A "guerra" entre lugares para atração de investimentos da indústria automobilística : a experiência de Iracemápolis (SP)

Orientador: Prof. Dr. Leonardo Freire de Mello / Dissertação (mestrado) - Universidade Federal do ABC, Programa de Pós-Graduação em Planejamento e Gestão do Território, 2016. / As iniciativas estatais para apoiar o setor automobilístico brasileiro tem sido relevante desde os anos 1950, quando da instalação das primeiras fabricantes de veículos no Brasil e parece-nos que se solidificou como padrão das relações entre o Estado e este setor. A virtuosa integração entre crescimento e melhoria distributiva da renda, como se verificou no pós-guerra em vários países desenvolvidos não aconteceu no Brasil e sua busca parece permanecer no ideário dos governantes brasileiros, o que justificaria a concessão dos vultuosos incentivos para manter a indústria automotiva operando no Brasil, já que ela se torna ponto central na dinâmica de melhoria da qualidade de vida através do acesso ao trabalho (nas plantas produtivas) e a utilização dos recursos poupados com a venda da força de trabalho ¿ ou emprestados por instituições financeiras ¿ para adquirir um automóvel. Porém, as externalidades decorrentes da dinâmica produtiva e falta de coordenação estatal para ocupação do espaço metropolitano experimentada pelo país entre as décadas de 1950 e 1990, deixaram cicatrizes reais no território e em sua população, em suas diversas escalas refletindo em práticas competitivas observadas até hoje. A seguinte pesquisa propõe apresentar reflexões sobre a competição entre os entes subnacionais para atração de investimentos produtivos do setor automotivo. Assim, por via de pesquisa exploratória e estudo de caso, procura-se demonstrar como s deu o processo de atração do investimento da empresa alemã Mercedes-Benz pelo município de Iracemápolis (SP), e os principais mecanismos utilizados pelo Poder Público para dar suporte ao investimento destacado. Foi realizado um levantamento bibliográfico sobre a questão da espacialidade do desenvolvimentismo brasileiro e as consequências que a Constituição Federal de 1988 trouxe no relacionamento entre os entes federados, além de estudo de caso, no município de Iracemápolis, sobre os mecanismos utilizados pelos municípios que receberam investimentos produtivos do setor automotivo, no âmbito do Programa de Incentivo à Inovação Tecnológica e Adensamento da Cadeia Produtiva de Veículos Automotores - Inovar Auto. Muito mais do que a solução das questões tributárias, o debate para a real solução da disputa predatória entre entes federativos envolve a reconstituição de espaços fiscais e financeiros para a execução de políticas públicas ativas de planejamento regional e de desenvolvimento econômico, bem como o estabelecimento de uma nova institucionalidade que articule sinergicamente as diferentes instâncias de poder do Estado e permita, ao mesmo tempo, a conciliaçãodos interesses nacionais e da autonomia federativa. A guerra fiscal é resultado da crise da capacidade estatal na condução nacional do processo de desenvolvimento. / State initiatives to support the Brazilian automotive industry has been relevant since the 1950s, when the installation of the first vehicle manufacturers in Brazil and seems to us that solidified as a standard in relations between the state and the sector. The virtuous integration between growth and improvement in income, as seen in the postwar in several developed countries did not happen in Brazil and its pursuit seems to remain in the ideario of Brazilian governments, which would justify the granting of enormous incentives to keep the auto industry running in Brazil, as it becomes the central point in the dynamics of life quality improvement through access to work (in production plants) and the utilization of the resources saved with the sale of the workforce - or borrowed by financial institutions - to acquire an automobile. However, the externalities arising from the productive dynamics and lack of state coordination for occupation of the metropolitan space experienced by the country between the 1950s and 1990s have left real scars on the territory and its people, in its various scales, reflecting competitive practices observed. This research aims to present reflections on the competition among subnational entities to attract productive investments of the automotive sector. Thus, by means of exploratory research and case study we seek to demonstrate how was the process of attracting investment of German company Mercedes-Benz by the municipality of Iracemápolis (SP), and the main mechanisms used by the government to support highlighted the investment. A theoretical review was conducted on the issue of spatiality of Brazilian developmentalism and consequences that the Federal Constitution of 1988 brought the relationship between the federated entities, as well as case study in the municipality of Iracemápolis about the mechanisms used by municipalities that received productive investments of the automotive sector, under the Program of Incentives for Innovation and Densification of the productive Chain of Motor Vehicles ¿ Inovar Auto. Far more than the solution of tax issues, the debate on the real solution of the predatory dispute between federative entities involves the reconstruction of fiscal and financial space for the implementation of active policies for regional planning and development economic, and the establishment of a new institutionality that articulates synergistically the different levels of State power and allow at the same time, the reconciliation of national interests and federative autonomy. The tax war is the result of state capacity crisis in national driving of the development process.

Soixante ans après les premiers accords d’amitié entre des collectivités territoriales françaises et leurs homologues étrangers, tout semble avoir évolué : les rapports Etat – collectivités, l’encadrement législatif, la reconnaissance des coopérations transfrontalières et interterritoriales par l’Europe et l’Union européenne et la création d’instruments de coopération. Des jumelages d’amitié historiques à la coopération de territoire à territoire, de la volonté originelle de réconciliation des peuples à l’instauration d’une diplomatie des territoires, l’action internationale des collectivités territoriales ne cesse d’innover et de se déployer. La Méditerranée est un espace historique d’échanges, de migrations et de conflits, où se cristallisent aujourd’hui des enjeux, économiques, sociaux et culturels déterminants pour l’équilibre européen et mondial. Cette histoire commune qui lie les peuples méditerranéens doit être le socle d’une coopération durable permettant de répondre aux problématiques régionales actuelles. L’action internationale des collectivités territoriales y est ancienne et représente un maillon indispensable d’une chaîne de relations avec l’Europe et l’International, mais en pleine mutation, elle cherche encore les fondements de son existence. / Sixty years after the first treaties between French local authorities and their foreign counterparts, many things seem to have evolved : including the states reporting of local authorities, legislative framework, international cooperation within the European union and the creation of tools to help this cooperation. From historical twinning to inter authorities cooperation and from the reconciliation of populations to territorial diplomacy, International action of local authorities continues to innovate and develop. The Mediterranean is a historic area of exchanges, migration and conflict where today manifest important economic, social and cultural challenges which determine the European and global balance. This shared history that links the Mediterranean peoples should be the basis for a durable cooperation to address current regional issues. Through these historic interactions we see that international action of local authorities is old and is an essential link in a chain of relationships with Europe and the rest of the world, these links are in a process of undergoing an evolution and are still seeking the solid foundations of their own existence.
