The risk management discussion of the credit fund of small and medium-sized enterprises of the Taiwan

Small and Medium Business Credit Guarantee Fund (SMEG) is the sole non-profit credit guarantee providing organization in Taiwan. The mission of the fund is to help small and medium enterprises in need of capital obtain bank loans, and, hopefully, to promote the domestic economy as well as create the empolyment opportunities. In essence the fund facilitates the implementation of public policy. As the business environment is completely changed, the goals of handling fund were shifted from a financial perspective to a business perspective. The demand for the credit guarantee of the bank loan has substantially increased. In order to meet the growing demand, the effective risk management becomes an important issue. This study examines the overdue ratio and the effect of the risk management from the perspectives of enterprises, banks and the macroeconomics. Findings include the following:(a)some certain affiliated trades and some scales of loans are associated with high overdue ratio; (b) lowering the rate of guarantee can reduce the overdue ratio; (c) there is a significant difference between the characters of the bank and the overdue ratio of SMEG; (d) in macroeconomics, the overdue rate of the SMEG are highly related to the economic indicators such as economic growth rate, money supply, heavy discount rate and unemployment rate. The previous indicators can be the reference indicator of the risk management of SMEG.

A new computational approach to the synthesis of fixed order controllers

The research described in this dissertation deals with an open problem concerning the synthesis of controllers of xed order and structure. This problem is encountered in a variety of applications. Simply put, the problem may be put as the determination of the set, S of controller parameter vectors, K = (k1; k2; : : : ; kl), that render Hurwitz a family (indexed by F) of complex polynomials of the form fP0(s; ) + Pl i=1 Pi(s; )ki; 2 Fg, where the polynomials Pj(s; ); j = 0; : : : ; l are given data. They are specied by the plant to be controlled, the structure of the controller desired and the performance that the controllers are expected to achieve. Simple examples indicate that the set S can be non-convex and even be disconnected. While the determination of the non-emptiness of S is decidable and amenable to methods such as the quantier elimination scheme, such methods have not been computationally tractable and more importantly, do not provide a reasonable approximation for the set of controllers. Practical applications require the construction of a set of controllers that will enable a control engineer to check the satisfaction of performance criteria that may not be mathematically well characterized. The transient performance criteria often fall into this category. From the practical viewpoint of the construction of approximations for S, this dissertation is dierent from earlier work in the literature on this problem. A novel feature of the proposed algorithm is the exploitation of the interlacing property of Hurwitz polynomials to provide arbitrarily tight outer and inner approximation to S. The approximation is given in terms of the union of polyhedral sets which are constructed systematically using the Hermite-Biehler theorem and the generalizations of the Descartes' rule of signs.

Possibilidades e limites do currículo escolar frente a situações de violência doméstica contra crianças e adolescentes: um estudo no Ensino Fundamental I da rede municipal de Osasco (SP)

