Les forêts françaises et luxembourgeoises sont des espaces économiques, destinés à la production de ressources ligneuses. Les forêts publiques relevant du régime forestier et les forêts privées ne sont pas soumises au même cadre législatif, expliquant les différences de mise en œuvre intellectuelle de la propriété forestière, au cours des phases de planification et de gestion, et de mise en œuvre matérielle de la propriété forestière, au cours des travaux et de l’exploitation. De plus, la multifonctionnalité de la forêt lui confère une grande importance environnementale au sens large. En effet, les espaces forestiers, gérés durablement, sont protecteurs des facteurs biotiques et abiotiques. Même si le droit forestier était particulièrement destiné à protéger la capacité de production de ressource ligneuse, il se révèle, à présent, être un outil de prévention et de répression permettant de soutenir l’accomplissement des missions économiques, écologiques et sociales attribuées à la forêt. En outre, le rapport complexe entre forêt et société impose une évolution constante de la valorisation et de l’organisation de l’accès du public aux espaces forestiers. Partageant une histoire commune, la France et le Grand-Duché de Luxembourg ont adopté une approche théorique de la législation forestière analogue, rehaussée de différences sectorielles révélatrices des enjeux et des préoccupations auxquels doit faire face le gestionnaire forestier pour garantir la pérennité de la forêt, des espèces qui la composent, des habitats qu’elle représente et du cadre de vie qu’elle offre / French and Luxembourg forests are economic areas for the production of wood products. Public forests and private forests are not subject to the same legislative framework. This explains the differences in forest management policy according to forest ownership in the planning and management phases, and in the implementation of forestry and harvesting operations. Also, forest multifunctionality is of great environmental importance in the broadest sense. Sustainably managed forested areas protect biotic and abiotic factors. Although forestry law was specifically intended to protect wood products production capacity, it appears at present to be a preventive and repressive tool to support the achievement of forest-related economic, ecological and social missions. In addition, the complex relationship between forests and society demands constant reevaluation of the importance and organization of public access to forest areas. Sharing a common history, France and the Grand Duchy of Luxembourg have adopted analogous theoretical approaches to forest legislation. This is brought into focus by the revealing nature of sectoral differences as to the stakes at issue and concerns faced by forest managers to ensure the sustainability of the forest, of its component species, of its habitats and the living environment it offers

De nombreuses études démontrent la ségrégation dont souffrent les habitants de certains quartiers. L'étude de la liste de ces derniers montre qu'une majeure partie d'entre eux sont des grands ensembles construits en France lors des Trente Glorieuses. Ces quartiers ont deux particularités : ils ont été bâtis à l'aide d'un modèle similaire et relèvent principalement du logement social. L'analyse du phénomène urbain, des politiques de la ville et de la situation de nombreux grands ensembles de copropriété montrent que le critère « logement social » ne suffit pas à comprendre l'ensemble des mécanismes de relégation observés. Les politiques de la ville, qui accordent un volet important à l'action sur le bâti, suggèrent aussi que la forme urbaine participe aux mécanismes d'exclusion. La question de l'impact de la matérialité de la forme urbaine dans la distribution sociale de l'espace urbain apparait alors. Cette thèse étudie les liens qui se tissent entre une société et ses espaces. Il s'agit de comprendre comment le social entre interaction avec le spatial. La réponse proposée se focalise sur le cas des grands ensembles français des Trente Glorieuses. En montrant comment la forme urbaine peut produire de la ségrégation, cette recherche met à jour les mécanismes cognitifs stimulés par la perception visuelle qui participent à la relégation des barres et des tours. Autrement dit, elle explique comment la vue procure un ressenti qui est, dans le cas de l'architecture domestique, une construction sociale et culturelle influant sur les perceptions du monde, les manières de faire, de voir et de penser, sur les comportements et les modes de vie des individus dans l'urbain. / Numerous studies, demonstrate the segregation from which the inhabitants of certain districts in difficulties suffer. Said studies show that most of these districts are old French "priority development area" zones (ZUP), that are complexes of tower and slab built in France between 1950s and 1970s. These neighbourhoods have two peculiarities: they were built with a similar model and most of them are social housing. Urban phenomenon, urban policies and the situation of numerous co-ownership show that the criteria «social housing» is not enough to understand the banishment process. Urban policies, which grant an important budget for the action on the built, also suggest that the urban form participates in the mechanisms of exclusion. Does the materiality of the urban form impact the social distribution of the urban space? Do slabs and towers participate in the banishment of their inhabitants?The asked question is about the links established between a society and its spaces. The aim is to understand how social can interact with space. The proposed answer focuses on the case of French global mass housing. Showing how urban form can produce segregation, this thesis reveals the cognitive mechanisms stimulated by the visual perception that are working to slabs and towers blocks relegation. In other words, it explains how the view provides a feeling that is, in the case of domestic architecture, a social and cultural construction affecting the perception of the world, ways of doing, seeing and thinking, of behaviours and lifestyles of people in the urban areas.

Contrasting Oil Security Objectives Within A Grand Strategic Framework: The Case of the United States and China

Energy is a critical component of a state’s national security and economic considerations, and beginning in the 20th century, this focus has been acutely centered on oil. Having evolved globally, consisting of well-developed financial markets and maritime and pipeline routes traversing the world, the oil market provides massive amounts of crude to countries on a daily basis. However, not all states simply rely on the market for oil security, and instead take additional steps to secure their respective supplies. Oil supply security is a critical driver for large, consuming states, and merits further study. And, in terms of demand on the global supply, and sheer size, there are two giants that stand out, and deserve a closer look: the United States and China. This research project approaches the task by understanding the grand strategies of both states. Using a grand strategic approach offers key advantages for analysis as both states pursue oil security in a strategic environment, and are forced to account for the various threats to supply, their own capabilities, and their ultimate security objectives. The methodology used is a comparative, focused case study, in order to draw out differences and similarities between these two large consumers, and as a way of further illuminating the oil security approaches of both states, this research generates an oil security rating system using weightings derived from a principal components analysis on multiple countries, among several indicators, over a 22-year period. Ultimately, the aim of this study is to demonstrate in as clear terms as possible, how these states pursue their respective strategies and whether each state may pose a threat to the oil security of the other, now or in the future.
