A dissertação de mestrado objetiva a avaliação e discussão dos planos regionais de desenvolvimento do Vale do Paraíba paulista denominados Caracterização e Avaliação dos Conhecimentos Existentes sobre a Região do Vale do Paraíba e Diagnósticos Resultantes e Plano Regional do Macro Eixo Rio São Paulo, seus mecanismos institucionais de elaboração e aplicação, tendo como filtros de análise o conceito de desenvolvimento como liberdade e outras referências contemporâneas de planejamento participativo. A metodologia empregada foi pesquisa qualitativa, com base na metodologia de análise de conteúdo, enfocando os conceitos de desenvolvimento e dos mecanismos de participação presentes nos textos. Após a análise documental, concluiu-se que seu enfoque é predominantemente restrito a aspectos físico-territoriais e com pouca abertura a formas de participação social mais abrangentes. / The dissertation aims at the evaluation and discussion of regional plans for development of the Vale do Paraíba called Characterization and Evaluation of Existing Knowledge on the Region of Vale do Paraíba and Diagnoses Resulting Plan and Regional Macro São Paulo axis, its institutional mechanisms development and implementation, and as filters of analysis the concept of development as freedom and other contemporary references to participatory planning. The methodology used was qualitative research, based on the methodology of content analysis, focusing on the development concepts and mechanisms for participation in these texts. After the documentary analysis, concluded that its focus is predominantly restricted to the physical-territorial, with little openness to forms of social participation more inclusive.

The master’s thesis is focused on serviceability evaluation of historical concrete floor slab realized in the third decade of the 20th century. The assessment of structural performance is based on the results of load testing in situ. The thesis defines contemporary load testing requirements followed by the specifications of measuring instruments and the possibilities of displacement measurements during load testing. In addition, it includes structural and historical investigation of the building, methodology and data evaluation of the load testing. Finally, the theoretical computer simulation of executed load testing is run by using software determined for nonlinear finite elements analysis.