The research takes place in the Elementary School in Osasco city, located in São Paulo state, Brazil. For this purpose, the study contextualizes the DVCA problematic within the critical perspective, presenting the conjuncture of Osasco city as well as the main programs which have being adopted in that city from 2011 to 2013. It presents the school curriculum commitment for tackling the DVCA issue, resuming the school social function. It uses focal groups, addressing the theme from different subjects present in school life in order to understand the representations and the factors which influence the school curriculum practices in approaching the issue. The study examines how the articulation of the school occurs with the System for Guaranteeing Children s Rights in the Eco-Political-Pedagogical Projects (EPPPs), the Annual Work Plans (AWPs) and the Annual Institutional Assessments of Education Units (EUs). The findings show possibilities in coping with DVCA through public policies and school actions. Furthermore, suggestions are made for strengthening the protection network of children s and adolescents rights, together with proposals for helping mobilizing different subjects. The conclusion highlights the relevance of considering the articulation and the collective and intersectoral action to deal with the DVCA issue in order to foster a gradual cultural change which regards the child as a subject of rights / Esta pesquisa procura estudar e apontar as possibilidades e os limites do currículo escolar em relação à identificação de situações de violência doméstica contra crianças e adolescentes (VDCA), e o faz no Ensino Fundamental I do município de Osasco. Para isso, contextualiza a problemática da VDCA na perspectiva crítica, apresenta a conjuntura do município de Osasco e os principais programas que vêm sendo adotados nessa cidade nos anos pesquisados: 2011 a 2013. Apresenta o compromisso do currículo escolar no enfrentamento da VDCA, retomando a função social da escola. Utiliza grupos focais abordando o tema a partir dos diferentes sujeitos presentes na vida escolar, de modo a compreender as representações e os fatores que influenciam as práticas curriculares da escola no enfrentamento da questão. Examina nos Projetos Eco-Político-Pedagógicos (PEPPs), nos Planos de Trabalho Anuais (PTAs) e nas Avaliações Institucionais Anuais das Unidades Educacionais (UEs) como tem se dado a articulação da escola com o Sistema de Garantia dos Direitos da Criança. Como resultado, apresenta possibilidades no enfrentamento da VDCA por meio das políticas públicas e de ações da escola, com sugestões para o fortalecimento da rede de proteção dos direitos das crianças e dos adolescentes e com propostas para ajudar na mobilização de diferentes sujeitos. A conclusão indica que se deve considerar a articulação e a atuação intersetorial e coletiva, no enfrentamento da questão da VDCA para promover uma gradativa mudança cultural que leve à consideração da criança como sujeito de direitos

[pt] A presente tese analisou as formas e estratégias de funcionamento dos serviços públicos que atendem crianças e adolescentes que moram nas favelas da Maré, no Rio de Janeiro, campo escolhido para esta pesquisa. A partir do conceito de práticas discursivas, tendo como base teórica os estudos de Michel Foucault, pôde-se constatar que o medo, os discursos e os estigmas sobre os territórios de favela, reforçados na sociedade brasileira, acabam naturalizando a violência sofrida por crianças e adolescentes. A análise permitiu identificar que a violência produz impactos na dinâmica de operação do Conselho Tutelar e das políticas públicas de Assistência Social, Educação e Saúde, atuantes no território. A pesquisa de campo, de natureza qualitativa, ouviu profissionais de diferentes níveis da gestão municipal das políticas públicas citadas. A partir dos dados obtidos, verificou-se que o processo de naturalização da violência se dá em um contexto atravessado pelas operações policiais e a presença de grupos criminosos no maior conjunto de favelas do Rio de Janeiro. Os resultados indicam que, além das desigualdades sociais, a violência armada funciona como entrave à garantia de direitos de crianças e adolescentes e, ao mesmo tempo, limita a oferta dos serviços públicos - o que reforça visões predominantemente negativas sobre os territórios de favela e seus moradores. / [en] This thesis analyzed the operating strategies of public services destinated to children and adolescents living in the favelas of Maré, in Rio de Janeiro, where the empirical research was conducted. Based on the concept of discursive practices, with Michel Foucault as our main theoretical reference, it was possible to see that the fear, the discourses and stigmas about the favelas, reinforced in brazilian society, ends up naturalising the violence suffered by children and adolescents. The analysis made it possible to identify that this violence produces impacts on the dynamics of the Guardianship Council and also in the public policies destinated to Social Assistance, Education and Health and how they operate in the territory. This qualitative field research involved talking with professionals working at the various social service centers, which are managed by the local government and related to the public policies mentioned above. Based on the data obtained, it was found that the violence s normalisation process takes place in a context recurrently affected by police operations and by the presence of armed civilian groups, in the largest group of favelas in Rio de Janeiro. The results indicate that, in addition to social inequalities, armed violence functions as an obstacle to guaranteeing the rights of children and adolescents, limiting, at the same time, the provision of public services - reinforcing predominantly negative views about favela territories and their residents.
