Stabilita a nestabilita stranických systémů / Party system stability and instability

The diploma thesis deals with party system stability and its aim is to verify the hypothesis, that the countries with the longest continuity of the political regime prove the highest level of party system stability. The author tries to confirm this hypothesis by analysing the party system stability in six chosen cases, which include the Czech Republic, Slovakia, Portugal, Spain, Austria and Germany. To confirm the hypothesis the author use qualitative and quantitative analysis based on the concept that focuses on relations between political parties, structure of party competition and patterns of coalition formation. This approach defines the party system stability by setting four criterions: frequency of government alternation, type of government alternation, innovation of governing formulas and access of political parties to government. The thesis analyses according to this concept the party systems of the six states in the term 1993-2013 and also covers the historical context of party systems development in the selected cases from the end of the World War II. The author stresses in the whole thesis the case of the Czech Republic.

This article aims to analyse the process of constitute district's counsils in Czech Republic after elections in 2000 and 2004. At first it defines the theory of games, theory of rational choice and theory of coalition and it gives their interpretation. It also talks about electoral and party systems as factors which influence the formation of coalitions. Afterwards it focuses on the electoral period since 2000 and it evaluates the results of election to the representative districts in Czech Republic. It talks about the electoral period after 2004 in detail. Generally it evaluates the results of election and compares the theoretical precondition with the origin coalition. Diploma thesis "Comparation of the Italian political system between 1945 - 1968 and the Czechoslovak political system between 1918 - 1938" compares both these two political systems, deals with their common characteristics and differences and tries to explain the origins of similar settlement in both countries in the followed periods. For these purposes it uses also attempts of the most common Italian political scientists to characterize Italian political system, where there stand above all two thesis on "centripetal polarism" (Giovanni Sartori) and "imperfect bipartism" (Giorgio Galli). An interesting supplemental Tudory is also Farnetti's thesis as some kind of the "third way". Subsequently, those thesis are applied on the case of the ČSR too and it is judged its validity as one of the possible explaining concepts.

Hnutí ANO 2011 v radničních koalicích: případová studie velkých měst / Movement ANO 2011 in Local Coalitions: Case Study of Large Cities

This diploma thesis presents Hnutí ANO 2011 as a Czech local governance participant. Having put emphasis on ANO's local organizations, the diploma thesis deals with particular situations in selected statutory cities during the 2014-2018 electoral cycle. As the electoral cycle went by, internal problems in local organizations emerged which ended up with party board abolishing some of the organizations. Coalitions in which ANO participated also were affected by those problems. In some cities, however, coalitions persisted and ANO local organizations had not suffer with internal problems, study of which also became a part of the research in the thesis. Having a strong leader from the business environment and limited membership, ANO 2011 is considered to be a business-firm party focused on marketing strategies and external specialists. As a typical business-firm party instance Forza Italia can be named, established in 1990s by Italian businessman and future prime minister Silvio Berlusconi. Business-firm party character of ANO may affect local governance where ANO's local organizations follow ANO party board's instructions and those organizations lack of autonomy to make their own political decisions.

This thesis seeks to analyse small parties within the Czech party system with the focus on the period of 1996 - 2010. The Attention is paid to those small parties that succeeded in the elections to the Chamber of Deputies. A theoretical framework of the small parties is presented in the first chapter. It is also necessary to outline a development of the small parties before the examined era (i.e. 1989-1996). There is a need to ask whether the Communist Party of Bohemia and Moravia could be seen as a small party or not. The main part of the work concentrates on years following the election in 1996 till last one in 2010 because it is recognised that circa since that time the Czech party system has begun to stabilise. It is structured in a chronological order from one election to another. Here 3 aspects that are related to the activities of the small parties, according to the author are studied: 1. results of the parties in elections to the Chamber of Deputies. 2. parties' influence at the time of creating a national government. 3. a position of the parties within a defined election period. In the last chapter the author placed results of one part of his research that was based on interviewing mainly former small parties MPs. The second part (inquiry via e-mail correspondence) is offered in the appendix.

This diploma thesis "Application of the theory of the process of forming coalitions of regional councils in the Czech Republic after the elections in 2008 and 2012" discusses the process of establishing regional coalitions in the region of the South Moravian and the Central Bohemia. The aim is to answer the question of what form of the regional coalitions formed during the regional elections. Furthermore, I was describe how did the process of establishing regional coalitions and what were the key factors, that decide the outcome of negotiations. For these reasons, this thesis analyzed the official declaration of election programs, performances by regional politicians in political or public debate. The intention of this thesis is through the use of a theoretical framework and analysis of documents, describe in detail the development process, which was formed coalition and identify possible strategies of individual actors. Komunální koalice: význam ideologické vzdálenosti / Local Coalitions: the Relevance of Ideological Distance

The thesis analyses the influence of ideological distance to the formation of executive coalitions at the municipal level. The thesis attempts to determine which factors are reflected in the formation of executive coalitions, how the decision-making processes are functioning at the municipal level and what kind of actors we can determine in this processes. There is also a question if there is a difference between ideological distance of political actors at national and municipal level. Another part of the thesis deals with the possible cleavages between the long- term political subjects in the municipal council and the subjects, which are new in the municipal council. In the empirical part of the thesis there is a comparative case study on the sample of five municipalities from the municipal district of Pilsen-South - five largest municipalities in the district with the population over 3500 were examined: Přeštice, Dobřany, Blovice, Nepomuk and Stod. The field of research was conducted in these municipalities through the semi-structured interviews with the mayors and some other local politicians. Subject of this dissertation is election, description of the way election funcions in big cities, and these findings are aplied to district of Prague 5. This theses focuses on results of public election from 2002, describes election mechanics in seperated election terms and presents their most inportant participants. This disertation points to instabiliti of political party coalitions and frequent suspention of office of mayor. Big attention is given to public election in year 2014. Theses describes function of civic sector in Czech republic proces of establishing and rules of function of civic associations, which are directly applied to civic associations acting on Prague 5, especially on Prokopské údolí. This disertation then focuses on establishing of political parties, which have elements of municipal level, but candidate in Prague 5, where politics on national level mostly occurs. This theses uses interviews with both actors of civic associations and citizens, who decided to establish a political party as form a protest against construction in Prokopské údolí.

The thesis deals with the development of local government in the village of Horni Cerekev. The work is conceived as a case study. Thematic framework for the work starts in 1990 and continues to the present. The work depicts Individual municipal elections as an element shaping the local political environment and summarizes the development of the political scene in relation to local government. The introductory part describes the basic theoretical background of the local rural area of the municipality. The work is based on political science theory. The work also defines the context and specificity of municipal elections, the basic characteristics of the typology of the political scene municipalities, mayor types including municipal systems. The theoretical part sets the basis for the practical part. Describing the socio-economic indicators of the village continues in the practical part of the work focusingon on semi-structured interviews to evaluate the local political scene, principles of functioning of local party system and identification of political participants.

The diploma thesis deals with local government municipal politics in the city of Písek. The work is focused on the development of local government in the period after 1989 to the present. The subject of the work is an analysis of the local political system as well as its activities in the field of municipal development. The work is divided into theoretical practical. The theoretical part explains the basic concepts that are related to local government and communities alone, such as municipal government, municipal elections controversy. The practical part then characterizes Sand historical, demographic socio-economic perspective. It also focuses on communal politics in this city, dealing with local political entities running the council controversies that arise here. The practical part includes analysis also municipal elections between 1994 and 2014 and describes the development of local government after the last elections in 2014.
