Este trabalho teve como objetivo principal identificar quais as competências necessárias e o papel do líder na implantação e desenvolvimento do modelo Michelin de gestão em grupos semi-autônomos, denominado Organização Responsabilizante (OR), com base na visão de líderes e liderados. Foi realizada uma pesquisa de estudo de caso, com abordagem quantitativa e qualitativa, tendo como unidade-caso a empresa Michelin. A amostra foi composta por 14 líderes atuantes na unidade e 170 funcionários. Foram utilizados como instrumentos para a coleta de dados a entrevista individual junto aos líderes, o questionário junto aos funcionários e análise dos documentos internos da empresa referentes ao processo de implantação e desenvolvimento do modelo. Os dados obtidos via questionário foram analisados com o auxílio do Software Excel e os dados obtidos por meio das entrevistas e documentos foram analisados por meio de técnicas qualitativas do método de análise de conteúdo. Os resultados, provenientes de uma análise comparativa global, revelam um consenso entre as descrições do Manual, a visão dos chefes e dos operadores. Identificou-se, no entanto, a necessidade de desenvolvimento das competências da chefia como facilitadora, estimuladora e orientadora, em função do impacto direto da mesma no processo de implantação e nos resultados dos Grupos Semi-Autônomos (GSAs), adiando o exercício da autonomia e consequentemente a efetiva participação dos operadores. Conclui-se que para o exercício das competências necessárias ao líder para o sucesso das ORs, a unidade-caso tem um importante trabalho a ser realizado. / This work had as main objective to identify the necessary abilities and the role of the leader in the implantation and development of the Michelin model of management in half-autonomous groups of workers, called Organização Responsabilizante (OR), according to the vision of leaders and employees. A research of case study was carried out, with quantitative and qualitative approach, having as unit-case the Michelin Company. The sample consisted of 14 operating leaders in the unit and 170 employees. The instruments used for the collection of data were individual interview with leaders, survey with employees and analysis of internal company documents referring to the implantation process and development of the model. The data collected using the questionnaire was analyzed with Excel Software and the interview data and documents was analyzed by means of qualitative techniques of the content analysis method. The results, proceeding from a global comparative analysis, disclose a consensus in the descriptions of the Manual, the vision of the heads and the operators. It was identified, however, the necessity of commands ability development as facilitators, stimulators and guides, due to their direct impact in the process of implantation and the results of the Half-Autonomous Worker Groups (GSAs), postponing the exercise of the autonomy and, therefore, operators effective participation. It was concluded that for the exercise of the leading necessary abilities for success of the ORs, the unit-case has an important work to be carried out.

Previous issue date: 2007-07-23 / This work has the objective to evaluate the process of implantation of the management
half-autonomous worker (GSA) of groups in the production system of an industry of
tires in Rio de Janeiro. Concepts, beddings and pointers on diverse boarding of the
subject had been revised and also the organization of the work of the production system.
Moreover, a study of case in a company was carried through, where it was possible to
know the methodology of implantation of GSA philosophy and to evaluate the
effectiveness of the same one. A sector of its plant was chosen, in which the GSA was
implanted and functioning. In this sector, questionnaires in the employees and the direct
head had been applied, approaching the main important points to the indicating
functioning of the autonomy and recouped subjects of performance which had allowed
to evaluate the maturity reached and the measurable improvements for the sector in this
process and profits for the company and its employees. The global vision of the GSA in
the plant was gotten through the interview carried through with responsible for the
program of implantation of the GSA in all the sectors of the plant. Through all the
research, it was possible to verify that the company is implanting the GSA by a
methodological way, which applies the management half-autonomous worker in a
mature and consolidated way. / Este trabalho tem o objetivo de avaliar o processo de implanta??o do gerenciamento
semi-aut?nomo (GSA) de grupos no sistema de produ??o de uma ind?stria de
pneum?ticos no Rio de Janeiro. Foram revisados conceitos, fundamentos e indicadores
sobre diversas abordagens do tema organiza??o do trabalho do sistema de produ??o.
