Lietuvai tapus Europos Sąjungos nare, vienas iš uždavinių kuo geriau įsisavinti ES struktūrinių fondų finansinės paramos lėšas. ES struktūrinių fondų lėšos Lietuvoje pradėtos įsisavinti vadovaujantis 2004-2006 m. Bendruoju programavimo dokumentu (BPD). Todėl 2004-2006 m. Bendrojo programavimo laikotarpiui einant į pabaigą ir prieš prasidedant 2007-2013 m. finansinės paramos etapui būtina identifikuoti ne tik sėkmes, bet ir problemas, su kuriomis susidūrė fondų paramą administruojančios institucijos, mokėjimo institucijos bei patys pareiškėjai 2004-2006 metų finansavimo etape. / When Lithuania became a member of European Union, one of goals was to assimilate recourses of financial assistance of European Union (EU) Structural Funds. In Lithuania recourses of EU Structural Funds were proceeded to assimilate, following by 2004 – 2006 the Single Programming Document (SPD) of Lithuania. That’s why, when 2004 – 2006 SPD’s implementation is going to the end and starting 2007 – 2013 a stage of financial assistance, before that it’s necessary to identify not only success, but and problems, with which institutions, managing financial assistance, science institutions and applicants conflicted in sponsorship’s stage of 2004 - 2006. There are raised necessary goals for the system of implementation of Structural Funds: A goal of the work: 1) To find out problems of assimilation of Structural Funds in municipalities of Plunge’s district and Lithuania, estimating quality and efficiency of 2004 – 2006 SPD’s implementation, management and supervision; 2) To submit recommendations and suggestions, how to solve these problems.

Lietuvai tapus ES nare, atsivėrė galimybės pasinaudoti ES struktūriniais fondais. Būtent pasinaudojus šia finansine parama, galėtų būti išspręstos daugelis Lietuvos socialinių ir ekonominių problemų. Siekiant įsisavinti paskirtą ES finansinę paramą, turėjo būti priimtas BPD. Būtent šiame dokumente nurodomos pagrindinės priemonės, pagal kurias turi būti ruošiami projektai, kuriais norima gauti ES finansavimą. Darbe analizuojami ES struktūriniai fondai. Bendrijos iniciatyvos, jų bendrieji reikalavimai ES finansinei paramai gauti. Kadangi BPD yra labai svarbus dokumentas, magistro darbe analizuojami teisiniai aktai, reglamentuojantys BPD įgyvendinimą. Norint labiau įsigilinti į ES struktūrinių fondų įsisavinimo tendencijas, pasirinkau išnagrinėti kai kurių šalies savivaldybių administracijų vykdomus projektus, finansuojamus iš ES. Analizuojamas kiekvienos pasirinktos savivaldybės sugebėjimas pasinaudoti ES struktūriniais fondais. Pateikiamos lentelės bei diagramos, apibendrinančios analizuotų projektų duomenis, savivaldybių administracijų pateiktas paraiškas, įgyvendintus bei šiuo metu įgyvendinamus projektus, finansuojamus iš ES struktūrinių fondų. Darbe analizuojamos problemos, kurios riboja ES finansinės paramos įsisavinimą. / As our country became one of European Union member, we can use the Structural Funds, The Cohesion fund and other funds financial support. If we want to get financial support from the Structural Funds, we should prepare projects according all rules and laws, especially The General Program document. This document is very important, because according priorities from the General program document are distributing European Union financial support. My work aim is to try to analyze European Union financial support and utilization of it in Lithuania’s municipalities. I set these tasks: to analyze The Structural Funds and their administration; to look round the institutions, which are administrating European Union financial supports; to analyze the laws which present the projects planning; to explain the requirements to get European Union financial support; to analyze projects, which are realizing in municipalities of Lithuania, to indicate main problems, which are associated with European Union financial support. Šiame darbe analizuojama Širvintų rajono vandentiekio ir nuotekų tinklų būklė. Analizei panaudota UAB “Širvintų vandenys“ informacija, bei Širvintų kaimo gyventojų apklausos duomenys. Aktualiausia