically low initial populations of Listeria monocytogenes and Salmonella Typhimurium versus higher levels of the pathogens (such those used during in vitro trials) in RTE fresh-cut salads were compared. In addition, any potential uncertainty sources for the growth potential of the pathogens in broth-based simulations were investigated. Results showed that the growth variability of low inocula is highly affected by the marginal storage temperatures, the indigenous microflora and the availability of nutrients. Because of this, growth from low populations showed the likelihood to exceed the growth derived from unrealistically high inocula, suggesting that ―fail-dangerous‖ implications may derive from such challenge tests. Data derived from this part were compared with broth-based simulations and the results showed that high uncertainty should be expected when extrapolating such predictions from low initial populations in fresh-cut salads, due to the various factors affecting the microbial growth on a real food, which are (inevitably) ignored by broth-based models. Overall, the present Thesis highlights the significant impact of consumer mishandlings on the food safety and quality of foods and contributes to the identification of unpredicted potential risk origins in the domestic environment.

Pro-poor value chain governance in the mtateni irrigation scheme at Tugela ferry, Msinga, KwaZulu-Natal

Magister Philosophiae - MPhil / This study explored value-chain governance in the Tugela Ferry Irrigation Scheme in KwaZulu-Natal, and presents data on input markets, vegetable production and output markets. Rural poverty is a major problem in post-apartheid South Africa, and smallholder agriculture has been identified by the Economic Development Department as a key component of its New Growth Path framework. Some scholars argue that since water is a scarce resource, irrigation farming should form a key focus of pro-poor land redistribution policy. The 1994 democratic dispensation saw the dismantling of the agricultural homeland parastatals which managed these schemes, causing them to collapse or near collapse. Yet they may have the potential to reduce rural poverty. While markets are key for viable production of fresh produce, some scholars assert that globally, input suppliers, food processors and supermarkets dominate the agro-food industry resulting in negative outcomes for smallholder producers. In South Africa, four major supermarkets (which together claim 55% of retail market share) were in the past located mainly in cities, but the trend now is that they are moving to small towns and townships. There are documented cases where pro-poor governance of fresh produce value chains has resulted in positive outcomes in South Africa. The re-governing markets concept which postulates that a multi-stakeholder approach to making the governance of agricultural value chains pro-poor, is offered as a solution to reducing poverty. This thesis argues that the incorporation of smallholder farmers into modern markets remains ineffective in dealing with poverty because it includes only a few smallholder farmers and those included face exclusion when they are exposed to harsh market conditions.

Cabotage : the effects of an external non-tariff measure on the competitiveness of agribusiness in Puerto Rico

Small islands developing states (SIDS) sustainability is a United Nations’ aim. Their markets are often influenced by external policies imposed by larger economies. Could an anti-competitive measure affect the food vulnerability of a SIDS? This research examines the effects of an external non-tariff measure (NTM) on Puerto Rico’s (PR) agribusinesses. It explores the effects of a maritime cabotage regulation (US Jones Act) on the affordability and accessibility of produce and grains. PR imports 100% of their needs of grain and over 85% of fresh produce. PR’s food imports are generally from the US and the trade service is restricted to the use of the US maritime transportation. As a result, the supply chain of these two sectors although different, are limited by the US Act that may impact the cost of food, its availability, firms’ efficiency and other structures of production. Using a mixed convergent design, PR’s agrifood supply chains were explored and analysed in relation to the maritime cabotage regulation. Oligopolistic structures and collusion between maritime transporters and local agribusinesses importers limit the access to data, but other internal factors also have a role. Fieldwork shows that while the cabotage regulation itself is a constraint, interaction with others NTM and the current political framework between US and PR are relevant. Factors such as lack of efficiency, poor innovation and a self-limitation of the agribusinesses firms were found. The novelty of this research is the use of mixed methods to evaluate the effects of cabotage on the agrifood supply chain.

L’objet central de cette thèse est la valorisation des produits frais de la pêche avec d’une part la question des modes organisationnels adoptés par les acteurs de la filière pêche en France et d’autre part la question des facteurs explicatifs des préférences des consommateurs pour ces produits.La théorie néo-institutionnelle sur les structures de gouvernance est utilisée pour analyser les différents modes organisationnels adoptés dans la filière. La théorie de l’innovation est mobilisée pour étudier les apports des innovations organisationnelles à la valorisation de produits frais. Les résultats de l’étude des structures de gouvernance révèlent la complémentarité entre marché et formes hybrides pour l’approvisionnement des grandes et moyennes surfaces en France. Les formes hybrides observées sont principalement la sous-traitance et le partenariat. Les résultats portant sur les innovations organisationnelles mettent notamment en évidence différentes formes de réponses apportées par les acteurs sur la qualité, la fraicheur, la traçabilité et la disponibilité du produit. Enfin, cette thèse a mis en oeuvre la méthode des choix multi-attributs pour analyser les préférences du consommateur de deux produits, le filet de poisson frais et la langoustine fraîche. Grâce à différents modèles logistiques, les résultats ont mis en lumière l’existence de trois catégories de consommateurs. Ils ont aussi confirmé l’existence d’un consentement à payer pour les attributs de fraîcheur, de qualité ainsi que pour certains attributs liés à l’environnement. L’originalité de la thèse est d’avoir inclus parmi les caractéristiques du produit l’attribut empreinte carbone. Elle contribue ainsi à éclaircir le débat sur les critères pertinents de durabilité à mettre dans le référentiel commun relatif à la labellisation des produits de la pêche maritime en France. / The central purpose of this thesis is the development of fresh fishery products with on one hand the issue of organizational methods adopted by stakeholders in the fisheries sector in France and on the other hand the question of explanatory factors in consumer preferences for these products. The neo-institutional theory of governance structures is used to analyze different organizational methods adopted in the industry. The theory of innovation is mobilized to study the contribution of organizational innovations in the development of fresh products. The results of the study of governance structures reveal the complementarity between the market and hybrid forms concerning the supply of supermarkets and hypermarkets in France. Mainly observed Hybrid forms are subcontracting and partnership. The results on organizational innovations highlight in particular various forms of responses from stakeholders on quality, freshness, traceability and product availability. Finally, this thesis has implemented the method of multi-attribute choice to analyze consumer preferences for two products, fresh fish fillet and fresh lobster. Through various logistic models, the results highlighted the existence of three categories of consumers. They also confirmed a willingness to pay for attributes of freshness, quality and certain environment related attributes. The originality of the thesis is to have included among product’s characteristics include the carbon footprint attribute. It thus helps to clarify the debate on relevant sustainability criteria to include in the common reference for labeling of sea fishing products in France.

