The question that guides this research is: How are hotels and restaurants created and developed in Libreville, Gabon? The level of poverty and the unemployment rate have pushed many people to become creative in finding a way to generate income. The resultant entrepreneurial activity is a key element in the potential economic growth of the country. The Gabonese Government took the initiative to promote SMEs by providing the necessary economic environment. However, from a financial perspective it appears that the majority of entrepreneurs are using their own capital to finance their business during the start-up and developing phases. The limited access to finance remains a major issue for entrepreneurs in both developed and developing countries. It is an ongoing challenge for them to acquire financial support from the available financial institutions. In order to make this study effective, a quantitative approach was followed. A selfadministered survey questionnaire was distributed to seventy owners and managers of hotels and restaurants. The findings show that the key elements which lead to the failure of SMMEs are; the limited access to finance to start up a new business, the lack of funds to maintain operating expenses during the start-up stage, the low return on investment and the mismanagement and poor understanding of the financial cycle of a start-up. Therefore this study proposes a business framework for venture creation and development so that entrepreneurs in Libreville will become educated in the correct procedures to successfully manage and grow their businesses, which will have a positive effect on the economy as more businesses become self-sustainable. SMMEs are regarded as an important means of addressing unemployment and poverty and boosting the economy of the country.

La professionnalisation de l’armée engagée par l’Etat (Gabon) au début des années 1999s’inscrit dans le prolongement des réformes institutionnelles issues de la démocratisation de lasociété et de la refondation de l’Etat. En effet, après la crise de frustration à l’origine duputsch de 1964 et les politiques clientélistes initiées par le monopartisme à tous les niveaux del’institution militaire, jusqu’en 1990 l’armée gabonaise s’inscrivait dans le schéma classiquede certaines armées d’Afrique noire dites énormes appareils bureaucratiques chargées desurveiller et de punir. Transformée en une armée prétorienne, l’armée gabonaise fut séparéede l’Etat son employeur. Soumise à l’épreuve de la professionnalisation, elle se réorganise, serestructure et se rationnalise adoptant ainsi une nouvelle posture aux côtés de l’Etat auprèsduquel elle s’affirme progressivement comme un acteur sociopolitique. Cette recherches’appuie sur des documents stratégiques, des faits concrets et des données empiriques pouranalyser la transformation d’une institution étatique, son nouveau rôle aux côtés de l’Etat, laSociété et la Nation / In the 1990’s, Gabon started the army’s professionalization. It was the continuation of theinstitutional reforms that came from the society democratization and the reform of the State.Indeed, after the frustration crisis and the 1964’s putsch which ensues from it, the single-partysystem introduced nepotism at all levels of the gabonese army. This army was since, and until1999, in the classic pattern of the « huge bureaucracy in charge of spying and crackingdown » like many black african armies. Turned into a pretorian army, the gabonese army wasseparated from the State, its former employer. Subject to the profesionalization, the gabonesearmy is now reorganizing, restructuring and rationalizing itself. So adopting a new positionbesides the State, the gabonese army is progressively affirming itself as a sociopolitical actor.This research work relies on strategic documents, concrete facts and empirical data to analyzethe transformation (structural and organisational) of a state institution and of its new rolebesides State, Society and Nation.

Eléments de description de l'orungu, langue bantu du Gabon (B11b)

L’étude présentée dans le cadre de cette thèse porte sur l’orungu, langue bantu classée B11b par M. Guthrie, parlée à l’Ouest du Gabon, dans la province de l’Ogooué Maritime, par l’un des peuples Ngwè-myènè (ou Myènè selon la dénomination administrative). Cette thèse constitue une première description présentant l’ensemble des éléments grammaticaux en incluant les plans segmental et tonal dans une analyse conjointe des niveaux phonologique, morphologique et post-lexical. On y traite, dans un premier temps, des phonèmes qui caractérisent l’organisation structurelle de la langue, du système des classes nominales et leur implication dans les modifications formelles des lexèmes, ainsi que de la description des alternances consonantiques. La deuxième partie traite conjointement de la morphologie et de la tonologie des différents éléments grammaticaux de la langue. L’établissement des schèmes tonals mène à montrer les processus de dérivation qui sous-tendent le passage de la forme indéfinie à la forme définie des nominaux. L’essentiel de la description verbale est basé sur la dérivation et la flexion verbale dans différents tiroirs de la conjugaison. La tonologie post-lexicale, enfin, décrit les modifications que subissent les schèmes de tonalité propres aux lexèmes lorsqu’ils sont à la fois placés dans certains environnements tonals et dans certaines situations syntaxiques, en tenant compte du type tonal propre aux unités lexicales. This PhD-dissertation is a study of Orungu, a Bantu language classified as B11b by M. Guthrie and spoken by a Ngwè-myènè people (or Myènè according to the administrative denomination) in the Ogooué Maritime province of Western Gabon. It presents a first descriptive study of the language and offers a general view of its grammar. It describes the most important segmental and supra-segmental or tonal features of its phonology, morphology and syntax. The first part is a description of the phonemes of Orungu, its noun class system, and its typical consonant mutations. The second part deals with the nominal and verbal morphology and the role tone plays at this level. The establishment of tone schemes results in a demonstration of the processes involved in the derivation of definite nouns from indefinite nouns. The description of the verb morphology is focussed on verbal derivation strategies and on the complex TAM-system involved in the verbal conjugation. The third and final part is a study of the post-lexical tone system and describes the mutations that lexical tone schemes undergo when they occur in certain tonal contexts and/or certain syntactical constructions.