problema - vandentiekio ir nuotekų tinklų būklė Širvintų rajone. Gyventojai, gyvenantys individualiuose namuose miestuose bei nedidelėse priemiestinėse gyvenvietėse dažnai neturi galimybių naudotis vandens tiekimo ir nuotekų šalinimo paslaugomis. Jie savo reikmėms vandenį ima iš individualiai įrengtų šachtinių šulinių bei gręžinių. Šie gyventojai nuotekas dažniausiai išleidžia į išsėmimo duobes. Išanalizavus esamą situaciją galima teigti, kad dauguma Širvintų rajono gyventojų vandenį gauna iš centralizuotų vandentiekio tinklų, o nuotekas išleidžia į išsėmimo duobes arba į individualius valymo įrenginius. / The aim of thesis is to analyse the condition of water-supply and sewerage systems of Sirvintai District. The survey data of Sirvintai district people was used to carry out the analysis. The most relevant problem is the condition of water-supply and drainage systems of Sirvintai District. People, who live in their own houses in towns and small suburban villages, often do not have access to water-supply and wastewater disposal services. They receive water from their individually built wells and bores for their own consumption. These people usually drain wastewater into the exhausting holes. Having analysed the current situation we can declare that most Sirvintai district people receive water from public water systems but drain wastewater into the exhausting holes or individual wastewater treatment facilities.

Ši magistro baigiamojo darbo tema pasirinkta todėl, kad ji yra mažai nagrinėta Lietuvoje. Europos Sąjungos parama Lietuvai, jos reikšme šalies ekonomikai, lėšų įsisavinimo eiga ir rezultatai nėra pakankamai analizuojami. Europos Sąjungos struktūrinių fondų parama Lietuvai ženkliai prisideda prie spartaus šalies ekonomikos augimo, tačiau paramos panaudojimo procese susiduriama su daugeliu efektyvumą mažinančių problemų, t.y. žemas paramos įsisavinimo lygis kai kuriose srityse yra dėl administruojančių institucijų mažo dėmesio į dalykinius ir turinio aspektus, tuo pačiu sureikšminant biurokratizmo aspektus Darbo tikslas - išanalizuoti Europos Sąjungos paramos įsisavinimo rodiklius Lietuvoje, jų įtaką Lietuvos ekonomikai, iškelti ir palyginti žemo įsisavinimo lygio priežastis ir problemas, ir pateikti jų sprendimo būdus. Darbo tikslui pasiekti ir pradinius duomenis analizei surinkti buvo naudotasi mokslinės literatūros, Lietuvos ir užsienio autorių monografijomis, moksliniais straipsniais dokumentų ir paramą administruojančių institucijų statistinių duomenų ir lyginimo metodais. Pirmoje darbo dalyje apžvelgta Europos Sąjungos struktūrinių fondų vaidmuo įgyvendinant Lietuvos strateginius tikslus, antroje dalyje atlikta paramos įsisavinimo pagal BPD, BPD II-ąjį prioritetą analizė, nustatytos ES struktūrinės paramos įsisavinimo problemos. European Union support for Lithuania, its significance to country’s economics, course and results of resources assimilation are analyzed insufficiently. The support of European Union specifically contributed to rapid growth of country’s economics, however, during the process of support usage there is being faced with many problems, which reduce effectiveness, i.e., low level of support assimilation in some areas is over too little attention of administering institutions on matter-of-fact and content aspects, at the same time giving prominence to aspects of bureaucracy. The purpose of work is to analyze indicators of assimilation of European Union structural funds in Lithuania, its influence on Lithuanian economics, to suggest and compare causes and problems of low level of assimilation, and provide solutions. In order to achieve the purpose of work and to collect initial data for analysis, it was used scientific literature, monographs of Lithuanian and foreign authors, scientific articles, and statistical data and comparison methods of documents and institutions, which administer the support. Magistro baigiamajame darbe analizuota Europos Sąjungos struktūrinių fondų teikiamos paramos reikšmė Lietuvos ekonomikai, iškeltos esminės struktūrinės paramos įsisavinimo problemos