E, mais especificamente, os objetivos foram: i) identificar as principais dimensões de análise da gestão relacionadas à aprendizagem organizacional no contexto da educação profissional; ii) desenvolver processo de identificação de boas práticas de gestão da aprendizagem organizacional no programa de educação profissional do Ceará; iii) desenvolver modelo de difusão de Boas Práticas de Gestão na educação profissional no estado do Ceará. Optou-se como metodologia uma pesquisa tipo explicativa, dentro do contexto funcional das escolas de educação profissional do Ceará. Os sujeitos foram diretores de cinquenta e quatro escolas, pesquisados por meio de questionários enviados por email através de link e aplicados pela ferramenta survey monkey. O estudo, em seu referencial teórico, buscou uma visão geral sobre a aprendizagem organizacional, dentro do contexto das instituições como um todo, incluindo ambientes organizacionais não somente no contexto educacional. Os dados coletados foram analisados após elaboração de quadros e gráficos que demonstrassem através de números as respostas encontradas. Foram feitas análises descritivas, comparativas e interpretativas dos mesmos. Após análise dessas dimensões concluiu-se, resumidamente, que existem boas práticas de aprendizagem organizacional dentro das escolas de educação profissional, e precisa ser dada mais ênfase as mesmas como forma de disseminação entre toda a rede de escolas estaduais. Espera-se que as discussões e os resultados desse trabalho não se restrinjam somente aos sujeitos da pesquisa, servindo também para os estudos na área de práticas administrativas em ambientes institucionais que não sejam escolares. This research aimed to identify what are the learning practices experienced in Schools of Professional Education of Ceará, explaining what are the most identified and practiced, and therefore which ones are not as developed. And more specifically, the objectives were: i) identify key management analysis dimensions related to organizational learning in vocational education; ii) to develop the process of identifying good management practices of organizational learning in the professional education program of Ceará; iii) develop diffusion model of Best Management Practices in vocational education in the state of Ceará. It was chosen as an explanatory type research methodology within the functional context of vocational education schools of Ceará. The subjects were directors of fifty-four schools, surveyed through questionnaires sent by email through link and implemented by the monkey survey tool. The study, in its theoretical framework, sought an overview of organizational learning within the context of the institutions as a whole, including organizational environments not only in the educational context. The collected data were analyzed after preparation of charts and graphs to demonstrate by numbers the solutions. Descriptive, comparative and interpretive analyzes were made of the same. After analysis of these dimensions was completed , briefly , that there are good organizational learning practices within the professional schools of education , and must be given more emphasis the same as a way to spread among the entire network of state schools. It is expected that the discussions and the results of that work are not restricted only to the research subjects, also serving for studies in the area of administrative practices in institutional settings other than school.

Informacinių technologijų vaidmuo stiprinant socialinio kapitalo vidinius ryšius ir kokybę / Role of information technologies in strengthening quality of internal communications of the social capital

Magistro baigiamojo darbo tikslas - išnagrinėti informacinių technologijų poveikį kapitalo vidiniams ryšiams tiriamosiose organizacijose. Šį darbą sudaro dvi dalys: teorinė ir praktinė. / The purpose of this master work is to analyse influence of information technologies in the analized organizations on internal communications of the social capital. This work consists of two parts theoretical and practical. In the theoretical part the definition of the social capital, and its development are examined, the influence of information technologies on the social capital of communities and the role of information technologies in strengthening internal communications of the social capital in the organization are analysed. The position of information technologies in Lithuania, is reviewed as well. In the practical part organizations the interrelation of workers and information technologies of the analysed organizations and also their influence against each other are researched. Influence of the heads and methods of a management on strengthening of internal communications of the social capital are analysed too. Having generalized results of the research, it was found out, that in the investigated organizations information technologies improve an overall performance in time, carry out functions of dialogue and cooperation. Interaction of information technologies with internal communications represents the tool for maintenance and formations of the social capital in the organizations. Use of these tools depends on that as heads of the organizations care of the internal culture based on trust and psychological endurance of workers.

Para tanto, buscou-se conhecer as fases de implementação dessa política pública, analisar os gráficos de resultados das avaliações externas do SIMAVE das escolas pesquisadas e compreender até que ponto as ações gestoras contribuem para a melhoria dos resultados e implementação do PIP/CBC. Desta forma, no primeiro capítulo realizase uma descrição das escolas pesquisadas, apresentando as características gerais das instituições e os resultados educacionais das avaliações do PROEB e IDEB. No segundo capítulo, embasa-se o estudo nas obras de Luck referentes a gestão escolar e suas dimensões, no texto perfis de Liderança de Polon. Foi realizado, ainda, uma análise das ações gestoras a luz dessas autoras e de Eduardo Condé. A metodologia utilizada foi qualitativa através de instrumentos diversificados como observação do cotidiano dos gestores, análise de relatórios, revistas pedagógicas e entrevistas semiestruturadas. O estudo aponta a existência de boas práticas desenvolvidas pelas equipes gestoras das instituições pesquisadas que impactaram positivamente a elevação dos resultados e a implementação do PIP, mas, também identificou ações que precisam ser melhoradas para a obtenção de melhores resultados e eficácia da política. Sendo assim, o terceiro capítulo destina-se à proposição de um Plano de Ação tendo como objetivo central a elaboração de um Guia de Boas Práticas dos Gestores escolares e proposições para solucionar as fragilidades evidenciadas por este estudo, disseminando-as para todas as escolas da jurisdição. / This work, an Educational Action Plan (PAE), aims to analyze the management actions that contribute to the implementation of the intervention program Pedagógica- PIP / CBC and positively impact the performance of students in three public schools in the state of Minas Gerais / Brazil. Therefore, we sought to know the stages of implementation of this public policy, analyze the graphs of results of SIMAVE the external evaluations of the surveyed schools and comprehending to what extent management actions has contributed for the improved of the results and implementation of the PIP / CBC. Thus, in the first chapter, we conducted a description of the surveyed schools, presenting the general characteristics of the institutions and the educational results of the evaluations of PROEB and IDEB. On the second chapter, the study was based on Luck’s works related to school management and its dimensions and on Leadership profiles researched by Polon. It was also conducted an analysis of management actions under the perspective of such authors and Eduardo Conde. The methodology used was the qualitative through several instruments such as observation of the daily life of managers, report analysis, educational magazines and semi-structured interviews. The study shows the existence of good practices developed by the management who was surveyed in this study which positively impacted the evolution of the results and the implementation of the PIP, but, for the other hand, we found actions that need to be improved to achieve better results and effectiveness of the policy. Thus, the third chapter was dedicated to proposing an Action Plan with the main goal the create a Guide with good practices for school managers and proposals to solve the fragile points highlighted in this study, disseminating them to another schools of this jurisdiction.
