INSTITUCIONALIZACE NOVÝCH HODNOT A ZÁSAD V JEDNÁNÍ MANAŽERŮ / INSTITUTIONALIZATION OF MANAGERIAL NEW VALUES AND STANDARDS

V literárním rozboru je kladen důraz především na vliv nových hodnot a zásad v koncernu Volkswagen na jednání manažerů ve Škoda Auto. V teoretické části se autor opírá o přístupy institucionální a organizačně-kulturní a přístupy ke stylu řízení. Dále je proveden výzkum pro ověření teorie, potvrzení či vyvrácení hypotéz a zodpovězení otázek, které s tímto tématem souvisejí. Experimentální část se nejprve zabývá popisem metody zkoumání a způsobem šetření ve Škoda Auto. Rovněž jsou detailněji popsány postupy implementace KLL do praxe manažerů a blíže vysvětleny body KLL. Zpracovaný výzkum a jeho výsledky jsou prezentovány v navazujících kapitolách. Autor si dovoluje vyzdvihnout pozitiva realizačního procesu KLL v praxi a rovněž upozornit na jeho nedostatky. Přístup manažerů k tomuto procesu je klíčovou otázkou celé práce. Jejich subjektivní hodnocení jednotlivých požadavků se odráží na míře a ochotě tyto požadavky uplatňovat ve svém jednání či je dále šířit. Na závěr je navržena metoda pro úspěšné zavádění podobných změn ve velkých podnicích, jakým Škoda Auto je. Jsou uvedeny předpoklady pro úspěšné zahájení realizace změny kultury a sladění cílů a v neposlední řadě i úskalí a rizika, která mohou podobné záměry zmrazit. Další navazující kroky, které je třeba činit po skončení realizační fáze procesu, jsou uvedeny v závěru práce.

The target of this research is to reveal causal factors that influence the way policy goals and instruments of international organizations in the domain of human trafficking are designed. By tracking evolutions of anti-trafficking policies undergone by the Council of Europe and the Organization for Security and Cooperation in Europe, the thesis demonstrates impact of specific factors on changes in the functioning of international organizations. To unravel mechanism explaining the internal workings of a policy formation within an IO, the thesis considers and tests theoretical assumptions of three rivalling theories on institutions; the realism, historical institutionalism and neoliberal institutionalism. Premises of respective theories, which offer contrasting perspectives on the functioning of international organizations, will help to formulate corresponding independent variables. The dependant variable being the changing design of institutions, the detailed cross-case analysis spanning a period of one decade uncovers causal relations between independent dependent variables. Thus, by means of time series data collection, patterns revealing which of independent variables can be designed as responsible for observed changes becomes visible. The aim of this thesis was to find the answers on question how the situation, when the institutionalisation of cooperation among the Member States in the field of armament policy is taking the place, but some of its actor - in the present case Czech Republic - are not respecting the existing rules, is explained by the new institutionalism, one of the middle range theories of European Integration. The defence industries of the Member States of the EU went through deep transformation process in the 1990's in order to be able to meet the government requirements for the military equipment for its armed forces. Suitable military equipment of the European armies is one of the prerequisites for the success of military missions, which take place either within NATO or the European Security and Defence policy. The rise of European cooperation among Member States led to the creation of several organizations, such an as OCCAR or European Defence Agency. The latter is considered by the Member States as an important move on the way towards the creation of European Defence and Equipment Market. Also the role of European Commission has quite changed during last decade. EC is issuing new rules to be obeyed by the Member States, especially in the field of defence procurement. Asistovaná reprodukce z pohledu cílových skupin / Assisted reproduction from the perspective of the target groups

This diploma thesis aims to describe policy design of assisted human reproduction in the Czech Republic in the frame of two examined groups: 1) women undergoing this procedure, 2) service providers. The goals are also to identify the policy framework of assisted human reproduction in the political environment. The theory background is supported by the theory of social construction of the target audience written by the authors Ingram and Schneider and the analysis of the framework by Rein and Schon. The legislation of assisted human reproduction is covered mostly in the period of 2011 - 2021. The analytical part of this work is based on systematic expert surveys, questionnaire surveys and analysis of stenographic records. The benefits and drawbacks arising from the legislations, political power and social constructions in relation to both examined groups are formulated in the paper's results. Furthermore, two competing policy frameworks are identified during the debate of amendments to the Act on Specific health Services and the Act on Public Health Insurance.

