Literatūros sąrašas susideda iš 23 šaltinių. Darbe analizuojama vandentvarkos statinių būklės blogėjimas. Investicijų jo techninei priežiurai yra nepakankamai , nes valstybė ir savininkai negali suteikti pakankamai lėšų, tai reikštų, kad neįmanoma užtikrinti normalaus įrangos funkcionavimo. Buvo prognozuojama vandens struktūros tvarkymo kritimo nuosmukis, kuris rodo, strukūros lygio kritimą po ilgo naudojimo. Didžioji dauguma Europos šalių nuotėkų tvarkymo problemas sprendžia remiantis pagal teritorijos tvarkymo standartus. Jie sujungia specializuotas vandens saugojimo sistemas į bendrą nuotekų valdymo sistemą.Vadovaujantis nustatyta tvarka, Vandens ir Žemes sąjungos ar Vandens skyriai Olandijoje ir Vokietijoje sprendžia nuotekų tvarkymo problemas.Tai užtikrina pakankama finansavimą, kuris yra būtinas gerai vandentvarkos būklei. Patariama daryti pertvarka kaimo vandens valdyme.Tai yra reikšminga savivaldos principe kaimo didžiajai vandens sistemai, kol steigiamos kaimo vandens valdymo sąjungos, kaip tai buvo padaryta Vokietijoje. Literature lists extent 23 literature sources. The worsening state of rural water structures is analyzed in the article. Investments for its technical maintenance are not enough because the State and landlord cannot assign enough that means to ensure normal functioning of the equipment. Were made prediction of water management structures falling into decay which shows breaking down structures level after long use. Great majority of European countries solves wastewater management problems referring to the territorial – based Standard. They combine specialized water saving subsystems into a common wastewater management system. Following the established order, Water and Land Unions or Water Departments solve wastewater management problems in Germany and Holland. It ensures sufficient financial assignations for the wastewater management. The reconstruction of rural water management is suggested. It is purposeful to grand the rural water management on the self-governing principle while establishing rural water management unions, as it has been done in Germany. Lietuvai tapus ES nare, atsivėrė galimybės pasinaudoti ES struktūriniais fondais. Būtent pasinaudojus šia finansine parama, galėtų būti išspręstos daugelis Lietuvos socialinių ir ekonominių problemų. Siekiant įsisavinti paskirtą ES finansinę paramą, turėjo būti priimtas BPD. Būtent šiame dokumente nurodomos pagrindinės priemonės, pagal kurias turi būti ruošiami projektai, kuriais norima gauti ES finansavimą. Darbe analizuojami ES struktūriniai fondai. Bendrijos iniciatyvos, jų bendrieji reikalavimai ES finansinei paramai gauti. Kadangi BPD yra labai svarbus dokumentas, magistro darbe analizuojami teisiniai aktai, reglamentuojantys BPD įgyvendinimą. Norint labiau įsigilinti į ES struktūrinių fondų įsisavinimo tendencijas, pasirinkau išnagrinėti kai kurių šalies savivaldybių administracijų vykdomus projektus, finansuojamus iš ES. Analizuojamas kiekvienos pasirinktos savivaldybės sugebėjimas pasinaudoti ES struktūriniais fondais. Pateikiamos lentelės bei diagramos, apibendrinančios analizuotų projektų duomenis, savivaldybių administracijų pateiktas paraiškas, įgyvendintus bei šiuo metu įgyvendinamus projektus, finansuojamus iš ES struktūrinių fondų. Darbe analizuojamos problemos, kurios riboja ES finansinės paramos įsisavinimą. / As our country became one of European Union member, we can use the Structural Funds, The Cohesion fund and other funds financial support. If we want to get financial support from the Structural Funds, we should prepare projects according all rules and laws, especially The General Program document. This document is very important, because according priorities from the General program document are distributing European Union financial support. My work aim is to try to analyze European Union financial support and utilization of it in Lithuania’s municipalities. I set these tasks: to analyze The Structural Funds and their administration; to look round the institutions, which are administrating European Union financial supports; to analyze the laws which present the projects planning; to explain the requirements to get European Union financial support; to analyze projects, which are realizing in municipalities of Lithuania, to indicate main problems, which are associated with European Union financial support. My work consists of five chapters, which I could divide in two big parts: theoretical part and practical part. The first three chapters are just theoretical part. The main objective of this dissertation is to analyse the legal acts of European Union and the Republic of Lithuania concerning the use and financial control of the support of European Social Fund, to estimate their implementation peculiarities and submit recommendations in order to improve the legal regulation. Trying to implement this objective the author disperses the dissertation into three parts.
