Plán připravenosti obce Borovany na Mimořádné události / Plan of the village Borovany to Emergencies.

NÝDL, Jan January 2017 (has links)
This diploma thesis analyzes the threats and risks that can occur in the administrative district of Borovany town and the preparedness of the municipality to face these undesirable elements. The result of this work, based on the crisis plan of ORP Trhové Sviny, is the Borovany's emergency law. The whole work consists of three basic parts. In the first theoretical part, we are dealing with valid legislation on emergency and crisis situations. Here are defined the most important concepts, such as risks, threats, integrated rescue system, emergency event, and crisis situation. When collecting and sorting data, I proceeded mainly by the factual-analytical method. I have consulted this problematics with experts in various fields. In the next part of my diploma thesis I deal with methodology of research focused on risk detection in the administrative district of Borovany. There is described a multi-criteria risk analysis of the crisis plan of the ORP Trhové Sviny, which is the source for this thesis. In a research part, the Borovany town is characterized, for which the plan is being prepared. The most important part of the diploma thesis is the Borovany risk analysis. Out of the total of 34 threats to ORP Trhové Sviny, 12 were identified that could arise in the administrative district of Borovany. By multi-criteria and SWOT analysis, it was found that the ORP Trhové Sviny crisis plans are too general and insufficient for the Borovany administrative district to prepare for emergency events. This conclusion is based on the SWOT analysis, where I detected threats that the crisis plan does not consider. In the next part, I analysed the identified threats by model action plans and I investigated the negative impacts on the inhabitants, the functioning of the municipality. I also planned the necessary measures for specific cases of emergency event. The result of the thesis is a proposal of the crisis preparedness plan of the Borovany town and the finding that Borovany town is not fully prepared for the current risks because the crisis plan of the ORP Trhové Sviny is too general and does not analyze all the threats that may arise here. The proposed plan should help the response to emergency events and crisis situations in the district and the created cards should make it easier to solve. The resulting proposed plan could become a template for other municipalities in solving and managing emergency events and crisis situations.

Politická makrogeografie současného veřejného mínění o imigraci a uprchlické krizi v Evropské unii: víceúrovňové analýzy / Political macrogeography of current public opinion on migration and refugee crisis in the European Union: multilevel analyses

Bořil, Vít January 2018 (has links)
This diploma thesis focuses on the so-called "migration crisis" and its impact on public opinion across the European Union (EU) between the years 2014 and 2017. It stems from existing literature that works with the concept of perceived group threat. The main goal is to analyze individual-level and contextual-level factors that played a key role in a certain development of native population's negative attitudes towards migrants and refugees. Such context is represented by the EU member states. An important part of the analysis deals with the relative imporance of contextual-level factors vis-à-vis individual-level determinants. Based on the results of multinomial multilevel logistic regression, the study finds that contextual-level characteristics had a substantial impact on negative attitudes towards immigrants and a large impact on negative attitudes towards refugees. Moreover, the importance of contextual determinants increased in 2015 and 2016, respectively, followed by a decline in the subsequent period. The analyses also revealed that during the "migration crisis" the impact of specific categories of explanatory variables evolved differently. Furthermore, it was shown that educational attainment, preferred social identity and different historical immigration legacies had a considerably...

Subsequently it engages in a critical analysis of the discourse and assesses whether the understanding of the Russian hybrid threat, especially regarding the disinformation, is legitimate and based on known facts and correct interpretation of them, or whether it is not (partially) based on delusions, myths, logical shortcuts, misinformation (or possibly disinformation) on part of the creators and active participators of the discourse. The study also presents a set of recommendations to "straighten" the discourse on this important topic. Dederová, Nelly January 2015 (has links)
Social inequality as a threat - Securitization with reference to Šluknovsko events Bc. Nelly Dederová Master's thesis Social inequality as a threat - Securitization with reference to Šluknovsko events deals with construction of so called "problem" of Šluknov region in connection to Šluknovsko events (two physical clashes in towns Nový Bor and Rumburk which happened in August 2011 and following series of protests, demonstrations and rallies which were lingering in Šluknov region towns until 2012), using theory of securitization made by Barry Buzan, Ole Wæver and Jaap de Wilde, who are representatives of Copenhagen school of security studies. The fact that participants of political and security discourse were referring to Šluknovsko events using securitization language (marking specific referent object as endangered, proposing exceptional measures and demanding their legitimized adoption) represents author's underlying premise.

Our Diploma thesis uses methodological framework of discourse analysis. We examine the political and social nuclear discourse in the U.S. along two levels of analysis: governmental level and nuclear disarmament level. The diploma thesis researches multiple governmental and societal sources in order to determine how different types of nuclear threat emerged within the discourse.

Boj proti terorismu na národní a mezinárodní úrovni / The fight against terrorism at a national and international level

HOLUB, Michal January 2019 (has links)
Terrorism is a modern and constantly developing problem which has been threatening and noticeably affecting the protected interests and built-up values of states. Terrorist groups strive to spread fear, violence, opinions, and ideas to reach their goals through attacks on the population. Today, even countries that have not faced this threat yet, are confronted with this problem. Modern trends and new technologies along with the migration crisis cause that we face this threat in our homes more than ever before. The upraise of The Islamic State can be considered as a phenomenon of today, which has infected practically whole world and gives a space to various individuals to commit terrorist attacks under the auspices of this organization, or just provides instructions on committing such acts for any reason and with different aims. It is necessary to respond adequately to this threat, and it is necessary not to remain only with regret after every terrorist attack. It is essential to monitor the latest trends in terrorist attacks same as fighting against them, which in consequence will help us to set up operational procedures how to deal with these kind of incidences. There is also a need for a strong political spectrum which understands that these measures will never be profitable or popular, however its necessary it keeps supporting them.
