Jaderná elektrárna Temelín a česko-rakouské vztahy / Temelín Nuclear Power Station and Czech-Austrian Relations

The thesis Temelín Nuclear Power Station and Czech-Austrian Relations deals with the Temelín Nuclear Power Station and nuclear industry and its influence to the Czech-Austrian relations. The study aims to analyse the relations between the Czech Republic and Austria in the context of the power station from 1993 to 2013. Initially, the thesis introduces the theory of constructivism in the International Relations. Afterwards, it aims to explain the differences between the relations to the nuclear energy by Czechs and by Austrians on the basis of the theory of constructivism. Moreover, the thesis introduces the historical, legal and technical circumstances of the Czech-Austrian dispute. The main objective of the thesis is to ascertain, what effect on the Czech-Austrian relations have mediums, which publish articles about the Temelín Nuclear Power Station. There are four Czech relevant newspapers (Blesk, MF DNES, Právo and Lidové noviny) and four Austrian relevant newspapers (Kronen Zeitung, Kurier, Der Standard and Die Presse) inquired in the thesis. Particular articles are evaluated by the stances on the issue (pronuclear, antinuclear or impartial). This thesis compares the electoral programmes of green political parties in the Federal Republic of Germany, the Republic of Austria, and the Czech Republic in the years 1990- 2014, namely the German party Alliance '90/The Greens, the Austrian party The Greens - The Green Alternative, and the Czech Green Party. The beginning of the work provides an explanation of the concepts related to green politics, such as ecology, environmentalism, environment and sustainable development, whose knowledge is essential for understanding the major themes of the electoral programmes. Subsequently, the origin and history of all three political parties are outlined. The actual comparison is performed in a twofold manner. The first one compares the content of a specific programme with the previous ones and the second one compares the programmes of all three green parties for the same or the close electoral period. Furthermore, the format of individual programmes is characterized. Attention is focused on the major thematic areas, similarities and differences, and on the position of these parties before and after a particular parliamentary election being held.

The dissertation The Media Image of the Chernobyl Nuclear Accident on the Pages of Selected Czechoslovak/Czech and American Press based on contemporary press shows the way the Chernobyl nuclear accident was depicted in the press and the way its media image developed. The paper introduces historical context such as the Soviet-American relationships and ecological activities in the CSSR. Last but not least it describes causes, course and consequences of the Chernobyl accident. In the analysis only Czechoslovak/Czech and American press from the period from 1986 until 2011 was used. This procedure enabeled putting down and analysing the accident's media image in particular dailies and its transformation through the time. It also enabeled the confrontation between the Czechoslovak/Czech and the American press depiction. The contribution of this disertation is in the fact that it complements previous studies about the Chernobyl accident which primarily dealt with its ecological, health, social and economical consequences. A more extensive study about its media depiction was missing until now.

Úloha nádorového supresoru PML v odpovědi na poškození DNA a buněčné senescenci po genotoxickém stresu / Role of the tumour suppressor PML in DNA damage response and cellular senescence after genotoxic stress

