Municipal policy is quite a new discipline within political science, and especially in the Czech environment it has been an object of attention in recent two decades only. While political scientists abroad have dealt with municipal policy for a long time, in the Czech environment the research of local problems has been in the margin for years. The subject of this dissertation is not focused on the research of the Czech municipal policy as a whole, but it is concerned with the research of the particular local political system in České Budějovice in recent 25 years. As the city is a large regional capital, there might be implied a certain link between municipal and national policies, which can be noticeable not only in the representation of individual parliamentary parties in the city council, but also in the process of creating individual post-election coalitions. Methodically the present work is a kind of comparative study which is based on the theoretical conception applying to local democracy, participation of citizens in public life, party systems, an electoral process and forming of election and executive coalitions at a local political level. In the practical part the degree work is based on the study and analysis of local authority documents of České Budějovice, the programmes of Czech traditional political parties and other parties which, in some cases, became parts of the local political system in České Budějovice. The practical part is also to a large extent based on comparison of election data from the Czech Statistical Office.

Conclusions The objective of work was to describe in this forecasting target a future development of municipal waste management system in the CR by 2015 (2020), find out the most important factors and describe possible risks of the development thereof. Moreover, the partial objective was to specify instruments for the elimination of possible risks and propose measures for the implementation of relevant instruments. The future development of municipal waste industry in the CR is predetermined by the development of the Czech economics and environmental legislation. When considering cohesion of economics of the CR and EU countries the prognosis subject is connected with the condition of European economy in a near future, and with the process and results of laying down the European directives relevant to waste management. A result of the forecasting work is the ascertainment that serious problems are to be awaited by 2015 with reference to the predicted development of quantitative and qualitative characteristics of household (municipal) waste, requirements of legal regulations in the area of recycling and recovery of packaging waste, regulation and reduction of landfilling of waste, and restriction of energetic recovery of municipal waste declared by the Government. This diploma thesis comes out of legislative requirements for a decrease in the quantity of biologically decomposable communal waste put in disposal sites and the support of composting. The thesis is focused primarily on making a draft of gathering and collecting biologically decomposable waste, its processing by composting and a draft project on a composting plant in the conditions of Adamov city. The plan of the whole system was set on the basis of the specification of the source of biologically decomposable communal waste and its weight flow depending on the type of a built-up area, evaluation of contemporary used technologies of composting with regard to the quantity of processed waste.

The aim of this thesis is to determine the proportion of hazardous substances in mixed municipal waste from the city of over 10,000 inhabitants. The proportion of hazardous substances in mixed municipal waste was determined from ten samples of mixed municipal waste from the city Kroměříž. Each sample had a minimum weight of 500 kg. The thesis is divided into two parts. In the first part was defines basic concepts and information regarding municipal waste. There are also elaborated information on hazardous impurities municipal waste. In the second part was to evaluate the quantity of hazardous and potentially hazardous impurities in mixed municipal waste. There are also designed the possibility to reduce of said admixture. The results of this work show the amount of hazardous and potentially hazardous additives in mixed municipal waste per capita per year in the city Kroměříž.
