7	美國當前國際貿易政策之研究朱文章, ZHU,WEN-ZHANG Unknown Date (has links) 一九三○年美國國會通過史穆特－豪勒法 (Smoot Hawley Tariff Act), 大幅度提高美國關稅、導致美國貿易伙伴相繼采取報復手段，經濟大恐慌隨之而起，美國國會因而將制定國際貿易政策權力轉讓給行政部門。行政部門積極與各國協商，相互減讓關稅。第二次世界大戰后美國成為經濟超強，因而美國行政部門戰前所倡導的自由貿易精神，以及建國際貿易組織以規範國際貿易之政治號召，均能獲得國內政治支持。嗣因美蘇兩大集團間爆發冷戰，美國行政部門對于自由貿易政策更加支持，俾成為執行其外交政策之工具，八○年代以降，美國經濟力量由于日本、西德等國家之挑戰而相對減弱，導致美國對其戰后支持多邊自由貿易體系之國際貿易政策多所懷疑，保護主義之聲浪日增。本論文擬由簡述美國自由貿易政策形成之歷史背景，分析其貿易政策制定機構－國會、總統－以及利益團體各別職權，及其相互間互動之關系。并希望能藉由分析當前國際經濟情勢之變遷，美國經濟力量之消長，國會與行政部門互動關系之更迭，以及關稅既貿易總協定規範國際貿易能力之式微，藉以了解當前美國為挽回其經濟劣勢，回復其貿易地位所欲重建之對其有利之國際貿易規範。九○年代美國為僅速達成其預定政策目標，除加強腳步一面維護或創新對其有利之國際貿易規範，另一方面改造對其不利之既有國際貿易體制。本論文研究目的，盼分析美國布希政府所追求之國際貿易政策目標及手段，并試圖分析當前美國貿易政策之展望。當前國際貿易政策史穆特--豪勒法提高美國關稅自由貿易保頀主義 SMOOT HAWLEY TARIFF ACT