ir iššūkiai bei pateiktos rekomendacijos, siekiant efektyvesnio struktūrinių lėšų įsisavinimo. Pirmoje darbo dalyje teoriniu aspektu tiriama ES regioninės politikos turinys, ES struktūrinių fondų sąvoka, jų rūšys, apžvelgiama ES Struktūrinių fondų paramos administravimo sistema Lietuvoje. Antroje dalyje analizuojamas struktūrinės paramos panaudojimas Lietuvoje 2004-2006 m. programavimo laikotarpiu, ir dabartiniu 2007-2013 m. paramos laikotarpiu, pateikiami esminiai struktūrinės paramos panaudojimo Lietuvoje prioritetai naujuoju 2014-2012 m. paramos laikotarpiu. Trečiojoje darbo dalyje nagrinėjama ES struktūrinių fondų įtaka pagrindinių Lietuvos makroekonominių rodiklių kaitai: BVP, biudžeto balansui, infliacijai, užimtumui ir eksportui. / In Master’s final work were analyzed the meaning of the assistance allocated by the European Union Structural Funds for Lithuanian economy, were raised essential problems and challenges of structural assistance reclamation, and recommendations were given on purpose of reaching a more effective reclamation of structural resources. The first part of the work analyzes theoretically the content of EU policy, the correlation of EU Structural Funds and their kinds, one takes into account the system of EU Structural Funds support administration in Lithuania. The second part analyzes the usage of structural assistance in Lithuanian in programming period of 2004-2006 and in present supportive period of 2007-2013, it presents essential priorities of structural support usage in Lithuania in the new supportive period of 2014-2012. The third part analyzes the influence of EU Structural Funds on the fluctuation of main rates of Lithuanian macro-economics: GDP, budget balance, inflation, employment and export.

Magistro darbo pirmoje dalyje išanalizuota saugomų teritorijų samprata ir jų klasifikacija, saugomų teritorijų veiklos finansavimo šaltiniai. Taip pat aptarta Neries regioninio parko esama būklė. Antroje darbo dalyje pristatoma tyrimo metodologija, naudoti tyrimo instrumentai. Trečioje darbo dalyje atliktas ES struktūrinių fondų lėšų panaudojimo Neries regioninio parko turizmo ir poilsio infrastruktūros plėtrai tinkamumo tyrimas. Darbas yra sudarytas iš įvado, trijų pagrindinių dalių, išvadų bei rekomendacijų. Darbo apimtis – 75 puslapiai. Darbe pateikiama 60 paveikslų, 25 lentelės ir 9 priedai. / The first part of Master work analyzes the concept of protected areas and their classification of protected areas financing sources. It also discusses the existing state of the Neris Regional Park. The second part presents the research methodology used to test instruments. The third part examined the EU structural funds of the Neris Regional Park tourism and recreation infrastructure development suitability. The work consists of an introduction, three main parts, conclusions and recommendations. Scope of work -75 pages. The paper contains 60 figures, 25 tables and 7 accessories.

This thesis analysis the funding possibilities from structural funds for the development of water management in villages as well as different legal acts and international covenants whose regulations corresponds the project The Development of the System for Collecting Waste Water in Kirdoniai Village of Birzai District. It also analysis whether this project corresponds the SPD, its impact on the environment and the EU horizontal politics. In this thesis a lot of data are used, which were processed using ordinary statistical methods along with cost-benefit analysis recommended by the European Commission and the method proposed by the Environmental Project Management Agency used for financial and economic analysis. For data processing DAM and the MS Excel programmes were used. During the research the characteristics of Kirdoniai Village territory in Birzai district were analysed as well as the existing situation of drink water supply and the collection of waste water. It was also examined who could benefit from this project, what problems could this project solve. The formulation of the investment project was carried out.