The promyelocytic leukemia protein (PML) is a tumour suppressor. It has been reported that PML interaction with the p53 protein is involved in the activation of cell cycle checkpoints and, when persistent, may lead to the premature onset of cellular senescence. Cellular senescence is a state of permanent cell growth arrest that is associated with characteristic morphological and metabolic changes and persistent DNA damage signalling. Importantly, PML nuclear bodies coassociate with persistent DNA damage foci in senescent cells; however, the role of this interaction is still obscure. My goal was to characterize the role of PML in DNA damage response (DDR) and the induction of premature cellular senescence after genotoxic stress, namely X-radiation, using both siRNA-mediated PML knock down (PML KD) and complete PML knock out (PML KO) in human cells. The dynamics of DNA damage foci, levels of various proteins involved in DDR, and proliferation rate were measured in both PML KD and KO cells. No significant changes in the formation of DNA damage foci, activated DDR (p53 and Chk2), activated p21CIP1/WAF1 cyclin-dependent kinase inhibitor, senescent morphology, and SA-β-galactosidase activity in PML KO cells were observed. This diploma thesis is based on an analysis of knowledge of inhabitants within the emergency planning zone of operations, security and behaviour in case of an accident in the Temelín Nuclear Power Plant (TNPP). Operation a nuclear equipment in connected with certain risks which can´t be utterly eliminated. From this reason, security precautions are made, which are based on an accident preparedness, or on emergency plans. Emergency planning serves to a preparedness for non-standard or emergency situations for an area which is called an emergency planning zone. The emergency preparedness, not only within this zone, has a key role for a successful performance of inhabitants´ protection in case of an emergency event. The concept of emergency preparedness includes both the emergency planning and inhabitants´ awareness and knowledge of operations, risks and following precautions in case of an accident in TNPP. The aim of this diploma thesis is to inquire about "What is knowledge of inhabitants within an emergency planning zone of the Temelín Nuclear Power Plant operations?" The theoretical part is based on consulting the employees of ČEZ Ltd. Who work in the Temelín Nuclear Power Plant as well as on a study of professional literature, articles and related legislation. The practical part is based on a questionnaire survey and it is divided into three parts: operations, risks, security, knowledge and behaviour during an accident. The results revealed some margins in respondents´ knowledge concerning issues of operations as well as knowledge and behaviour during an accident. A positive evaluation concerns respondents´ knowledge of used nuclear fuel, the meaning of containment building and the procedures in case of evacuation. On the other hand, the respondents showed insufficient knowledge of the function of a reactor, what barriers are between the active zone and environment and when to use iodine prophylaxis. I consider the present status of inhabitants´ knowledge of TNPP operations insufficient and I propose some improvements. It is important to focus on inhabitants older than 50 years, whose lack of knowledge is even alarming.

The diploma thesis is focused on determination of perception of the nuclear power station Temelín as a potential source of a threat perceived by the population living in the area of emergency planning, and determination of perception of possible sources of threat to selected subjects, such as swimming pool, winter stadium, breweries, freezing plant, etc. located in the area of the town České Budějovice. The aim of the diploma thesis is also to find out and compare the level of the current state of awareness and preparedness of the population living in the area of emergency planning of the nuclear power station Temelín informed in particular by guides and calendars published by the authorization holder, and of the population living in the area of the town České Budějovice for the eventuality of emergence of an extraordinary event. The hypothesis of the diploma thesis assumed that awareness and preparedness of the population living in the area of emergency planning of the nuclear power station Temelín should be on higher level in comparison with the population living in the area of the town České Budějovice. It is evident from the results of the questionnaire enquiry that awareness of the population living in both these areas is approximately on the same level, and thus the hypothesis of the diploma thesis was not confirmed. The proposal for improving awareness and preparedness of the population will help to explain the issue given to the population, and results and conclusions will be provided to the Department of Crisis Management of the South Bohemian Regional Authority.

The thesis deals with the perspective of the Austrian newspapers like Die Presse and Kurier on the Czech-Austrian relationship between years 1999 and 2004, or more precisely the issue of Temelín NPP. The main topics for the Austrian press became the approval of completion by the Czech government and of course the launch of Temelín NPP. Significant moments were the blockades and demonstrations of Austrian citizens at the Czech-Austrian border crossings, Austria's attempt to veto the accession negotiations between Czech Republic and EU or internal political struggle in the Austrian government.

Analýza radiační kontroly skladu vyhořelého jaderného paliva v JE Temelín / Analysis of radiation control in the storage of spent nuclear fuel at NPP Temelín

Problems of dealing with radioactive materials, especially burnt out nuclear fuel, are a delicate and discussed topic in the Czech Republic and other advanced countries nowadays. In this work, the realization of radiation control of warehouse of burnt-out atomic fuel of nuclear power plant Temelín is analysed. Step by step there are stored packaging files filled with burnt-out fuel which is produced by the running of atomic reactors. In the introductory chapters individual packaging files are described. The shielding of stored burnt-out nuclear fuel and prevention of release of radionuclides beyond the protective casing of packaging files depend on their quality. Further the lo-cality of nuclear plant Temelín, where the warehouse of burnt-out nuclear fuel is placed including manipulations which are carried out with the packaging file, is described. The emphasis is placed on monitoring technological parameters during the storage of pack-aging files. The target of this work is to analyse the radiation control of warehouse of burnt-out nuclear fuel, precautions of radiation protection valid for this object and con-sider the possibility of optimalization of used measuring devices, suggest the adjustment of the way of carried out monitoring. For meeting the goals of this works it was neces-sary to carry out monitoring the current radiation situation in the storage boat which is partly filled with packaging spaces when according to the following calculations I ap-proached to the prediction of the level of radiation situation during the maximum filled storage boat. These calculations are at the same time the background for the proposal of adjustment of regime precautions in this object with the aim to optimise the professional radiation. One of the basic strategic targets of the operator of nuclear plant Temelín, company ČEZ a.s., is to ensure a safe operation of the biggest Czech nuclear plant, one of the basic conditions for meeting this target is to ensure the radiation control and pro-tection in the required quality. The results, which are the output of this work, will be given to the department Operation of radiation protection for other practical usage, pos-sible adjustment of a current operation documentation which solves the radiation control of the storage of burnt-out nuclear fuel.