The microbiological safety of fresh produce in Lebanon : a holistic 'farm-to-fork chain' approach to evaluate food safety, compliance levels and underlying risk factors

The consumption of unsafe fresh vegetables has been linked to an increasing number of outbreaks of human infections. In Lebanon, although raw vegetables are major constituents of the national cuisine, studies on the safety of fresh produce are scant. This research employed a holistic approach to identify the different stages of the food chain that contribute to the microbiological risks on fresh produce and the spreading of hazards. A thorough analysis of the institutional and regulatory framework and the socio-political environment showed that the safety of local fresh produce in Lebanon is at risk due to largely unregulated practices and shortfalls in supporting the agricultural environment as influenced by the lack of a political commitment. Microbiological analysis showed that the faecal indicator levels ranged from < 0.7 to 7 log CFU/g (Escherichia coli), 1.69-8.16 log CFU/g (total coliforms) and followed a significantly increasing trend from fields to the post-harvest washing area. At washing areas, Salmonella was detected on lettuce (6.7% of raw vegetables from post-harvest washing areas). This suggested that post-harvest cross-contamination occurs predominantly in the washing stage. At retails, a combination of observation and self-reported data provided an effective tool in assessing knowledge, attitudes and practices. It showed that the food safety knowledge and sanitation practices of food handlers were inadequate, even among the better trained in corporate-managed SMEs. Overall, the microbiological quality of fresh-cut salad vegetables in SMEs was unsatisfactory. The link between Staphylococcus aureus and microorganism levels on fresh salads vegetables and the overall inspection scores could not be established. On the other hand, inspection ratings on individual components, e.g., cleanliness and cross-contamination preventive measures showed significant correlation with Listeria spp. levels. Together, results confirmed that inspection ratings don’t necessary reflect the microbiological safety of fresh vegetables and that the application of control points of risk factors that likely to contribute to microbial contamination in the production environment are essential. The washing methods were limited in their effectiveness to reduce the contamination of parsley with Salmonella. In general, the pre-wash chopping and storing of parsley at 30ºC reduced the decontamination effect of all solutions, including sodium dichloroisocyanurate which was reduced by 1.3 log CFU/g on both intact and chopped leaves stored at 30ºC. In such conditions, the transfer rate of Salmonella from one contaminated parsley to subsequently chopped clean batches on the same cutting board(CB) recorded 60%-64%. Furthermore, the transmission of Salmonella persisted via washed CBs stored at 30°C for 24 h. It is recommended to keep parsley leaves unchopped and stored at 5ºC until wash for an optimum decontamination effect and to apply vigilant sanitation of CBs after use with fresh produce. This research presented important data for quantitative risk assessment for Salmonella in parsley and useful descriptive information to inform decision-makers and educators on microbial hazards associated with fresh produce in Lebanon. It also highlighted the risks areas that require urgent interventions to improve food safety. Considering the complex institutional and political challenges in Lebanon, there is an obvious need to direct development programs and support towards local agriculture production, effective education strategies and growing awareness of consumers and stakeholders on food safety related risks.

DEVELOPMENT OF HEADSPACE ANALYSIS OF LIVING AND POSTHARVEST FRESH PRODUCE USING SURFACE-ENHANCED RAMAN SPECTROSCOPY (SERS)

The increasing market demand for fresh produce promotes a keen interest in developing a rapid, sensitive and reliable method for monitoring plant health and determining the shelf-life of postharvest produce. The objective of this study is to explore the capability of Surface-enhanced Raman spectroscopy (SERS) in these applications. SERS integrates Raman spectroscopy which measures molecular vibrations and nanotechnology which enhances the weak Raman signals. Herein, we developed two SERS methods based on a surface detection approach using nanoparticles solution and a headspace detection approach using gold nanoparticles (AuNPs) fibers, to detect biochemical changes during postharvest storage of arugula leaves. Compared with surface detection, the headspace detection revealed significant spectral changes during the storage, particularly in the shifts around 500, 950 and 1030 cm-1. These changes analyzed using principal component analysis (PCA) to establish a prediction model for shelf-life determination. Through analyzing reference standard compounds, we identified the dimethyl disulfide (DMDS), 1-propanethiol and methanethiol (MT) were most likely to account for the signature spectra of headspace arugula at the late storage period due to the activities of spoilage bacteria. The headspace detection method was also applied to monitor the stress responses of living basil to abiotic stresses (pesticide/salinity). However, the volatile analysis of the basil plants response to abiotic stresses (pesticide/salinity) showed indistinctive results. In conclusion, the headspace detection based on SERS provides a new strategy for quality monitoring of fresh produce in the food industry.