Al?m disso, foi realizado um estudo de caso onde foi poss?vel conhecer a metodologia
de implanta??o da filosofia GSA na empresa e avaliar a efic?cia da mesma. Foi
escolhido um setor de uma unidade industrial, no qual o GSA se encontrava implantado
e funcionando. Foram aplicados question?rios aos funcion?rios e ao chefe direto,
abordando os principais temas importantes no funcionamento da autonomia e
recuperados indicadores de desempenho. Este material de estudo permitiu avaliar a
maturidade alcan?ada pelo setor neste processo e os ganhos mensur?veis para a empresa
e seus funcion?rios. A vis?o global do GSA na planta foi obtida atrav?s da entrevista
realizada com o respons?vel pelo programa de implanta??o do GSA em todos os setores
da f?brica. Atrav?s de toda a pesquisa realizada foi poss?vel comprovar que a empresa
est? implantando o GSA de forma metodol?gica, e que o setor estudado aplica o
gerenciamento semi-aut?nomo de forma madura e consolidada.

Le régime de l'Église semi-autonome de Crète est aujourd’hui unique dans l’espace de l’administration des Églises orthodoxes et présente de ce fait des particularités et un intérêt accru. La présente étude relativement au régime de l'Église de Crète évolue autour de deux axes principaux : premièrement autour de l’étude de l’origine et de la formation historiques des relations institutionnelles actuelles entre l'Église de Crète et l’État grec et deuxièmement autour de l’étude et de l’interprétation nomocanonique du cadre institutionnel actuel déterminant et formant l’organisation (centrale et régionale) etle fonctionnement de l'Église semi-autonome de Crète dans l’État grec. L'Église de Crète est aujourd’hui régie par la Loi no 4149/1961 « Sur la Charte statutaire de l'Église orthodoxe en Crète », dont la rédaction fut considérablement influencée par les textes de la législation statutaire antérieure, tant de l'Église de Crète que de l'Église de Grèce. Ces textes antérieurs avaient introduit un certain nombre d’interventions de l’État dans l’administration ecclésiastique de Crète, dont les effets sont visibles aujourd’hui. L’élaboration et l’adoption d’une nouvelle Charte statutaire pour l'Église de Crète sous la lumière et les conditions de la nouvelle Constitution grecque de 1975 n’ont pas été rendues possibles jusqu’à aujourd’hui. C’est la raison pour laquelle l’objectif et le contenu de la présente étude ont été de présenter l’organisation de l'Église de Crète et toutes les formes de ses rapports avec l’État grec à travers le cadre actuel des garanties constitutionnelles sur la liberté religieuse aussi bien qu’à travers les saints canons de l'Église garantis par la Constitution. La contribution principale de la présente étude réside en l’approche des relations entre l'Église de Crète et l’État grec, non seulement du point de vue législatif et étatique, mais également du point de vue canonique-ecclésiologique, puisque les saints canons constituent le droit interne de l'Église. / The status of the semi-autonomous Church of Crete is currently unique in the field of administration of Orthodox Churches and therefore appears with peculiarities and current interest. Our present research is carried out around two basic axises.The first one concerns the study of the historical “birth” and development of contemporary public relations between the Crete Church and the Greek state. The second one is the study and the nomocanonical interpretation of the current institutional framework which determine the organisation and the function of the half – autonomous Church of Crete within the Greek state. The Crete Church is currently governed by the 4149/1961 law “the constitution law of the Orthodox Church on Crete” the syntax of which was greatly influenced by the previous constitutory laws of both the Church of Crete and the Greek Church. These texts introduced several state interventions in the administration of Crete Church, the results of which are obvious today. Untill now, the elaboration and the approval of a new Charter concerning the Crete Church enlightened by the new Greek constitution established in 1975, has not been possible. Thus the target of the present research has been the presentation of the internal administration of the Crete Church and its relations in all its forms with the Greek state through the contemporary religious beliefs concerning religious freedom as well as the Holy Rules of the Church protected by the state constitution. The main contribution of this research lies in the approach of the relations between the Church of Crete and the Greek state not only from the legislative point of view but also from the ecclesiastical one provided the Holy Rules are the internal principle of justice within Church.
