Assessment research of policy execution of sea-water hydrant rescue system in PengHu islands

Peng-Hu county is shortage of daily water frequently., Every time the major fire starts, fire fighting department audits the whole situation and rescue process and analysis the factor for improvement. We realized the shortage of water supply is often the main deficiency. Winter is even worse, gale, storm and strong north-east season wind makes fire become larger. During the primary period, if we do not supply enough water to extinguish the fire, it would extend and it is the main reason for major property lost. Due to water supply shortage, misses the critical time hence unable to extinguish the fire efficient. This study views the rescue project to enable planners, rescue personnel and residents accept and apply it all over the county. To reduce the damage of crisis, and ensure the life and property safety of all citizen in this county. This study views emphasis are: 1. To questionnaire citizen who from the region that sea water fire hydrant available, to examine this project effort by understanding of the efficiency, safety and satisfaction of their aspects. 2. To questionnaire fire fighters and volunteers who use the sea water fire hydrant, to examine this project effort by its¡¦ efficiency and willing to apply it, if agree to generalize to the rest of county. 3. To questionnaire fire fighters and volunteers who use the sea water fire hydrant, to examine this project effort by its¡¦ efficiency and willing to apply it, if agree to generalize to the rest of county. 4. To questionnaire chiefs of county government, township office, councilor, township environmental engineers, power supply and construction department, involved with the sea water fire hydrant, to examine their aspects to this project effort. This study views national and international related document and field analysis analogous case, through question construction, policy development, hold agenda and changing systems etc., moreover to co-operate with 3I (Ideas, Interests, Instutionalization) decision module to evaluate the process of public policy system. Contemporaneously analysis the above mentioned first and third parties and surveys; This study focus on multi-value aspect of the system efficiency, find the solution, moreover work out the further policy improvement and suggestion of execution.

Why be normal? : single crystal growth and X-ray spectroscopy reveal the startlingly unremarkable electronic structure of Tl-2201

High-quality platelet single crystals of Tl₂Ba₂CuO₆±δ (Tl-2201) have been grown using a novel time-varying encapsulation scheme, minimizing the thallium oxide loss that has plagued other attempts and reducing cation substitution. This encapsulation scheme allows the melt to be decanted from the crystals, a step previously impossible, and the remaining cation substitution is homogenized via a high-temperature anneal. Oxygen annealing schemes were developed to produce sharp superconducting transitions from 5 to 85 K without damaging the crystals. The crystals' high homogeneity and high degree of crystalline perfection are further evidenced by narrow rocking curves; the crystals are comparable to YSZ-grown YBa₂Cu₃O₆₊δ by both metrics. Electron probe microanalysis (EPMA) ascertained the crystals' composition to be Tl₁.₉₂₀₍₂₎Ba₁.₉₆₍₂₎Cu₁.₀₈₀₍₂₎O₆₊δ; X-ray diffraction found the composition of a Tc = 75 K crystal to be Tl₁.₉₁₄₍₁₄₎Ba₂Cu₁.₀₈₆₍₁₄₎O₆.₀₇₍₅₎, in excellent agreement. X-ray refinement of the crystal structure found the crystals orthorhombic at most dopings, and their structure to be in general agreement with previous powder data. Cation-substituted Tl-2201 can be orthorhombic, orthorhombic crystals can be prepared, and these superconduct, all new results. X-ray diffraction also found evidence of an as yet unidentified commensurate superlattice modulation. The Tl-2201 crystals' electronic structure were studied by X-ray absorption and emission spectroscopies (XAS/XES). The Zhang-Rice singlet band gains less intensity on overdoping than expected, suggesting a breakdown of the Zhang-Rice singlet approximation, and one thallium oxide band does not disperse as expected. The spectra correspond very closely with LDA band structure calculations, and do not exhibit the upper Hubbard bands arising from strong correlations seen in other cuprates. The spectra are noteworthy for their unprecedented (in the high-Tc cuprates) simplicity. The startling degree to which the electronic structure can be explained bodes well for future research in the cuprates. The overdoped cuprates, and Tl-2201 in particular, may offer a unique opportunity for understanding in an otherwise highly confusing family of materials.

In my diploma thesis I have created the updated version of water sources and pumping sites for fire equipment in the Písek district. I acquired large volumes of data by a detailed physical inspection of possible water sources in all villages in the Písek district. In my thesis I have mentioned water sources only in those villages that are classified into fire protection units, category II and III. The complete summary of all water sources and water pumping sites is on the attached CD. The data contain the name of the village, type of water source, GPS coordinates, additional information about the water source and any additional notes regarding repairs, distances from the village, etc. Photo documentation and the map section were produced for each water source. In many villages, there are hydrant networks which, in those villages where there is no water source, can have a substantial effect on fire safety. The thesis also includes the list of all hydrant networks in the Pisek district, including the owners and operators. The thesis can be used for the Operating and Information Centre of the Fire Brigade for the South Bohemian region which, for the demand for water for rescue and liquidation can send the unit directly to the water source according to the ascertained data. For some water sources, below the table in the note, there may be corrections or improvements that lead to a better use of these sources. The thesis monitors the existing status of the water and pumping sites for fire equipment in the Pisek district. I compared the acquired data with data from South Bohemian Region Regulation No.4/2003 at 2.12.2003. It results from the compared data that permanent updating and communication on the part of the municipalities with the Fire Brigade is necessary. In many places, water sources are closed and new water points originate with the possibility to pump this basic and main extinguishing agent.