Work "Providing emergency power nuclear power plant" describes how solving their own consumption nuclear power plant, as emergency power supply is designed and how it should be a solution of known states of emergency, having an immediate impact on the power consumption of their own nuclear power plants. The aim of this thesis is to propose options to strengthen its own emergency power consumption of nuclear power plants, one might say-more resistant to harsh extremes, which could lead to loss of employment, reserve and emergency power, that is the condition called Station Black Out (SBO) - total loss of power. The work also includes calculations of short-circuit ratios emergency resources considered as strengthening, as well as the calculation of acceleration heaviest drive and a summary of the overall impacts of the proposed hardening.

The primary objective of this thesis was to achieve comparison of knowledge of nuclear physics for population protection between general and professional public. This idea is based on the assumption of the possible existence of extraordinary events with occurring ionizing radiation and for this reason it is necessary to train specialists for the eventuality of these cases. These professionals should have wider knowledge of nuclear physics than general lay population. This issue has not been examined with lay and professional public yet, as well as there has been no comparison of the two listed groups. Another objective of this thesis was to structure the basics of nuclear physics for workers in civil protection training. For this purpose, the author of this work created a model of nuclear physics, reflecting the basic knowledge of nuclear physics, based on the analysis of the curricula for the IRS. The author explored the forms of studies of university program for the public protection, of members of the Fire and Rescue Service, of university study program for paramedics, of staff of the Anti-organised crime department of Police of the Czech Republic and of the Customs Administration. The analysis showed the widest expected range of knowledge at the technicians of the Chemical Service of the Fire Rescue Service of the Czech republic (the chemist), who are professionally trained in the handling of hazardous substances and ionizing radiation sources. These members have become the monitored representatives for the professional community in the survey of this thesis. Lay general public was represented by people from the social circle of the author of this work, i.e. they were an unrepresentative sample of the general public. The theory of physics curricular process was also used, the application of which served to create an alternative test from nuclear physics, which was presented to the respondents. The questionnaires were filled in by 52 technicians of the Chemical Service of the Fire Rescue Service of the Czech republic from different parts of the country and by 50 people of the lay public. It should be noted that the questionnaire was created considering the training of the technicians of the Chemical Service, in which nuclear physics has only a supporting role. One of the objectives of the thesis also included the subsequent statistical evaluation of the applied tests of the knowledge of nuclear physics. For validating mainly the non-parametric and parametric hypotheses tests were used. For the theoretical division of knowledge among professionals the existence of the Poisson distribution (the distribution of "rare" cases) was assumed and the theoretical division of investigating the general public should be close to a normal distribution. Also the difference between the knowledge of laymen and experts was investigated. To meet the defined objectives of this work three hypotheses were set, for their verification the methods of descriptive and mathematical statistics were used. Hypotheses were set as follows: H1. Theoretical distribution of knowledge among the general public will be close to normal distribution. H2. Theoretical distribution of knowledge among professionals will not have a normal distribution. H3. Comparison of knowledge in both groups by using the parametric tests will lead to the adoption of alternative hypothesis. All three defined hypotheses were verified via statistical survey and accepted positively. The test, however, does not show the ability or inability of the tested experts to carry out practical tasks associated with their profession. This thesis only aimed to discover theoretical knowledge of nuclear physics, which is based on the theoretical assumption that specialists dealing with adverse events with occurring ionizing radiation pass through a variety of specialized courses that include introduction to the theory of nuclear physics.