Disertační práce Filmové festivaly ve vztahu k okrajovým částem kinematografie 2016 PhDr. Andrea Slováková Abstrakt Disertační práce Filmové festivaly ve vztahu k okrajovým částem kinematografie se soustředí na prezentaci především experimentálních filmů na filmových festivalech. Práce analyzuje především specializované přehlídky experimentálního filmu, uvádí historický exkurz do prezentace filmové avantgardy ve vztahu k fenoménu filmových festivalů. Metodologicky však vychází z přístupu interdisciplinárně propůjčeného z politických věd, diskurzivního nového institucionalismu, který adaptuje do pole festivalových studií. Zkoumá, jak se diskurzivní moc uvnitř festivalové organizace utváří a posiluje, a také k čemu slouží. Zavádí koncepty zastřené a průzračné diskurzivní vrstvy, mezi nimiž je argumentační vrstva, která mnohdy obsahuje i argumentační fikce. Část diskurzivního působení, resp. moci festivalové organizace slouží k jejímu ovlivňování kulturního pole, značná část však slouží zachování samotné organizace. Zkoumá, které části organizace jsou klíčovými uzly ve smyslu produkce diskurzivní moci. Na diskurzivní moc festivalů prezentujících experimentální film se dívá z hlediska procesů a struktury uvnitř organizace.

This thesis addresses the Free Trade Agreement between the European Union and the Republic of Korea, which is the first one of the new generation free trade agreements for EU. First, the issue is explained in the theoretical framework of the theory of international systems and the theory of neoliberal institutionalism, which allows to grasp it adequately in the international political context. Then, the work presents the development of the legislative environment concerning the common trade policy and the transformation of strategic thinking in this area. Further, it defines the scope of economic interactions between the two participants and their common interests leading to the conclusion of the agreement. Subsequently, the thesis analyses the existing contractual relationships of both participants and defines the main aspects of the newly accepted agreement. Lastly, the current effect of the efficiency of the agreement on the trade with goods and services is analysed.

Neo-Marxism and neoliberal institutionalism are applied to investigate which factors determine the cooperation of emerging powers and what consequences it may have globally within the case of Russia-China relations in BRICS. To this end, congruence analysis is applied. Based on available data, comparison of predictions with observations reveals that the majority of evidences accord with neo-Marxism. Russia and China affirm their position against the predominance of one center in the international arena and emphasize common commitment to a more equitable multipolar world order that is permanently reflected in the statements of Russian and Chinese leadership. The trade war between the US and China since 2018 is one of the evidence of the growing disintegration of the existing world order. Building a new order is based on the creation of regional coalitions of the countries that share common views on specific issues. Within the framework of BRICS, Russia and China have already taken measures towards own financial institutions as an alternative source of funding. The leaderships of both countries believe that emerging economies should have a greater voice and representation in international financial institutions. The diploma thesis analyzes the way of promoting the national interest of the Czech Republic in Georgia and describes possible changes as a result of the Czech EU Presidency. The national interest is examined based on the assumption that the state foreign policy is the expression of the national interest. Therefore, the primary sources for this analysis are official foreign policy documents of the Czech Republic. The aim is to confirm or disprove the hypothesis that Czech foreign-policy towards Georgia in the period from 2007 to 2011 was driven by the aim to maximize own profit through EU structures. Given the size of the Czech Republic and its geopolitical importace, the analysis is based on the theory of neo-liberal institutionalism, and in accordance with this theory the national interest operationalized into four criteria, namely: 1) Compliance of EU and Czech interests, 2) Profiting from the EU presidency to promote the Czech interests, 3) Long-term consistency of interests, and 4) Economic interests as the main priority. The set of criteria helped to identify whether the Czech Republic behaved in accordance with the theory of neo-liberal institutionalism, and whether the Czech interests were promoted either through multilateral or bilateral relations. This diploma thesis is a single-case study analyzing promotion of the concept of Flexicurity principle in the CR through the Open Method of Coordination (OMC). The concept of flexicurity began raising European integration actors' awareness since early 2000s. That was due to considerations how to strenghten competitiveness of the EU Member States' economies during growing expansion of more liberal markets such as China, and in the same time to maintain the European social model based on the concept of welfare state. In 2007, there was adopted EU's definition of Flexicurity. Flexicurity began to be promoted by the OMC. This thesis responds to the lack of studies analyzing the influence of the OMC in specific policy areas. The author analyzes literature, relevant legislation as well as their explanatory reports, National Reform Programmes, Czech government's policy statements, and interviews with representatives of tripartite actors who take part in social dialogue.
